An investigation into logistics outsourcing practices, trends and issues within the manufacturing sector in South Africa

D.Comm. / Logistics outsourcing can make a significant contribution to the competitive advantage and profitability of a company through its role in reducing costs and improving customer service. In a country such as South Africa, where companies are under increasing pressure from both customers and shareholders to improve performance, and where the growth strategy is aimed at exports, logistics outsourcing can have an important impact. However, if not undertaken properly it can result in failure with negative and far-reaching implications for a company. The main purpose of this study has therefore been to investigate logistics outsourcing practices, trends and issues within the manufacturing sector in South Africa; including a comparison with logistics outsourcing in the United States (US), as an example of a developed country. In order to fulfil this purpose, the study covers the following aspects: • The role of logistics, outsourcing and logistics outsourcing in a company • Best practice logistics outsourcing in the US including a discussion of: o The growth and extent of outsourcing o Reasons for, and for NOT, outsourcing o The number of providers used and the agreement/relationship type with the providers o The logistics outsourcing process including managerial involvement o Areas of concern with current relationships and general opinions • Logistics outsourcing service provision • Logistics outsourcing practices and trends of South African manufacturers • Impact of company size and supply chain position on logistics outsourcing • Logistics outsourcing in South Africa by successful outsourcing companies • Comparisons between US and South African logistics outsourcing The study includes detailed discussions of outsourcing options and arrangements, and their advantages, opportunities, pitfalls, and impacts. The activities most frequently outsourced are identified, as well as the levels of satisfaction estimated with respect to the South African manufacturing sector. Some of the problems experienced with regard to the outsourcing of logistics activities are identified and the levels of success and general opinions of South African manufacturing companies provided. Relationships, or the lack thereof, are also established with regard to the logistics outsourcing practices of South African manufacturing companies and their characteristics in terms of position in the supply chain, and size as determined by their number of employees. The relationship between logistics outsourcing success and the general practices of South African manufacturing companies is also established. Finally, a comparison is provided of South African experiences as opposed to international practices and trends gleaned from literature reviewed, mainly with regard to the US. Based on the above, a number of conclusions about, and recommendations for, logistics outsourcing by South African companies in the manufacturing sector are made, a summary of which is provided by the following headings: (i) Recommendations for logistics service users Companies need to recognise the role and importance of logistics Companies need to identify their core competencies and non-core activities Companies must consult and involve all functions impacted by logistics Companies must decide upon the most appropriate outsourcing relationship Companies must undertake the steps necessary in the outsourcing process Companies must facilitate and manage the transitioning of resources (ii) Recommendations for logistics service providers Companies must understand the market Companies need to grow and strengthen their service provision Companies need to build excellent relationships with their clients Companies need to consider collaborating with other providers

Bioenergiaterminaalin hankintaketjujen kannattavuus eri kuljetusetäisyyksillä ja -volyymeilla

