An empirical evaluation of monetary and fiscal policy in PakistanShaheen, Rozina January 2013 (has links)
This thesis studies the relative roles of monetary and fiscal policies to achieve the basic macroeconomic objectives of stable prices with sustainable growth in Pakistan. Using data from December 1981 till June 2008, the changes in the monetary policy stance are shown to be capable of affecting the domestic price level and output growth. This thesis also tests the fiscal theory of price determination using quarterly data for the sample period 1977q1-2009q4, by investigating the relationship between the fiscal deficit, debt accumulation and inflation dynamics. The estimates reveal that there exists a fiscal dominant regime for most of the sample period since the fiscal authority is insensitive to monetary policy in the sense that neither taxes nor expenditure react (now or in the future) to the changes in the stock of outstanding government debt. It is also found that changes in the primary deficit exert an effect on aggregate demand which is also evidence of an active fiscal policy regime. This study also explores the indirect channels of fiscal regime by including a monetary, real sector, exchange rate and the consolidated budget deficit variables in three different specifications of vector error correction models and finds the monetary and fiscal variables as the key determinants of inflation in Pakistan. It also suggests a positive and significant relationship between the budget deficit and seigniorage revenues, confirming the monetisation of the fiscal deficit and indirect evidence of the fiscal dominance in the economy. In addition, this thesis employs a SVAR specification of exogenous fiscal policy shocks to observe the relative effectiveness of fiscal multipliers and finds their significant role to affect inflation and output in the economy. Finally this study develops and estimates a small macro-econometric model and then it is used to assess the relative performance of the monetary and fiscal policies in Pakistan. Policy simulations suggest that if Pakistan follows a rule based regime then macroeconomic stability can be improved in terms of the stability of output and inflation.

High inflation economies, especially the Latin American cases like Argentina and Brazil, have ultimately been successful in stabilising their prices using the exchange rate as a nominal anchor. Contrary to conventional wisdom inflation in these cases has not been reduced at the cost of temporary recessions, instead, they have shown positive output effects. Various theoretical explanations of such boom-cycles are discussed and a model generating such an outcome is developed. Some empirical evidence is given by the Brazilian "Real Plan" of 1994. Nevertheless, the medium and long-term effects of such programmes can result in recessions and a resumption of high inflation, although the cases show that such "postponed stabilisation costs" can be overcome by adequate and flexible supply-side policies accompanying the stabilisation programme. The main goal of this thesis has been a study of alternative policy rules in a small structural model calibrated to capture the Czech economy. After the overview of the historic development of economic theory and structural modeling we have specified a small open economy model that has served as a main technical tool for the analysis. The model represents a framework, where forward-looking model-consistent expectations are formed with respect to the development of the exchange rate and interest rates. Inflation expectations are forward looking too with some nominal rigidities in inflation dynamics. The model's structure is relatively simple. The IS curve captures the dynamics of real GDP, that exhibits real rigidity, motivated by habit formation or investment adjustment costs. In our specification the real GDP is a function of (the deviation of) real XR, real IR and foreign demand (from corresponding equilibrium levels). The Phillips-curve is based on the F-M type wage setting behavior, therefore it enables to consider domestic prices, that are modeled as mark-ups over wages. CPI inflation then consists of domestic, imported and administered inflation, including the effect of any indirect taxes changes. The exchange rate is modeled by the UIP arbitrage condition. Exchange rate expectations are forward-looking, but with some inertia in expectation formation. Interest rates with one year maturity are also modeled as an arbitrage condition on the money market, they are fully model-consistently forward looking. The model is closed by a Taylor-type forward-looking policy rule. The interest rate exhibits some inertia and feeds back from deviation of inflation from target and output from its equilibrium. The specification (parameterization) of the rule is general enough to examine CPI and domestic inflation targeting. The model specification has been followed by empirical work leading towards the implementation of the previously specified model on Czech data. Based on the sources of the Czech Statistical Office, Czech National Bank, Consensus Economics Inc., we first processed the data by executing seasonal adjustment and other transformations necessary for being consistent with the definition of model variables. The database has been created by an automatic MATLAB based routine, therefore the calculations were relatively easy to update. The database being completed, we have set up a Kalman-filter for determining equilibrium values for the real interest rate, exchange rate and output. At the same time through Kalman filtering we identified all model residuals. We paid special attention to the decomposition of the output gap and discussing In order to assess the overall dynamic properties of the model and judge how well the model fits the data, we conducted several exercises. First we decomposed some of the important endogenous variables of the model to shocks to see, whether the identified shocks are in line with our intuition and episodes of the recent Czech economic history. We found, that the shocks are not in contrast with some of the clearly distinguishable episodes. After the shock decomposition we run in-sample simulations to see, how well the model is able to fit the reality two years ahead. We found the overall results quite encouraging. We were able to fit quite well the output gap as well as MP inflation. Domestic inflation has been slightly more inertial in model simulations than in reality, but even in this case the results were acceptable. The model was not able to fit the 2001-2 appreciation of the nominal XR footnote{Understandably it neither forecasted well the fast fall in inflation after the appreciation period.}, which is not a big surprise. The model calibration part of the thesis concludes, that the model fits the data and economic story reasonably well.

