Land Reforms: A Successful Course of Action?

<p>The problem with unequal distribution of land ownership, in developing countries, has been debated in numerous papers. It is important to solve this problem and one of the major contributions in finding a solution is the implementation of a land reform. The aim of this paper is to elucidate the outcome of two different approaches to land reform, i.e. coercive and market based, and to find out how successful they are in reducing the concentration of land ownership in a sustainable direction. The conclusion of this paper is that neither of the approaches alone is successful in this task, the strength lies instead in a combination of the coercive and market based approach.</p>

Communal land reform in Zambia: governance, livelihood and conservation.

<p>Communal land tenure reform in Zambia is the overarching subject of study in this thesis. It is an important issue across southern Africa, raising questions of governance, livelihood security and conservation. WIldlife is a 'fugitive' and 'mobile' resource that traverses the spatially fixed tenure of communal lands, national parks and public forest reserves. The management of wildlife therefore requires that spatially defined proprietorial rights accommodate wildlife's temporal forage use. Land may bebounded in tenure, but if bounded by fences its utility as wildlife habitat is undermined. If land is unfenced, but its landholder cannot use wildlife then it is more a liability than an asset. Africa's terrestrial wildlife has enormous biodiversity value but its mobility requires management collaboration throughout its range, and the resolution of conflicting ecological and economic management scales. The paper does not aim to describe and explain the internal communal system of tenure over land and natural resources but rather how the communal system interacts with the state and the private sector.</p>

Opportunities for and constraints on crop production within Zimbabwe's fast-track resettlement programme: A Case Study of Fair Range Estate, Chiredzi District, South Eastern Zimbabwe.

<p>The government of Zimbabwe started implementing its fast track resettlement programme in July 2000, the objective being to accelerate both land acquisition and land redistribution. This programme witnessed a massive movement of people from various localities into mainly large-scale commercial farms in search of agricultural land. Under this programme, people were settled under the A1 model (which involves villages and land use pattern similar to those found in communal areas) as well as the A2 model, which involves commercial farming. This study investigates, documents and analyses the opportunities and constraints currently being faced by newly resettled crop production farmers in one example of an A1 model resettlement project (Fair Ranch Estate in Masvingo Province). A questionnaire was used to gather data on livelihood sources, income, assets and also aspects of the associational life of crop production farmers. Seventy households were interviewed, and a number of key informant interviews were undertaken with both government officials and the local leadership. The greatest opportunity that A1 crop production farmers in Fair Range Estate experienced was the fact that they now have access to land that they can call their own, without having to go through the market to try to acquire such land. In terms of crop production, however, farmers in Fair Range Estate face a number of challenges and constraints: they lack adequate access to tillage and livestock / the supply of inputs is inadequate / generally negative socio economic conditions prevailing in the country have led to sharp increases in prices of all basic commodities, including inputs such as fertilisers and seeds / they lack tenure security / the amount of rainfall received in the area is generally not sufficient for crop production / and many lack crop production skills. Measures to reverse this decline must include the availability of foreign currency to buy spare parts for tractors, rebuilding of the national herd, which was greatly affected by both drought and the disturbance of commercial agriculture as a result of the controversial land reform programme. Fuel should also become more readily available, and urgent policy measures be put in place to revamp institutional frameworks in the agricultural sector to make them more farmer-oriented.</p>

Urban land tenure and public policy challenges: the case of access, ownership and use in Phokeng

(Public Policy))--University of the Witwatersrand, Faculty of Commerce, Law and Management, School of Governance, 2016. / The study focuses on the lived experiences of indigenous and traditional community of Phokeng in the process of urbanising. It is a community affected by unclarified policies and documents to secure their tenure. Phokeng community in Rustenburg is approximately 200 km to the west of Johannesburg. The research revealed that the rural and marginalised of Phokeng is now becoming urbanised and that there is inadequacy of legislation or policy to guarantee security of tenure in an area a under traditional authority. The community has historically depended on oral information and storytelling. A total of thirty informants were surveyed in the community. The study elicited information on informant’s understanding of security of tenure, the role they played to secure tenure to their land. It also probed, their awareness of developmental policies affecting their activities and expectations. The study revealed that people did not have title to the land they occupied but were very content that they were safe from evictions because the traditional leader and his traditional authority provided the guarantee. There is need for further research on why people in traditional authority areas that are in the process of urbanising would be content to live on land on which they do not have registered tenure rights.

