No. of bitstreams: 1 HINGRID INACIO.pdf: 5151782 bytes, checksum: 78dc48b8dfd0c8a0e436cbebf276a399 (MD5) / RESUMO Desde 2003, o Estado vem implementando as suas políticas públicas no campo brasileiro à luz da “promoção do desenvolvimento territorial rural” (MDA, 2004), sendo o território adotado enquanto unidade de planejamento e gestão espacial e a identidade territorial utilizada como estratégia de legitimação da ação política no imaginário social. Esta pesquisa analisa a Questão da (Reforma) Agrária no contexto da Política de Desenvolvimento Territorial Rural, tendo como recorte analítico o Território Litoral Sul da Bahia. A metodologia adotada pautou-se na pesquisa participante, tendo sido realizadas entrevistas qualitativas com representantes do poder público – em sua instância federal e estadual – e das organizações e movimentos sociais do campo em oficinas, encontros e seminários. O Território Litoral Sul da Bahia se destaca pela concentração espacial de organizações e movimentos sociais de luta pela terra e de acampamentos e projetos de assentamentos rurais, aspectos estes que evidenciaram a questão (da reforma) agrária na ordem do discurso governamental. Assim, considerando que toda intervenção territorial pressupõe um interesse político no território e que o Estado reproduz, através de suas políticas públicas, a desigual correlação de forças sociais que definem a estrutura da sociedade capitalista, fez-se necessário uma reflexão geográfica sobre os significados e os desdobramentos deste processo. Para tanto, partiu-se do pressuposto de que o espaço geográfico é a condição material de reprodução da sociedade em suas múltiplas escalas e dimensões, sendo a autonomia política da prática social conquistada a partir das temporalidades, espacialidades e territorialidades definidas. Palavras-chave: reforma agrária, movimentos sociais, desenvolvimento territorial, Litoral Sul da Bahia. / ABSTRACT Since 2003, the Estate has been implementing its political actions in the Brazilian field under the idea of “promoting the development of the rural territory” (MDA, 2004), and the territory is adopted as a unit of spatial planning and management, and the territorial identity to be used is chosen as a strategy of legitimizing the social imaginary on political action. This research analyzes the Agrarian (Reform) in the specific context of the Politics for the Rural Territory Development, and focuses on the Territory of South Bahia Atlantic Coast as its exploratory picture. The methodology used for the study was based on participative research through qualitative interviews conducted with representatives from the federal and state governments, and with agrarian committee from social movements and organizations. Workshops, meetings and seminars were used for collecting information. The South Bahia Atlantic Coast Territory is evident because of its geographic concentration of social organizations and movements in favor of the rights for land, and because of the rural camping and land consolidation projects as well. And those are the aspects that have evidenced the issue about agrarian (reform) that has been showed in the government discourse. Therefore, considering that the idea of a territory intervention is strictly related to a political interest in that territory, and that the Estate recreates, through its public politics, an unequal correlation between social powers that define the structure of the capitalist society, it has been necessary to think geographically about the meanings, the ongoing manifestation, and the expansion of this whole process. In order to reach this principle, it has firstly been considered that the geographic territory is the physical condition for the reproduction of the society in its multiple levels and degrees, considering yet that the political autonomy for social actions is achieved from well defined temporariness, spatiality and territoriality.