Main goal of my dissertation was take a close look at progress of several economics indicators from 1993. I also decided to analyse key factors wich mainly influence these ecnomics indicators. This work is based on classical model IS-LM-BP which is most suitable because of its logic and siplicity. This work is constituted by three parts: first describer theoretical base, second part is dedicate to analysis economy from 1993 and third part is focused on macroeconomical model of Czech economy. Theoretical part presents main parts of national economy (e.g. Gross domestic product, Unemployment, Inflation, Balance of Payment, etc.) including detailed structure of these key indicators. Such a detailed description was importent because of recent modelling and was signiicant for better choice of variable. In second part of this work we analyse economic development from 1993 and we focused on main causes of change. Main goal of this part was exploring of global progress and better understanding to all indicators in the small-open-economy. In final part of dissertation are created several models which are based on historical data and predict progress for nearest future. Because fact that source data are mainly till 2010 we were able to test our models on real data of year 2011. In spite of economical progres in last few years we can say that large majority of results from our models are in compliance with our expectation. However in some cases ware results diferent, we identifed key resons for these results.

Macroeconomic scenarios for employment in the socio-ecological transition / Scénarios macroéconomiques pour l’emploi dans la transition socio-écologiqueLancesseur, Nicolas 10 December 2015 (has links)
L'objectif général de cette thèse est l'évaluation ex ante des politiques économiques nécessaires en Europe dans la lutte contre le changement climatique. Au-delà de l'objectif environnemental, une attention particulière a été portée aux résultats d'emploi de ces politiques. L'analyse des scénarios construits dans cette optique, nous a conduits aux constats suivants: (i) pour respecter les recommandations du GIEC, l'action politique est urgente et doit être forte. (ii) La volonté nécessaire pour mettre en place ces politiques est certes significative, mais l'intensité des efforts n'a rien d'exceptionnel d'un point de vue historique (à l'inverse du réchauffement climatique qui est un défi historique). (iii) S'ils sont bien calibrés, les instruments économiques qui ont pour but de réduire les émissions de gaz à effet de serre, permettront également d'améliorer la situation de l'emploi en Europe. (iv) Néanmoins, il serait très risqué d'attendre, pour agir, de trouver des politiques climatiques qui puissent en même temps résorber la totalité du chômage européen, car il est très improbable que de telles politiques soient possibles. En effet, le marché du travail connaît actuellement de lourds déséquilibres, et fera face dans les prochaines décennies à des risques structurels importants. Un des scénarios de cette étude nous a amenés à entreprendre une investigation empirique pour vérifier un choix de modélisation que nous avons fait. Nous avons alors développé un modèle économétrique original pour capter les effets des changements de préférence dans la consommation. Le filtre de Kalman a ainsi été utilisé pour estimer le biais de changement de préférence au moyen d'un système de demande de consommation en données de panel. Plusieurs changements structurels indépendants de l'évolution des prix ou des revenus, tels que la montée des préoccupations des consommateurs pour l'environnement, la santé et le bien-être, ont été identifiés dans nos estimations. Par ailleurs les résultats empiriques apportés par ce modèle confirment que les changements de comportement de consommation simulés dans le scénario construit en première partie sont d'un ordre de grandeur raisonnable. / The general objective of this dissertation is the ex ante assessment of the economic policy response needed in the European Union to take up the climate change issue. Moreover, we tried to maximise the employment results of these policies. The results of the scenarios designed in this framework, lead us to the following beliefs: (i) to respect the recommendations of the IPCC, which is an absolute necessity, the political reaction needs to be rapid and strong from now. (ii) Despite the intensity of the policy response, the scale of the endeavours is not so exceptional in a historical perspective, while global warming is definitely a historical challenge. (iii) The economic instruments aiming at reducing GHG emissions will result, if they are well calibrated, in a significant better situation of the European labour market. (iv) However it would be very dangerous to wait for climate mitigation policies that could selve also completely the labour market issue, because such policies are unlikely to exist. Indeed, the European labour market currently faces serious difficulties and will face important structural risks in the next decades. It is a good thing if the mitigation policies participate to the solution, but the structural disequilibrium of labour market requires a much larger response from policy makers. One of the policy response scenarios led us to make an empirical investigation to verify the credibility of one modelling choice we made. Then, we developed an original econometric mode! aiming to capture the effect of the preferences change on consumption. We used therefore the Kalman fil ter to estimate this bias of preference changes in a consumption demand system in the framework of a panel data model. Severa! structural changes independent of prices or income motions, such as the rise in environmental, health, and well-being concems, are captured by our estimations. Moreover, the empirical results provided by the mode! confirm that the consumers behaviour changes simulated in the scenario built in the first part, are in a reasonable order of magnitude.