Implementation of land reform policies on model A1 farms in Zimbabwe

February 2017 / The government of Zimbabwe embarked on a land redistribution programme at the turn of the twentieth century. The programme has been mired in controversy which has culminated in polarisation. The major objective of the land redistribution was to redress historical imbalances and to increase food security by increasing access to fertile and arable land to indigenous people. Due to lack of policy clarity and consensus, the programme has so far been a huge failure. This study sought to interrogate the policy implementation and how this had impacted on productivity on the A1 model of farming in Zimbabwe. Results showed that the programme was adversely affected by lack of political will and lack of policy clarity while it was clogged with political interference. The government had failed to provide sustainable funding to enhance productivity. This had led to despondency among civil servants and beneficiaries of the land reform programme. There is ineffective implementation of policy due to factors such as lack of experienced personnel and unavailability of funding. Polarisation has seen other key stakeholders shunning this programme. Under the prevailing socio-political environment, this programme is set to be an outright failure to enhance food security sustainability. The study unpacked valuable impediments which inevitably, were drivers of poor attainment of the objectives of model A1 farming in Zimbabwe. / MT 2017

This land : politics, authority and morality after land reform in Zimbabwe

This thesis examines people’s attempts to (re)construct belonging and authority after rapid socio-political and economic change. It is a study of the lives of those living alongside each other in a new resettlement area in Zimbabwe a decade after ‘fast track’ land reform. Drawing on ethnographic research conducted on a series of farms in the Mazowe area (March 2012-May 2013), I show that in the uncertain socio-political context of this new resettlement area, belonging was a dynamic social process involving complex moral bonds, and relationships of dependence and obligation. ‘Fast track’ land reform can be understood as a process of state-making in which the Zimbabwean state reconfigured its relationship with its citizens via the redistribution of land. After ‘fast track’, farms were transformed from socially and politically bounded entities under the paternalistic rule of white farmers, to areas in which land beneficiaries and farm workers lived alongside one another under the rule of the ZANU PF state. Land was allocated according to ZANU PF loyalty. Farmworkers due to their associations with white farmers and oppositional politics, were rarely allocated land. Thus farms in Mazowe consisted of landless farm workers who had lived and worked in the area for generations, and landed beneficiaries who came from a variety of places. In addition, ‘fast track’ was framed in terms of redistribution rather than restitution but many chiefs saw it as an opportunity to ‘return’ to their ancestral lands. However, their claims to authority in the areas remained uncertain. I examine how people dealt with the various tensions thrown up by ‘fast track’. By leaving these tensions unresolved, a contingent stability was generated on farms, even as this was fragile. My work contributes to better understanding the socio-political effects of land reform. Research on Zimbabwean land reform has tended to rely on official framings of people’s relationships to each other and the land, and has largely failed to capture the complexity and negotiated nature of these in everyday life. Anthropological work on belonging has mostly focused on explicit claims. I show how history and the micro-politics of everyday relationships profoundly shaped local forms of belonging which crosscut state delimitations of who belonged, and what land reform meant to those living in this area.

Transforming rural livelihoods in Zimbabwe : experiences of Fast Track Land Reform, 2000-2012

This thesis examines the livelihood outcomes of Zimbabwe’s Fast Track Land Reform Programme (FTLRP). It asks, what has happened to rural livelihoods following land redistribution; how did land occupations and redistribution unfold; who gained land in the A1 resettlement areas; what new patterns of production can be identified and how do these compare between different settlement types and across time; how have smallholders responded to new opportunities and challenges on and off the farm; and what are the experiences of women and former farm workers? The thesis adopts a multi-methods, comparative approach, drawing on survey data from over 500 rural households and in-depth interviews with 132 “new” farmers. The thesis is a comparative assessment of livelihood outcomes in the new resettlement areas vis-à-vis the old resettlement and communal areas. The results of a series of statistical analyses and interviews show that the “new” A1 farmers are mostly poor and landless people from neighbouring communal areas. These resettlement farmers also produce more maize, cotton and tobacco than their counterparts in other rural areas. The main constraint to smallholder development in these areas has been the general lack of inputs (especially fertilisers), credit and markets. Resettlement farmers, old and new, have responded to these challenges by engaging in contract farming and/or a wider range of non-farm income generating activities, earning higher incomes than those in the communal areas. The data also shows that income from farm and non-farm activities is then reinvested in productive assets and agricultural production. The final chapter presents smallholders’ perceptions about their own tenure security. While many feel secure on their new land, land rights for women and former farm workers continue to be mediated through men and settlers, respectively. Their livelihoods thus rest precariously on their abilities to manage these relationships. Thus, in addition to offering a detailed, empirical analysis of the livelihood outcomes of Zimbabwe land reform, the thesis also contributes to wider theoretical debates, challenging narratives of deagrarianisation and emphasising the importance of multi-methods approaches to understanding complex livelihood changes in the context of land reform.

