The research appeals to the theoretical and empiric thesis that allows to apprehend and nucleate the questions that orient the study, by means of the complexity of the concepts of citizenship, poverty and social exclusion. Poverty and social exclusion are understood as structural and of class phenomenon, as a result of the concentration of the income and, consequently, of the wealth, in the capitalist countries. The inequalities in the Brazilian society and the social and economical politics adopted in the decade of 80 mobilized the society to the re-democratization of the country. The legislation was changed and, consequently, the social and juridical references in the State Constitution of 1988, and in the Statute of the Child and the Adolescent, of 1990. The Statute gave rise to a change of paradigms concerning the care and protection of those segments, in the point of view of their rights. The contradictions that permeate the subject of the social politics point to the propositions to be adopted in the process of achievement and impact of the social and educational decisions, in the no municipality of Goiânia. / Esta dissertação objetiva compreender e analisar o impacto das medidas socioeducativas em defesa da criança e do adolescente em conflito com a lei, e sua repercussão na vida desses sujeitos concretos, no município de Goiânia. A pesquisa recorre a referenciais teóricos e empíricos que permitem apreender e nuclear as questões que norteiam o estudo, mediante a complexidade dos conceitos de cidadania, pobreza e exclusão social. Entende-se pobreza e exclusão social como fenômenos estruturais e de classe, resultado da concentração de renda e, consequentemente, da riqueza, nos países capitalistas. As desigualdades existentes na sociedade brasileira e as políticas socioeconômicas adotadas na década de 80 mobilizaram a sociedade pela redemocratização do país. Mudou-se a legislação e, conseqüentemente, os referenciais sociojurídicos na Constituição Federal de 1988 e no Estatuto da Criança e do Adolescente de 1990. O Estatuto provocou a mudança de paradigmas no tocante ao cuidado e proteção a esse segmento, sob a ótica de seus direitos. As contradições que permeiam o campo das políticas sociais apontam proposições a serem adotadas no processo de efetivação e impacto das medidas socioeducativas, no município de Goiânia.
