Fiscal Stress in the U.S. States: An Analysis of Measures and ResponsesArnett, Sarah B. 06 January 2012 (has links)
Fiscal stress is an important and recurring problem that states face. Research to date on state fiscal stress involves, predominantly, cross-sectional and case study analyses and does not address the effectiveness of state responses. Many of these studies use different definitions and measures of fiscal stress compounding the difficulty of comparing fiscal stress findings. The present research effort adds to the fiscal stress literature by (1) clarifying the meaning of fiscal stress in the state context, (2) developing a measure of fiscal stress that operationalizes this meaning and is comparable across units, and 3) using this measure analyzes patterns in and the effectiveness of state responses. Fiscal stress is measured using four indexes: budget, cash, long-run, service-level. Eleven financial indicators, calculated using data from state Comprehensive Annual Financial Reports (CAFRs), are used to create these indexes for all fifty states for the years 2002-2009. Descriptive analysis compares state fiscal stress levels (grouped into low, moderate, and high fiscal stress by cluster analysis) to state economic growth rates, state responses, and institutional factors yielding several findings. First, states do not use an incremental or punctuated equilibrium strategy in responding to fiscal stress; nor do their responses follow the pattern predicted by Cutback Management theory. Second, institutional factors affect both the levels of fiscal stress and state responses to fiscal stress. Regression analysis supports and extends these findings. First, short-term responses of expenditure cuts, tax increases, and rainy day fund use do not affect state fiscal stress levels. Second, these responses have long-term effects on fiscal stress levels. A major implication of this research is that there is very little states can do in the short-term to reduce fiscal stress. However, by balancing expenditures and revenues states can set themselves up to weather the next economic downturn with lower levels of fiscal stress.

Canada and the United States are two of the most energy-intensive countries in the world and have an immense impact upon their surrounding environment. Both countries have committed to contributing to the stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system, in accordance with the United Nations climate change regime. Their climate change-related energy policies do not, as yet, show any sign of achieving that objective, especially in light of the fact that greenhouse gas emissions are on the rise. This thesis consequently argues that not enough is being done by Canada-US to fulfill their commitments under the climate change-regime and tests that hypothesis.

The European refugee problem between 1933 and 1947 posed serious difficulties for the nations of asylum. Despite the trend towards immigration restriction, France and the United States remained the foremost countries of refuge and resettlement during the interwar years. The overwhelming numbers of refugees, however, tested their tradition of asylum, and both nations failed that tradition from the humanitarian point of view. / During the 1930's, the French harried the Americans for refusing to aid and resettle the refugees from France, complicating the diplomatic relations between the two countries. Disagreements over the proper handling of refugee affairs continued throughout the war years. After the war, the Americans and the French concluded that their disagreements postponed a successful solution to the refugee problem, and by 1947 they had embarked on a more cooperative refugee relationship through the auspices of the United Nations.

The overriding theme of this thesis concerns the level of antitrust enforcement within the U.S. airline industry by the agencies entrusted with this task. / After a brief Introduction, Chapter I will examine whether concentration within the U.S. airline industry is a natural phenomenon or an ordinary monopoly/oligopoly resulting from the behaviour of competitors. In concluding that a natural monopoly/oligopoly does not exist, Chapter II will analyse the policy being antitrust enforcement in the industry. / Chapter III will then use the implementation of S 408 of the Federal Aviation Act (FAA) by the Department of Transportation (DOT) as an example of such a policy. Finally, the remaining chapters are dedicated to an analysis of the CRS industry. By using this industry as an example, the writer will suggest that, by removing barriers to entry through aggressive use of S 411 of the FAA, the future may see new entrants enter the market. Emphasis will be placed on the attitude of the DOT in this regard.

Bitzer's model of the rhetorical situation as examined through restoration rhetoric of the Posse Comitatus and the Republic of Texas / Common law rhetoricMorris, Michael R. January 2001 (has links)
This thesis examines Bitzer's model of the rhetorical situation by using it, in combination with elements of Bormann's fantasy theme analysis to perform a criticism of radical right rhetoric. First, it identifies the exigencies that give rise to the sovereignty rhetoric employed by members of the radical right. This analysis then determines whether the speech meets the needs of its intended audience. To accomplish this task, two websites are analyzed: the Posse Comitatus/Christian Identity website and that of the Republic of Texas, a secessionist, common law/sovereign citizen's site. These websites claim to be the official websites of the two organizations. The analysis is a generative analysis, combining Bitzer's model of rhetorical situation with aspects of Bormann's fantasy theme analysis. Through performing the analysis, weaknesses and areas for improvement in Bitzer's model will be identified.Sovereignty and common law rhetoric comes in many variations, but all revolve around a central principle - that there are two classes of citizenship. United States citizenship is conferred by the Fourteenth Amendment and is accepted by participation in programs such as social security (Nagle, 1996). This form of citizenship is subject to extensive regulation and taxation. However, sovereignty rhetoric focuses on state citizenship. This type of citizenship is conferred by common law and can be recaptured by rejecting U.S. citizenship. Advocates of sovereignty argue that state citizens are not subject to most federal laws and cannot be taxed by the federal government.Why study common law/sovereign citizen rhetoric? There is broad crosspollination among extremist groups, and sovereignty rhetoric is a consistent theme for many of these groups (Shapiro, 1995). For example, individuals convicted of abortion bombings have had militia ties, and tax protestors attend preparedness expos' (Tharp & Holstein, 1997). Likewise, events such as the death of Randy Weaver's wife in the 1992 Ruby Ridge standoff, and the 1993 Branch Davidian fire are cited by extremists of numerous ideologies as evidence of a government conspiracy (Dyer, 1997).2 Furthermore, for every camouflage-clothed militia member, there are several amateur attorneys studying old law books, the Constitution and each other's websites in an effort to unravel the meaning of the "true" Constitution (Abanes, 1996).The Posse Comitatus and Republic of Texas websites are useful artifacts because they are clear examples of the types of rhetoric addressed in this study. The present incarnation of the Posse Comitatus merges Posse Comitatus and Christian Identity rhetoric, allowing exploration of the common law rhetoric of both groups through one website. While claiming not to be a militia website, the Republic ofI Preparedness expos offer survivalist training and equipment, firearms, ammunition and common law materials (Tharp & Holstein).Extremists are particularly fascinated by the date April 19, a date on which events ranging from the Revolutionary War to the Branch Davidian fire took place (Stern). In some circles, this date is called Militia Day and has assumed almost religious significance.Texas maintains at least three separate militias and features extensive discussions of common law and sovereign citizen rhetoric.To understand these groups, it is necessary to understand the exigencies that brought them into existence. Bitzer's model of rhetorical situation, with its focus on exigencies, is an excellent tool for understanding the social and economic factors contributing to the growth of these types of groups. However, Bitzer offers only limited insight into how the messages are spread and why people accept them. Bormann's fantasy theme method of analysis helps answer the questions of how the sovereignty/common law message satisfies the rhetorical and psychological needs of the group members. / Department of Communication Studies
