The effect of funding scheme on the performance of Navy repair activities

Dearey, William M. 03 1900 (has links)
Approved for public release, distribution is unlimited / Navy repair activities are social and political as well as financial and technical systems. As systems, their architecture has a controlling effect on their behavior. One factor that works throughout the architecture is the particular funding scheme and the rules, both written and cultural, that any particular scheme brings with it. This paper examines the interaction of funding scheme, as a rules-based force, with the changing architectures of Navy repair activities to try to determine the effect of the funding scheme on the performance of that architecture. It shows that changes to the architecture of the ship maintenance system in the Northwest region have worked together with a conversion of the funding scheme to Mission Funding to improve the decisions that are made within that architecture. / Civilian, Department of the Navy

'n Kurrikulumraamwerk vir vliegtuigteorie

13 August 2012 (has links)
D.Ed. / In the past number of years the practical training of apprentice aircraft technicians has undergone a major change when it moved over to Modular Criterium Based Training. The theoretical training at technical colleges did not change phenominally over the past number of years. The aircraft industries thus requested that something should be done about the overlapping of the training. This problem could be effectively attended to by the present renewal that is busy occurring in the education and training in South Africa. If the technical colleges' learning programs could be curriculated and presented as outcome based programs, as suggested by the discussion document of the Department of Education (Department of Education, 1997b), it could be to the advantage of apprentice aircraft technicians and the whole aircraft industry in the future. An outcomes based curriculum framework is suggested in this study for the design of a curriculum framework for Aircraft Theory. Guidelines were discussed on how such a curriculum framework could be designed for Aircraft Theory, but these guidelines could be used with good results on the other trade theory subjects in the technical colleges in order that these courses could also be re-curriculated to be presented as outcomes based. The curriculum framework which was determined by the suggested outcomes based framework, have a situation analysis and critical outcomes as a first step in order that specific outcomes could be determined in the next step. The assessment is done according to assessment criteria and range statements as a third step and after this the performance indicators are left to the lecturer/facilitator to, in co-operation with the learners, determine it. These different steps have a close relationship with each other and need not be determined as rigid steps which have to follow each other. A point that should be kept in mind is that the changes in technical colleges could not only be of a cosmetic nature, to present outcomes based courses the daily timetable will be different and it will have many other administrative implications. The course will concentrate much less on subjects like Mathematics, Engineering Science and Engineering Drawing, although these subjects will still be there present in them, but not with such intensity. The writer would prefer a system which is used in Germany (Bayerisches Staatsministerium far Unterricht, Wissenschaft and Kunst, 1994: 4) where the "Fachtheorie" is prominent and the "Fachrechnen" and "Fachzeichnen" are much less prominent. The necessary implications at the National Qualification Framework will have to be addressed in order that the course will enjoy recognition in this setup too. The training of apprentice aircraft technicians could be improved further if the technical colleges and the training centres of the aircraft industry would take the time to determine which training will be done in which organisation and to spell it out clearly. Furthermore they should be closely working together to the advantage of the aircraft technical apprentices and eventually to the advantage of the aircraft industry as a whole.

Inspection and replacement models for reliability and maintenance: filling in gaps

Chipoyera, Honest Walter January 2017 (has links)
A thesis submitted in fulfillment of the requirements for the Degree of Doctor of Philosophy, School of Statistics and Actuarial Science, Faculty of Science University of Witwatersrand, Johannesburg. February 2017. / The work done in this thesis on finite planning horizon inspection models has demonstrated that with the advent of powerful computers these days it is possible to easily find an optimal inspection schedule when the lifetime distribution is known. For the case of system time to failure following a uniform distribution, a result for the maximum number of inspections for the finite planning models has been derived. If the time to failure follows an exponential distribution, it has been noted that periodically carrying out inspections may not result in maximization of expected profit. For the Weibull distributions family (of which the exponential distribution is a special case), evenly spreading the inspections over a given finite planning horizon may not lead to any serious prejudice in profit. The case of inspection models where inspections are of non-negligible duration has also been explored. The conditions necessary for inspections that are evenly spread over the entire planning horizon to be near-optimal when system time to failure either follows a uniform distribution or exponential distribution have been explored. Finite and infinite planning horizon models where inspections are imperfect have been researched on. Interesting observations on the impact of Type I and Type II errors in inspection have been made. These observations are listed on page 174. A clear and easy to implement road map on how to get an optimal inspection permutation in problems first discussed by Zuckerman (1989) and later reviewed by Qiu (1991) for both the undiscounted and discounted cases has been given. The only challenge envisaged when a system has a large number of components is that of computer memory requirements - which nowadays is fast being overcome. In particular, it has been clearly demonstrated that the impact of repair times and per unit of time repair costs on the optimal inspection permutation cannot be ignored. The ideas and procedures of determining optimal inspection permutations which have been developed in this thesis will no doubt lead to huge cost savings especially for systems where the cost of inspecting components is huge. / XL2018
