An Analysis on the Efficiency of Land Administration Offices after computerization in Kaohsiung Area: Application of DEA and SFA

Local land administration office is to execute registering of lands and buildings. Its objective is to implement local land policy. In the mean time, its functions are about citizen¡¦s property rights. Because the social, economy and political environment have been changed rapidly, demands for land administration and service quality have been growing as well. Therefore, the first priority work for government is to improve whole administrative efficiency and effectiveness, by using modern technology. It thus needed to electronic-wise land office, to set up a computerization system of land information management so as to provide complete land information, to execute modern administration, to promote competition, and to provide convenient and efficient services. Therefore, the purpose of this study is to research these first-line local offices so as (i) to promote its efficiency after being computerized (ii) to compare the implementing result before and after the computerization in Kaohsiung county and city, and (iii) to study the influences of the computerized process, finally (iv) to suggest local offices decision makers the future direction of improvement. This study uses DEA and SFA to compute their efficiency after computerization of the local land offices in Kaohsiung county and city. To do this, we collect annually statistics and use DEA-Solver software and Frontier 4.1 computer program to evaluate their productivities, and to make an efficiency analysis. The results revealed that the annual average technology efficiency descended before computerization and ascended after computerization for all land offices. CCR model revealed that annual averages of technology efficiency are stable before computerization and it ascended after computerization for all land offices. SFA analysis revealed that annual averageefficiency score slightly ascends before computerization and ascends after computerization except for year 2001. For technology changes, their productivities slightly descends for all land offices in Kaohsiung county but ascends for all land offices in Kaohsiung city. For efficiency slack analysis, all five land offices must reduce their inputs in Kaohsiung county. For output slack, only Chi-Shang land office must expand its output 13.01% so as to reach a relatively inefficient DMU. Between the Kaohsiung county and city, information difference between city and country has influences on efficiency. Land offices in Kaohsiung city have general higher average technology efficiency than those in Kaohsiung county. This study uses DEA and SFA to analyze land offices in Kaohsiung county and city, and it was found that whole efficiency scores increased after computerization. And it is suggested several important problems and the possible directions of productivity improvement in the future for all land offices.

Service Quality and Customer Satisfaction Improvement Strategy for the Land Administration Office of Pintung County

The study aims to explore the service quality and the customer satisfaction of the public sector. Taking Pingtung Land Office as a case study example, applying the gaps model of service quality, the PZB model (Parasuraman, Zeithaml, and Berry, 1985), and the SERVPERF scale (Cronin and Taylor, 1992, 1994), the research draws from the method of Importance Performance Analysis (IPA, Martilla and James,1977) and develops the strategies for improving service quality and customer satisfaction. The result of the study indicates that the customer whose occupation is ¡§Housewife¡¨ or whose annual income is less than 300 thousand dollars may have lower customer perception of service quality on constructs of ¡§Reliability¡¨ and ¡§Tangibles¡¨. In addition, according to the result of the analysis of variance (ANOVA), the statistically significant regression effect proves that service quality is the antecedent of customer satisfaction (R2=57.1%). Therefore, the improvement of service quality may results, ceteris paribus, in the rise of customer satisfaction. The result of IPA also indicates that the improvement on the construct of ¡§Empathy¡¨ of service quality is the most urgent task. Finally, the study proposes suggestions as follows: the improvement of the construct of ¡§Empathy¡¨ can be achieved by providing ¡§situation simulation training¡¨, ¡§flexible office hours¡¨, and ¡§behavior incentives encouraging land office clerks to act spontaneously¡¨; the improvement of the construct of ¡§Reliability¡¨ can be achieved by encouraging ¡§Housewife¡¨ volunteering for service in the land office; the improvement of the construct of ¡§Tangibles¡¨ can be achieved by land office offering modern business equipment such as providing access to the Internet.

The Use Of General Land Office Records And Geographical Information Systems For Restoration Of Native Prairie Patches In The Jackson Prairie Region In Mississippi

The Jackson Prairie Region represents a rare, poorly understood and threatened ecosystem. A review of the literature concerning the ecology, physiography and geology of the Region was undertaken, along with a search of General Land Office (GLO) records for locations of historic prairie patches. The prairie patch location data was transcribed, digitized and inserted as a base map in a Geographical Information System (GIS). A set of current, local conditions indicating suitability for conservation or restoration, along with importance weights for each condition, was derived from stakeholder input. A simple additive weighting technique was used to rank the locations in terms of suitability for conservation or restoration. Historic patch locations were visited and the presence of prairie indicator species noted. The use of GLO records and GIS in this way improves the ability of landscape architects to enhance and preserve an imperiled habitat as they design across multiple scales.

