Until then, many studies on recruitment have concentrated on parliamentary elites in democratic periods, so there are few researches over mayors at political parties in authoritarianism. After the execution of thirty-seven interviews and a exam of biographical data and career of hundred-seven appointed mayors, was traced the profile of recruitment and careers. The recruitment agencies (local and state) recommend ones candidates with elite's features, high level education and traditional political and family origins. Social capital measured by connections in political and social field, was source of recognition by members of party's agency. After 79's political reform, the low production of political leaderships, the ASN continuity, are conditions for mayors' follow political careers in the new Brazilian democracy, either on state bureaucracy, as in elective office. / O objetivo desta tese ? analisar o recrutamento de prefeitos nomeados no autoritarismo e as suas carreiras na atual democracia brasileira, estabelecidas entre a reforma pol?tica de 1979 e a elei??es municipais de 2012. At? ent?o, os estudos sobre recrutamento estiveram concentrados nas elites parlamentares em per?odos democr?ticos, sendo escassas as pesquisas dedicadas aos representantes de executivos, em partidos e no per?odo autorit?rio. A partir da execu??o de trinta e sete entrevistas, do exame dos dados biogr?ficos e de carreira de cento e sete prefeitos nomeados, buscou-se tra?ar o perfil do recrutamento e de suas carreiras. As ag?ncias de recrutamento (local e estadual) indicaram candidatos com recursos sociais, educacionais, pol?ticos e de origem familiar, elitizados. O capital social, mensurado pelas conex?es estabelecidas no campo pol?tico e social, forneceram o reconhecimento necess?rio para que as indica??es se convertessem em nomea??es. Ap?s a abertura, o perfil elitizado dos nomeados, associado a uma baixa produ??o de lideran?as pol?ticas e a continuidade das ASN at? o ano de 1985, criam condi??es para que integrem a nova democracia e sigam carreiras na burocracia estatal e cargos eletivos.
