The research seeks to evaluate the co-operative interaction between municipal political office-bearers and chief officials in the rendering of housing services in the King Sabata Dalindyebo local municipality. The introduction provides the general overview of the study and provides a background to the intention of the research to evaluate the co-operative interaction between municipal political office-bearers and chief officials. The problem statements briefly describe the problem identified in the study and the objectives of the study are set. The theoretical framework is provided and the theories used to evaluate the performance are discussed which are classical theory and the system theory. The importance of conducting the research is discussed and the limitations of the study are discussed in the research. Importantly, the study plan directs the researcher in the direction towards the goals of the research. Also the terms used in this study that are not clear were defined to avoid misinterpretation; misunderstanding and confusion of words and terms. The review of the current literature on the theoretical framework and the base for policy making and controlling role of municipal political office-bearers and chief officials in public administration was discussed. The nature of systems theory and the different phases of systems theory were explained. The nature and place of policy making in public administration was discussed as well as policy making alternatives in the public sector. The policy making levels i.e. political policy making level; executive policy making level; administrative/departmental policy making level; operational policy making level were explained and discussed. The co-operative interaction between municipal political office-bearer and chief officials was discussed to understand the administrative and political dichotomy in the public sector. The policy implementation for the rendering of housing services as well as the programming and delegation of authority were discussed in the context of housing service delivery. The legislative framework for housing services in South Africa was discussed as it influence and affects the housing service in King Sabata Dalindyebo Municipality. The role of municipal authorities in the rendering of housing services as well as the housing situation in South Africa together with the obligations of both the provincial and municipalities were discussed. The permission to conduct research was received from King Sabata Dalindyebo local municipality. The scope of the study explains the range or extent of matter to be dealt with in the research and the survey area is dearly provided. The research design which is qualitative and quantitative research are discussed and used in adopting the study. The case study as research strategy is discussed and clarified. The data collection instruments which are interviews, questionnaires and the literature study the subject were briefly explained. Population details and sampling were clearly explained before a sample is provided in the study. The research provides data collection procedures as well as how the data will be analysed. The ethical considerations are discussed. The data analysis and interpretation was conducted to enable the researcher to identify patterns which are consistent within the data. The criteria for data analysis as well the response rate were discussed. The demographics of chief officials and political office-bearers as respondents include their age; year of service, home language, gender, the academic qualification as well as the different stakeholders were analysed. The role of political office-bearers and chief officials in the initiation of policy which the input phase of the Systems theory analysis was conducted and the role of political office-bearers and chief officials in the process phase were analysed and discussed. The co-operative interaction in policy formulation and the steps in the policy formulation were analysed and discussed. Also the analysis was conducted on the delegation of authority to chief officials by the political office-bearers as well as the role of political office-bearers and chief officials in the approval of executive policy. An evaluation of the rendering of - 11 - housing services at Phola park informal settlement as well as the evaluation of housing services as an output phase in policy formulation were analysed and discussed. And lastly, the analysis of the impact of existing legislation or policy on housing services was conducted. The findings of the study were provided and discussed and the concluding remarks were provided to whether the problem is real and whether the hypothesis is true and valid. The recommendations of the study were provided to enable Kind Sabata Dalindyebo local municipality to improve the co-operative interaction between municipal political office-bearers and chief officials to improve housing services and to provide better service delivery. Local Government has a critical role to play in rebuilding local communities and environments as the basis for a democratic, integrated prosperous and truly non-racial society and this is enshrined in Chapter 7 of the Constitution of the Republic of South Africa Act 108 of 1996. The key focus area of this research study is the evaluation of the impact of Public Participation on the formulation and implementation of the Integrated Development Plan in the Nelson Mandela Bay Municipality for the period 2004 – 2008. This research study has two aims that are related to public participation in the Nelson Mandela Bay Municipality and they are: - To evaluate the impact of public participation in the Integrated Development Plan in the Nelson Mandela Bay Municipality and whether public participation is seen as a vehicle to enhance policy formulation and implementation or not especially with respect to community ownership of the Integrated Development Plan. To provide strategies/mechanisms to remedy the situation. The research study is people focused and the methodogical approach that is used in this investigation is qualitative and quantitative. The target groups for this research is the Community residing in the jurisdiction area of the Nelson Mandela Bay Municipality, Metro Councillors and Municipal Officials.

The aim of the study was to assess the impact of traditional leaders and ward councillors‟ roles on service delivery in Mnquma Local Municipality. Not much research has been conducted in this field. The researcher wanted to ascertain the extent of conflict between traditional leaders and ward councillors in providing services to the communities and provide mechanisms to harness these. In this study relevant literature and legislative frameworks were reviewed. From the literature review, it was evident that service delivery is essential to the communities, and as such, municipalities have a critical role to play. The data collection instruments used, were questionnaires and interviews. In order to achieve the objectives, questionnaires were distributed to the participants and interviews were conducted. After analysing the data, the researcher formulated conclusions and from those conclusions, some recommendations were made.