Promoting development and land reform on South African farms

The issue of social development for farm workers has always been a contentious one, primarily due to a history of development being one of repression and exploitation. Decades of exploitative control have left a social situation characterised by poverty and extreme inequality of power, between farmer and worker, black and white people, and between men and women. The legacy of this brutal past is not only to be found in the conditions under which farm workers now live, but rather the psychological and institutional barriers preventing their achievement of a better life though effectively utilising the opportunities available to them. Poverty and marginalisation is a formidable barrier to overcome in this environment. In becomes clear that any development programme aimed at providing farm workers with support in their struggle for a better life - the essence of “development” - will of necessity need to address these factors. The complexity of the farm situation, with its myriad of historical, social and economic problems, requires an innovative approach which represents a combination of, and compromise between, the priorities for farmers and those of workers, and mechanisms which promote broad based minimum standards as well as innovation and leverage for longer term benefit. The Land and Agricultural Bank of South Africa has initiated a number of products and programmes to promote development and land reform for farm workers. The intention of these is to stimulate farm based development through leveraging the various governmental development programmes and the commitment of landowners. In particular, Land Bank is to introduce a Social Discount Product to provide incentives for the Bank’s clients to implement development projects on their farms. This article explores some of the issues Land Bank has experienced in developing its products to promote farm based development, and specifically the Social Discount Product. It examines in "brief the current development context for farm workers, and in particular their conditions of life and work. It also reviews some of the current mitiatives to promote farm-based development by a variety of actors, governmental, private sector, and civil society. An outline of the Land Bank’s Social Discount Product and other programmes is then presented. Finally, issues and challenges are identified which are critical to the success of development and land reform for farm workers. The article contends that land reform for farm workers cannot be viewed separately from the broader process of development on farms. The reason for this is partly that land reform, or redistribution, will only affect a minimal number of farm workers, while the majority still seek improvement in their life conditions and opportunities. An investigation of the success of comprehensive agricultural support programme projects on the farms allocated under land redistribution for agricultural development : a case study approach in the Waterberg District, Limpopo Province

The redistribution programme consists of Land Redistribution for Agricultural Development settlement and non-agricultural enterprises. Land Redistribution for Agricultural Development programme was established to redress the imbalances of land owners aroused from the previous government and its policies. A person who qualifies to purchase farms through the Land Redistribution for Agricultural Development programme is a previously disadvantaged person, that is, an African, Coloured and Indian. If a person belongs to a previously disadvantaged group and that particular person works for the government he/she does not qualify to be funded by the Land Redistribution for Agricultural Development programme. The National Department of Agriculture introduced a new programme called the Comprehensive Agricultural Support Programme. The primary aim of the Comprehensive Agricultural Support Programme is to make provision for agricultural support to targeted beneficiaries of the land reform and agrarian reform programme. This dissertation proposed an investigation of the success factors of Comprehensive agricultural Support programme on the farms allocated under the Land redistribution for Agricultural Development in the Waterberg District of the Limpopo Province. The objectives of study were: i. To determine factors influencing the success of the Comprehensive Agricultural Support Programme projects on farms allocated under the Land Redistribution for Agricultural Development farms ii. To suggest recommendations for the improvement of the implementation of the Comprehensive Agricultural Support Programme. iv A case study approach was used to investigate the Comprehensive Agricultural Support Programme funded projects. Personal interview questions were posed to participants who were the farmers who receiving the Comprehensive Agricultural Support Programme grant and managers who were managing the Land Redistribution for Agricultural Development farms. Open-ended questionnaires were used to collect data and four farms allocated under Land Redistribution for Agricultural Development funded by the Comprehensive Agricultural Support Programme and four municipal managers in the Waterberg District of the Limpopo Province were interviewed. The qualitative approach was used to process the data The chapter layouts of this research are as follows: Chapter 1: Problem Statement, Aims and Objectives of the Study, Chapter 2: Literature Survey, Chapter 3: Research Design, Chapter 4: Analysis of Data and Interpretation, and Chapter 5: Recommendations and Conclusion. The analysis of the data revealed that Comprehensive Agricultural Support Programme is a success on the farms allocated under the Land redistribution for Agricultural Development in the Waterberg District of the Limpopo Province.
