E-performance assessment system in governmental organizations in the United Arab Emirates

This research examines the introduction of e-performance assessment systems in governmental organizations in the United Arab Emirates. The research also examines the influence of cultural forces in accepting the implementation of technology systems that deal with assessment and evaluation of government employees to facilitate the transitional process from manual to e-performance assessment. The methodology used in this research can be described as follows: first a descriptive method to explain the main management theories underlying employee e-performance, followed by an illustration of the concept of electronic tools, based on what has been written in the relevant literature, then conducting a pilot study. A pilot study was made to reduce uncertainty in survey questions, increase clarity, enhance questionnaire validity, and expand on factors that might affect data analysis, improve research design, and confirm the feasibility of this research study. The conceptual model of this study is determined on the based of literature analysis, the pilot study, and the empirical collection of data. A model for a performance appraisal assessment system is proposed, which shows a statistical significance between performance management, e-performance management, performance assessment, e-performance assessment, and performance standards with both perceived usefulness and perceived ease of use. This study finds that there are numerous factors shapes ethics and norms at the workplace. This study suggests that the United Arab Emirates enjoys highly structured governmental organizations. This primarily results from the naturally inherited characteristics of being a high-context society. The major findings of this research aim to contribute to available literature, as there is currently a distinct shortage of relevant academic work targeting the issue of governmental e-performance systems. Similarly no papers concerning e-performance in a UAE context actually existed prior to this investigation. Therefore, much of the available literature was found to be only semi-relevant.

The diploma thesis deals with the problematics of cooperation among pedagogical employees from the point of view of executives of an elementary art school. It is devided into a theoretical and empirical part. The theoretical part specifies the concept of cooperation, sets it in the conditions of the elementary art school and describes the possibilities of cooperation control as well as approaches of the executives. Further it deals with concepts which influence the cooperation process, competences of the executives, organization structure and gender of the school director. The empirical part refers to a quantitative research which principle is questionnaire investigation of an accidentally chosen sample of directors of elementary art schools. The results of this investigation are further confirmed by interviews with the school directors and consequently with teachers. The subject of research are two experiments verifying the application of cooperation forms on this type of schools and observation of the cooperation process at the school of researcher's operation. A part of the thesis is also the overview of the results of used research methods. These are further analysed based on given hypotheses. Were the three largest financial institutions intentionally selected, public companies - Bradesco, Ita?? Unibanco and Santander - from 2013 and 2014, which have integrated their reports with different patterns. The methodology of research was used qualitative approach to research of application of descriptive, using documentary study. The research analyzed the composition of human capital items, the way the information was reported and the level of adherence to the conceptual framework established by the International Integrated Reporting Council to prepare the Integrated Reporting <IR>. The result of the analysis found that companies are in early stages and evolving in the development of human capital reporting in its integrated reporting. This study concluded that there is no standardization in the way of reporting the information, but the content is consistent and in accordance with the guidelines established by the conceptual framework of the International Integrated Reporting Council and International Organization for Standardization in its ISO 26000, both founded with the good labor practices and human rights. Thus, the disclosure framework suggested in this paper can be useful to standardize the form of presentation of this information and contribute towards improving the accounting information quality, minimize information asymmetry and thus allow greater comparison between the institutions in respect to human capital. / O objetivo do presente trabalho foi analisar o reporte do capital humano em relat??rios integrados do setor banc??rio e sugerir uma proposta de padroniza????o. Foram intencionalmente selecionadas as tr??s maiores institui????es financeiras, companhias de capital aberto - Bradesco, Ita?? This study based upon the research of human resource management in public administration is aiming to summarize the situation in this department. The subject of research was one public administration authority and two local government authorities. The primary research method was a survey that was filled out by 106 interviewees. The data were analyzed separately for each of the authorities in order to map the situation in the sector of human resource management in public administration. According to the results of the survey, we can say that most of the clerks are content with their emplacement and salary. Communication with public adn stressing situtations however proved to be one ot the more unpleasant aspects. Furthermore ther is some insufficiency of awareness and education with all employees. The chief employees should be advised to pay more attention to the matters of better education and motivation of ther subordinates.

Nefinanční příčiny úpadků malých a středních podniků / Non-financial causes of bankruptcies of small and medium-sized enterprises

My dissertation thesis deals with new non-financial causes of bankruptcies of small and medium-sized enterprises. The origin of the idea is based on considerations of leading experts on Czech insolvency law, who believe that the financial tightness, which leads to bankruptcy, is necessarily preceded by anomalies in non-financial areas. Research questions for confirming appointed hypotheses have been addressed directly to bankruptcy managers, insolvency administrators and owners of the South Moravia region companies, which have become insolvent. Innovations and consistent attitude towards them, the number of members and their function in the management of the enterprise, employees who are familiar with the visions and plans of business and outsourcing are defined as key areas for the function of a small and medium enterprise. My dissertation thesis offers a rapid test in corporate health with regard to the hypothesis identified in a particular company ond it offers a detection whether the company is healthy, immunocompromised or sick. The thesis also offers the following use of recommended remedies.

The 'chalkface' of cultural services : exploring museum workers' perspectives on policy

The difficulties faced by services in the cultural sector have been immediate and challenging. Public services that are cultural in nature have faced funding cuts, closures and redundancies. Museum services are low in political importance and unable to provide clear evidence of their policy impact. Despite these challenges, there has been limited evidence about the policy process at ground-level. This thesis builds on theoretical and empirical ideas in social and cultural policy to present museum workers’ perspectives within a cultural theory framework. Following Lipsky’s (1980) work on street-level bureaucrats, this thesis presents an analysis of street-level workers’ roles in delivering social and cultural policy. Museum workers’ perspectives are presented through a series of case studies (drawing on qualitative interviews and observations) from three local-authority museum services in England, Scotland and Wales. The findings showed evidence that top-down cultural and social policies have had an influence on workers actions, but service-level workers’ understandings were central to the policy process. Museum workers actively shaped museum policy through ground-level interactions with visitors and groups. Workers experienced policy in the cultural sector as fragmented, vague and difficult to engage with at the ground-level. Workers mainly viewed policy as meaningless rhetoric. Despite this, those working at ground-level often utilised policy rhetoric effectively to gain funding and manipulate activities towards their own needs and interpretations. Policy evaluation was also fragmented and underdeveloped within the services studied. Workers found themselves under pressure to fulfil policy objectives but were unable to show how they did this. Furthermore, there was a perceived distance from managers and local authority structures. This allowed a space for workers to implement and shape policy towards their own professional and personal ideals. Vague policies and a lack of formal mechanisms for evaluation led to high levels of worker discretion at ground-level. Economic policy expectations were resisted by workers, who tended to have more egalitarian views. Museum workers effectively managed policy expectations through a mixture of discretion and policy manipulation. Delivery at the ground-level was seen as effective – despite, not because of, cultural sector policies.