M.A. / In terms of the Constitution, municipalities have a mandate to govern, to provide services and to promote social and economic development. Several pieces of legislation enhance the developmental role of local government, such as the Development Facilitation Act, 1995 (Act 67 of 1995) empowering municipalities to establish statutory land development objectives setting out a clear approach to land development for each municipality. The objects of local government as stipulated in section 152 of the Constitution of the Republic of South Africa , serve as a guideline in fulfilling its role and functions. The Integrated and Development Plan approach is more appropriate in facilitating efficiency and effectiveness in municipalities. Several provinces have passed regulations requiring that the land development objectives also cover economic development goals.The Department of Provincial and Local Government (DPLG) is compelled by law to use the Integrated Development Planning (IDP) and this is likely to shape the actions of local government in implementing policies intended to reduce poverty and inequality. A municipality must structure and manage its administration and planning process to give priority to the basic needs of the community and to promote the social and economic development of the community, according to the Constitution of the Republic of South Africa. Only when the majority of the citizens receive at least a lifeline supply of basic-need services and goods, can equity be achieved. This study focuses on the City of Johannesburg's constitutional obligation to promote local economic development. The study is limited in this way to make it more manageable. This area is selected on the basis that there is a diversity of people whose economic levels are highly different and therefore there is a need for LED. A municipality's approach to street traders in, for example, former Black township areas, is likely to be quite different to approaches in CBDs. The study is mainly a historical study of both published literature and unpublished material concerning municipalities' constitutional obligations to promote LED. The study is trying to pin down facts, and identify trends, in a rapidly changing environment.

The purpose of this study was to critically analyse the evidence-based revelations from the South African Office of the Auditor-General on the records management challenges being encountered in the local government sector. The aim of the study was the analysis of available evidence and the proposal of solutions for collaborative planning and implementation.
The lack of strategic planning in ensuring the accessibility of authentic information sources required during auditing remains unchallenged by the South African public archivists and records managers. These audit reports are required to demonstrate governance, transparency and accountability. This information held in the records of local government is also required to satisfy service delivery and plan development ventures. The World Bank, International Monetary Fund and United Nations formulated an ambitious agenda to eradicate world poverty by 2025. Eight millennium development goals were identified that would provide impoverished communities with better access to basic services and conditions spurring sustainable development. Governance-based criteria were identified as barometers to gauge transparency, accountability, respect for the rule of law and citizens’ rights.
Consolidated audited reports from 2000 to 2013 were scrutinised to unravel the conundrums relating to governance, transparency and the management of public sector information sources. According to the 2013 report, only 5% of the local government sector managed to attain clean audits. Related evidence revealed in the unclean audit reports and media narratives related to service delivery and community protests.
The approach used for the study was the qualitative methodology, regarded as an appropriate method for the archival discipline. This research method allowed for the incorporation of interdisciplinary and multidisciplinary fields of interest. The case study method design enabled the focus of the study to be on local governments and six selected community development ventures in different areas of South Africa. The latter method enabled information collection from records officials and persons involved with socio-economic development projects.
Sound interventions are needed to ensure evidence-based governance. This, in turn, would create favourable conditions for development endeavours in post-apartheid South Africa. / Information Science / D. Litt. et Phil. (Information Science)

This study focuses on Limpopo province, but for the purpose of this study the research was conducted in Capricorn district municipality which is comprised of the following five (5) local municipalities: Blouberg, Aganang, Molemole, Polokwane and Lepelle-Nkumpi. The District Municipality is expected by the government and communities to play an active role towards community development as a central feature on local government development. The district municipality must be involved in the development of its communities in partnership with local municipalities, communities and other structures which can play an active role in community development. The integrated development plan is a process through which a municipality can establish a developmental plan for the short, medium and long term.
In terms of the Local Government Municipal Structures Act No 117 of 1998 all municipalities have a responsibility and accountability to develop their communities which will have an impact on the daily lives of South Africans. In view of this mandate, Capricorn District Municipality must develop its vision, mission and objectives to meet community needs and improve the quality of life of all people. Developmental local government is local government committed to work with citizens and groups within the community in order to find sustainable ways to meet people’s social, economic and material needs. South Africa and in particular Capricorn District Municipality has a back-log of services that have not been provided to the previously disadvantaged communities. The integrated development plan is intended to redress all the past economic imbalances. Municipalities must focus their efforts and resources on community development especially on communities and groups which have been previously marginalised or excluded from economic and community development, such as women, disabled people, and very poor people by the apartheid government. Challenges of the integrated development plan which are experienced by the community are poor service delivery, poor implementation of the integrated development plan, corruption in district municipal projects and poor financial management.

The researcher intends to follow a mixed method approach in which both qualitative and to a lesser degree quantitative approaches will be used. The reason for using a mixed method is because the study can be integrated in such a way that qualitative and quantitative methods will retain their originality. In this study, a qualitative approach is applicable because it allows openness to ideas, opinions, feelings, experiences and perceptions which may be expressed by research participants to the researcher. The researcher will for the purpose of this study be more interested on the qualitative study as it will be able to give results from the respondents.
The researcher will use a Likert scale questionnaire in order to source out information regarding the role of the integrated development plan in community development. The researcher will use non-probability sampling and its subtype purposive sampling method in order to obtain results from participants. Although there are different types of sampling, the researcher intends to use non probability sampling which is by and large more successful than quota sampling.