Building of field roads following the complex reparcelling follows from the plan of joint facilities and is proposed with respect to the given cadastre. In the Czech traffic rules, field road is mentioned as a kind of purpose-built communication. The Czech norm No. 73 6109 defines it as a of purpose-built communication, serving preliminarily to the farmers, but potentially having also other function. It can serve as a bicycle path, pedestrian path and mainly as a road for motor vehicles enabling the owners to reach fields in their possession and their rational use. Field roads and the surrounding vegetation contribute to the landscape scenery and its biodiversity, permanently and clearly determine the borders between fields and cadastres. In summary, they contribute to stability of the cadastre. My task was to evaluate the newly-built joint facilities, namely the road network, from the point of view of their costs for the state land offices, branches České Budějovice, Tábor and Český Krumlov. Therefore, I used the data offered to me by these offices. All these data are summarised in chapter 5: Results and Discussion. In the Summary, I put together all the new findings and the course of building prices during 2000 2011.

The Master's thesis aims to describe the time during the period of the first republic in the area of Křivoklátsko, concerning the land reform from the historiographic point of view, the mechanism of land reform, and its institutional and legal specification. The thesis outlines the atmosphere in the newly established Czechoslovak Republic and its relations to the former aristocracy. Moreover, it focuses on defending mechanisms of the aristocrats at that time, and it analyses the function of the Federation of the Czechoslovak landowners together with the Federation of the German landowners with help of the specific example of the aristocratic family of the Fürstenbergs, who were the last private owners of the Křivoklát castle. The paper deals with the land reform in relation to the land fond, mine properties, shareholding within the Buštěhrad railway, and real estates. It endeavours to map emerging remaining small estates in the Křivoklát estate, and determine the social status of the new owners. As an administrative office with a broad scope, it is impossible to deal with all the aspects of the State Land Office in detail and thus provide a thorough analysis within this thesis. Therefore, the aim of this thesis is to provide a general introduction of the State Land Office - its establishment, place within the system of state administration, organisational structure and its main scope. This thesis is divided into six parts. The first part is dedicated to a general characteristic of the State Land Office. Since the second half of the 19th century the land consolidation has been carried out as an administrative proceeding in the territory of the Czech Republic. As a result of a gradual development, the scope of land consolidation is becoming broader and goals of the proceeding are becoming more and more ambitious. What issues can be solved using land consolidation and which instruments are used to accomplish that? How do public and private interests affect the land consolidation and parties to the proceeding? What is, or rather what should be the course of the land consolidation proceedings? Are measures adopted in the proceeding actually being implemented in the landscape? Submitted master's thesis draws attention to substantive and procedural aspects of the matter, relevant case law, as well as statistical data and other evidence regarding concluded land consolidation. The first part of the thesis deals with historical development of land consolidation, focusing on the 19th and 20th century. A Multidisciplinary Approach for Determining the Extents of the Beds of Complex Natural Lakes in Louisiana

In Louisiana, the beds of natural lakes are owned by the state. The locations of property boundary lines separating state property from private lands have usually been set by determining the levels of natural monuments known as ordinary high water marks. The term is confusing and subjective, leading to controversy in reference to its determination. Catahoula Lake in central Louisiana was chosen as a study site because of its large size, its 20-foot variation in water levels, and its low-relief perimeter. Geology, geomorphology, hydrology, archaeology, vegetation, dendrochronology and dendrohydrology of the ancient cypress fringe, nineteenth century land survey records, historical records, and time-series statistics were applied to determine the elevation range of ordinary high water. Research suggests that the level of the ordinary high water natural monument used universally in Louisiana to define lake boundaries is not the correct natural monument. This research suggests that, for example, the natural monument that defines the Catahoula Lake boundary is not a vertical monument, but rather an areal monument that was originally recognized by nineteenth century U.S. government surveyors and embedded in the evidence extracted from their original field notes. The solution coincides with the boundaries of regional land patents and offers a consistent solution to determining the boundaries of thousands of acres of disputed lands. The procedure is applicable to other lake and swamp boundaries in Louisiana and other states.

Titel of dissertation: Nazi Germanisation and Settlement Policy in the Protectorate of Bohemia and Moravia This work focuses on land and settlement policies in the territory of the Protectorate of Bohemia and Moravia. They are treated as an integral part of a unified Germanisation policy which the Nazi regime had implemented within a broader territory of the German Reich. The aim of this study is to evaluate the structure and organisation of the settlement policy and mechanisms of its functioning on both lower and higher levels within the context of administration and implementation of the settlement process. Germanisation was, within the territory of Protectorate of Bohemia and Moravia, one of the key aspects of German economic policy. Its implementation was based on a combination of assimilation, evacuation, and physical liquidation. In practice, Germanisation measures in the Protectorate took either of the three following forms: 1) transfer of share ownership, 2) Aryanisation of Jewish property, 3) a settlement of Germans on Czech-held land. This sequence more or less corresponded also to the sequence in which the individual measures were to be applied in practice.