Työssä selvitettiin kuljetusmatkan ja -volyymin vaikutusta energiapuun hankintaketjujen kannattavuuteen. Näitä tekijöitä tarkasteltiin yhtäaikaisesti. Vertailtavana oli neljä karsitun rangan hankintaketjua. Kolme hankintaketjuista kulki bioenergiaterminaalin kautta ja näiden kustannuksia verrattiin yleisimmin käytettyyn tienvarsihaketukseen ja suoraan autokuljetukseen perustuvaan ketjuun. Ketjujen kustannuksia tarkasteltiin bioenergiaterminaalin omistajan näkökulmasta. Muut ketjun osat olivat alihankkijoiden hallussa. Tästä seurasi, että volyymin vaikutus näkyi ainoastaan terminaalitoiminnoissa. Tutkimuksessa hyödynnettiin simulointimenetelmää. Kaikille neljälle vertailtavalle hankintaketjulle tehtiin oma simulointimallinsa. Simulointimalleja ajettiin erilaisilla kuljetusmatkan ja -volyymin lähtöarvoilla ja näin saatuja tuloksia verrattiin toisiinsa. Kaikissa simuloinneissa tavoiteltiin 30 päivän kestoaikaa ja tasaista energiapuuvirtaa. Simulointimalleissa käytetyt kustannus- ja kapasiteettitekijät saatiin alan toimijoilta ja aiemmista tutkimuksista. Kustannus- ja kapasiteettitekijöiden valinnassa pyrittiin siihen, että ne edustaisivat mahdollisimman hyvin nykyisin kentällä vallitsevaa tilannetta. Tutkimuksessa vakioitiin hallintokustannukset ja voittomarginaali tietylle tasolle kokonaiskustannuksista. Näin päästiin paremmin tarkastelemaan hankintaketjujen kilpailukykypotentiaalia. Millään tutkimuksessa tarkastellulla kuljetusetäisyydellä ja -volyymillä terminaalin kautta kulkeva autokuljetusketju ei pärjännyt kustannustehokkuudessa tienvarsihaketukseen ja suoraan autokuljetukseen pohjautuvalle ketjulle. Rautatiekuljetukset terminaalista olivat suoraa autokuljetusta kannattavampia lyhimmillään jo 70 km etäisyydellä ja muokatuissa malleissa, joissa kustannustekijöitä oli tavanomaisesta tasosta laskettu, jopa 55 km etäisyydellä. Tähän vaadittiin 15000 m³/kk volyymia ja suoraa kuljetusta käyttökohteelle. Tulokset antavat viitteitä siitä, että rautatiekuljetusten voittomarginaalit ja/tai hallintokustannusosuudet ovat osin suurempia kuin autokuljetuksissa. Toisaalta pidemmällä alkukuljetusmatkalla ja rautatiekuljetuksella, jossa loppukuljetus hoidetaan autolla, tulokset asettuvat lähellä aiempien tutkimusten 150 km kannattavuusrajaa. Rautateiden tavarakuljetusten kilpailun vapautuminen ajanee ennen pitkää myös käytännön kilpailukykyä lähemmäs tämän tutkimuksen tuloksia. Tulokset soveltuvat yleisen tarkastelun pohjaksi, kun arvioidaan tarkastelun kohteena olleiden hankintaketjujen kannattavuutta eri kuljetusetäisyyksillä ja -volyymeilla. Koska tarkastelu on tehty terminaalin omistajan näkökulmasta, on näiden tulosten pohjalta mahdollista arvioida terminaalin perustamisen järkevyyttä. Kustannukset vaihtelevat kuitenkin eri tilanteissa ja tästä syystä on tärkeää perehtyä tämän tutkimuksen aineistona käytettyihin kustannus- ja kapasiteettitekijöihin, ennen kuin soveltaa tutkimustuloksia uuteen tilanteeseen. Jokainen yrittäjä tekee aina omat laskelmansa ja vastaa niistä.

