Adaptive water governance : flood management and the policy process in Scotland

This thesis improves the understanding of adaptive water governance in the policy process, and draws lessons of policy relevance for flood management. Scholars using the concept of adaptive water governance posit that factors influencing the governing activities of social actors are of critical importance to improve society’s capacity to better respond to the on-going water crisis. They developed a set of principles for adaptive water governance, in particular the need for polycentric forms of governance, where power over decision-making is not held by a single social actor but distributed across society, and the use of participatory processes, promoting collective action and enhancing collective reflection. Empirical evidence on the validity of these principles remains sparse, in particular in public policy processes.The thesis uses established research on the policy process to better conceptualise the governance of complex water problems. It examines empirically the emergence of integrated, ecosystem-based flood management in Scotland, a typical Western democracy though characterised by an interesting history of institutional design and flood policy dynamics. First, factors influencing the formulation and integration of the approach in national environmental policies are identified, drawing on an inductive, thematic and historical analysis of documents and interviews with key policy actors. Second, factors influencing the implementation of the approach, in particular the role of policy instruments and public participation, are then identified in the Eddleston and Bowmont-Glen catchments. A combination of documentary analysis, interviews with local actors, and Q Methodology are used. The thesis supports the general principle that polycentric governance can improve the adaptability of governance systems. Horizontally, multiple actors with decision-making power may encourage greater reflexivity in the policy process. Having multiple policy regimes may also foster innovative interventions. Vertically, significant autonomy between governance levels may help better adapt policies to the appropriate scale of intervention. The devolution of legislative powers from the British to the Scottish level is presented as an example. At a more local level, providing greater autonomy to implementers can enhance their capacity to enforce policies. The thesis also provides evidence for critics of polycentric governance. In particular, polycentric governance may result in a lack of coherence between policy regimes, heterogeneous implementation, and potentially status-quo, rather than change. The thesis supports the idea that a strong participatory approach may help overcome the limitations of polycentric governance. Findings indicate that critical factors for success are the institutional context in which it occurs, its inclusive nature, adequate resourcing, time available, and the willingness of participants to reach compromise and learn. Individual entrepreneurship is clearly fundamental to increase the adaptability of governance systems.Overall, the thesis shows that attention to the public policy process is an important analytical approach to the study of adaptive governance. Past research on the policy process provides constructive theories to explore principles of adaptive governance in an empirical context. Main policy recommendations, for Scotland and beyond, include, amongst others, a call for strong governance arrangements to accompany the work of multi-actor groups for policy integration, the use of instrument mixes across policy regimes to influence land managers, and greater support for non-governmental catchment organisations to foster local collaboration and improve policy implementation.

Title: “Where the Feral Things Are: An analysis of how the USDA and Department of the Interior’s Agencies Manage Feral Hogs, Horses and Burros” Author: Elizabeth Poczobut, MPA Candidate, Department of Political Science, Public Policy and International Affairs, College of Arts and Sciences, ETSU. Abstract: Many Americans cannot picture the “Wild West” without also picturing the majesty, liberty and mystique of wild horses roaming the plains. This deeply held cultural view of wild horses lead to the 1971 passage of the Wild, Free-Roaming Horses and Burros Act. This act tasked the Department of the Interior, and subsequently the Bureau of Land Management, with protecting wild horses and burros from “capture, branding, harassment, or death…as an integral part of the natural system of the public lands.” In 1971, there were approximately 25,000 free-roaming horses and burros on public land in the western United States. That number has grown to over 70,000 animals today, and the Bureau of Land Management alone spends approximately $81 million in taxpayer money every year to continue carrying out the management objectives set in 1971. Wild horses and burros are a uniquely protected and managed non-native species in the United States due to a variety of administrative, cultural and legal management constraints. They are protected from many forms of eradication and have virtually no natural predators. When feral horses are compared with other non-native species like wild hogs, the management inequalities are obvious. The United States Department of Agriculture estimates that there are 5 million feral hogs roaming the United States, and that they are responsible for about $1.5 million in damages to natural resources. Unlike feral horses, feral hogs are managed by a variety of means up to and including unrestricted eradication. This paper will analyze the non-native, mammal management practices of five major United States agencies and compare legislation, cultural expectations and administrative regulations of these two major feral species. The attempted resolutions and new management proposals are also discussed, and the potential implications of these are taken into consideration.

Dans le contexte des changements environnementaux en cours et face aux pressions anthropiques, la préservation des milieux forestiers tropicaux est devenue un enjeu majeur. C’est dans ce cadre que l’île de Madagascar a mis en place une nouvelle politique forestière à partir des années 1990, avec la création d’Aires Protégées. Le Parc de Ranomafana a ainsi été créé en 1991 et classé au patrimoine mondial en 2007. La mise en place d’un suivi des dynamiques paysagères à l’échelle locale, par le biais de l’imagerie satellitaire optique (SPOT, Landsat, MODIS), permet de suivre, sur des périodes récentes (particulièrement 1990-2014), l’évolution des milieux forestiers et de certaines cibles de conservation définies par le Par cet sur le plan international, à la lumière de certaines variations bioclimatiques (pluviométriques notamment) ou anthropiques (agro-sylvo-pastorales). Ce suivi permet d’observer les trajectoires au cours des trois dernières décennies et de pointer les principales évolutions paysagères ainsi que le poids des variations des conditions climatiques et d’usages des terres sur les dynamiques de la végétation. La tendance est à la diminution du couvert forestier, essentiellement au détriment de la forêt de basse altitude. Le taux de dégradation forestière durant les 25 années étudiées est estimé à 0,62 %/an, ces variations étant différentes en fonction de l’éloignement au Parc. De plus, l’analyse de l’activité photosynthétique révèle une diminution générale des valeurs sur la période d’étude, quel que soit le type de formation végétale étudié.Mots-clés : Madagascar, parc national, télédétection satellitaire, forêts tropicales, pressions anthropiques, changements d’occupation du sol / In the context of currents environmental changes, and deal with anthropogenic pressures, the preservation of tropical forest has become a major issue. In this context, Madagascar island has implemented a new forest policy since 1990, having garnered the creation of protected areas. Ranomafana National Park has been created in 1991 and classify as World heritage in 2007. The establishment of a landscape dynamics monitoring at the local level, using remote sensing, allow analysis of forest changes faces anthropogenic pressures, taking into account the specificities of the study area. This monitoring allows to observe past and crurrent pressures on forest and point landscape trajectories. In addition, the forest bioclimatic activity monitoring examines the impact of climatic conditions and land use change on vegetation dynamics. The trend is the global reduction of forest cover mainly of lowland forest. Forest degradation rate during these past 25 years is estimated at 0,62%/year. These variations are different depending on the distance to the Park. Risk Society And Planning: The Case Of Flood Disaster Management In Turkish Cities