Globaali talouden kasvu ja kauppa ovat kasvattaneet edelleen logististen toimintojen määrää ja monimutkaisuutta. Tämän seurauksena elinkeinoelämältä vaaditaan yhä enemmän parempaa ja edullisempaa logistista toimintaa. Yksi potentiaalinen mahdollisuus valtiolle ja kunnille on vaikuttaa logistisiin toimintoihin logistiikan osaamisen kehittämisen kautta. Logistiikan osaaminen antaa myös yrityksille mahdollisuuden saavuttaa merkittävää kilpailuetua. Tämä tutkimus liittyy läheisesti logistiikan osaamisen yhteistyö Kemissä taustatutkimukseen. Taustatutkimus suoritettiin vuoden 2011 tammikuun ja syyskuun välisenä aikana. Taustatutkimukseen osallistujat olivat Kemin kaupunki, Kemi-Tornion ammattikorkeakoulu ja Oulun yliopisto. Tavoitteena tällä tutkimuksella oli selvittää logistiikan osaamisen kehittämisedellytyksiä Kemin alueella. Tämä tutkimus on luonnollinen jatko taustatutkimukselle ja yhtenä tavoitteena on aiheen syvällisempi ymmärrys sekä tiedon tuottaminen. Tämä tutkimus on kvalitatiivinen case -tutkimus ja edustaa normatiivista tutkimusta. Tässä tutkimuksessa on käytetty konstruktiivista tutkimusotetta, joka pyrkii tietyllä tavalla yhdistämään analyyttisen mallinrakennuksen, tieteellisen ongelmanratkaisutoiminnan sekä konsultoinnin. Konstruktiivisessa tutkimuksessa korostuu luovuus, innovatiivisuus ja heuristisuus. Tutkimusaineiston keruu perustuu sekä sekundäärisiin lähteisiin että primääriseen aineistoon, jonka keskiössä ovat teemahaastattelut. Teemat ovat seuraavat: logistiikan merkitys seudulle ja sen elinkeinoelämälle, tutkimus- ja kehitystoiminta, koulutus ja logistiikan osaamiskeskittymä. Teemahaastatteluja tutkimuksessa tehtiin seitsemän kappaletta. Tämän tutkimuksen aihe keskittyy logistiikan osaamiseen. Tarkoituksena oli selvittää logistiikan osaamisen vahvistamisen merkitystä kaupunkiseutujen aluekehityksen tukemiseen ja elinkeinoelämän kilpailukykyyn. Tutkimuksessa pyrittiin havainnoimaan ne asiat, jotka ovat jokaisessa teemassa keskeisimpiä alueen menestymisen kannalta. Haastateltavilta henkilöiltä haettiin erityisesti vastauksia niihin asioihin, jotka ovat heidän mielestään tärkeitä. Lisäksi yhtenä tutkimusaiheena oli logistiikkakeskus, koska niiden arvioidaan tuovan positiivista kehitystä alueille. / Global economic growth and trade have increased the amount and complexity of logistic activities. As a result business will need better and more cost effective logistics. The government and municipalities have a potential opportunity to affect on logistic operations by developing logistic competence and skills. Effective logistics will also give companies significant competitive advantage. This study is closely related to the Logistic Know-how Co-operation in Kemi background research which was carried out January–September in 2011. The participants were City of Kemi, Kemi-Tornio Polytechnic, and University of Oulu. The goal of this study was to survey the development potential in logistic competence in Kemi region. This study is a natural continuation to the mentioned background research. One of the aims is to gain deeper understanding of the matter and to provide information. This thesis is a qualitative case study and it is a representative of normative research. Constructive approach has been used in this study, combining analytic model building, scientific problem-solving and consulting. Constructive approach lays emphasis on creativity, innovativeness and heuristic nature. The research material is based on both secondary sources and primary data consisting mainly of theme interviews. The themes are as follows: the significance of logistics to the region and its business, research and development, education and logistic Centre of Expertise. Seven theme interviews were done for this study. This study is focused on logistic competence. The purpose is to survey the role of improving the quality of logistic competence in supporting regional development and creating competition advantages for business. This study concentrates on observing issues that are essential for each theme in terms of regional welfare. Special emphasis is put on the interviewees’ estimations of future priorities. Additionally, one topic is the logistic centres, because they are estimated to contribute to positive regional development.

Understanding logistics partnerships in Singapore using Lambert's partnership model

In response to the demand for competitive, just-in-time logistics services, the trend continues towards greater outsourcing of supply chain related services and functions to the domain experts. This paper provides a broad-based review of the various aspects of development in a logistics partnering arrangement. Several partnership models and frameworks, along with the characteristics, types, facilitators, advantages, pitfalls and success factors for successful partnerships are analysed. Current results suggest that Lambert et al. (1999)'s partnership model comes closest as a useful guide in developing strategic logistics partnerships. Based on Lambert et al (1999)'s partnership model, empirical research is conducted to identify the key drivers, facilitators and components that affect partnership outcomes between user firms in the electronics and chemicals sectors and and logistics service providers (LSPs) in Singapore. The investigation is further extended to study the relationship dynamics in the use of power versus trust in influencing partnership outcomes.