Global warming and climate change is believed to increase the hydro-meteorological natural disasters. Floods, the most widespread of natural hazards, are expected to occur more frequently and severely in the near future. This means that urban areas of Turkey are likely to be under intensive threat of floods, the adverse impacts of which are already considered only next to that of earthquakes. The recent disaster policy of United Nations together with contemporary interpretations of risk society shifted to capacity building and risk management prior to hazards, rather than preparations for relief after disasters. This historical turn in policy demands a more comprehensive and integrated form of planning for the mitigation of risks in the riverain cities of Turkey than existing approaches. Turkey&amp / #8217 / s current flood protection structure seems to be based on the surveys and assessments of a central authority and on its limited powers of intervention. The local municipal administrations are under different interests and pressures for development and land-use. It seems essential to integrate flood risk mitigation efforts with the local planning system and to involve municipalities in their estimations of risks and its declaration on official duty, as contemporary international approaches indicate. This conviction is based on a sample survey of four cases of riverine cities in Turkey, and on a review of current approaches in a sample of international cases. Findings on four riverain case cities indicate that river floods turn into destructive disasters mainly due to tolerant land-use decisions. Inaccurate and discrete implementations and developments in and through the river basins are a second source of flood losses. Currently, neither urban development plans nor available flood plans are equipped with necessary measures to mitigate risks. Findings indicate that current vulnerabilities are greater in value than investments made to curb flood risks. Independent and discrete efforts of mitigation seem to generate illusory feelings of safety, which aggravates vulnerabilities. The compulsory declaration of flood vulnerabilities by municipalities themselves in their entitlement for special subsidies could raise the general level of awareness, could curb further vulnerabilities, and contribute to the articulation of planning methods in the more effective mitigation control.

Due to climate change and natural variations in the hydrological cycle, global mean sea levels are increasing, causing the mean sea levels in different regions of the world to increase. In Sweden, coastal cities are facing rising water levels which is increasing flooding. The coastal community of Gothenburg, Sweden was identified the 18th most vulnerable city in the country both to flooding induced by water level rise and other climate change related impacts. Its location, in proximity of Lake Vänern, and in the mouth of the Göta River and its tributaries: Säveån, Mölndalsån and Lärjeån is heightening flood risk and vulnerability in the area. This thesis aims to contribute in comprehending the integration process of natural hazard and climate change adaptation for flood management in Älvstaden- central Gothenburg between 1999 and 2015. With the main objectives being” how the municipality of Gothenburg has applied the urban land use planning theory for the integration of natural hazard and climate change adaptation, with regards to adaptation for flood management in Älvstaden between 1999 and 2015? “What climate change adaptation policies for flood management have been implemented in Gothenburg within this time frame, and how the policies have been revised to match the reality of flood issues?” And “What improvements would be made in the integration process to better address adaptation for flood management?” A desk-based research and one case study approach was adopted for this study. The findings indicate that although the city has systematically used the steps involved in the integration process of natural hazard and climate change adaptation for flood management, it does not link the policies and the measures applied to adaptation for flood management. Which is an issue as it has led to the exclusion of vital functions of the integration process. Suggestions on how the integration process could be improved are provided.

The identification of numerous contaminations - old and recent - in the soil and water medium has affected the population, caused numerous health problems, and the environment, with the commitment of flora and fauna. In addition, economic activities carried out both in urban and rural areas have been hampered by the juxtaposition of the industrial production means that generate various types of contamination. The actions carried out by the public managers have not followed the breadth and expansion of the cases already detected. Generally the role played by public managers, especially municipal power, has been marked by great leniency and is evoked from their clearly technocratic and patrimonialist management structures . The legal competence regarding the licensing of activities with risk of contamination, national and state elevation in Brazil and in other countries studied, with sectorial and disciplinary perspective, in which industry is always seen as a positive factor, does not reach the problem as a territorialized phenomenon, with implications for the current and future use of localities. The study in question proposes new guidelines for the treatment of contaminated areas, with emphasis on the managerial integration of levels of government, access to information and monitoring of society. They were elaborated from the analysis of several occurrences of contamination, observing the causes, effects, agents and, mainly, the position adopted by the public managers, in particular the municipal ones, since they are the direct responsible by the regulation of the territory, through the legislation of land use and occupation in the municipal space. / La cuesti?n de las ?reas contaminadas representa un problema que ha aumentado en las ?ltimas d?cadas. La identificaci?n de innumerables contaminaciones - antiguas y recientes - en el suelo y medio h?drico ha afectado a la poblaci?n, ocasionado innumerables problemas de salud, y al medio ambiente, con el comprometimiento de la flora y la fauna.
