Evaluating recovery planning for threatened species in Australia

Loss of biodiversity is a major environmental issue in Australia. In response the Commonwealth Government has developed a national list of threatened species and prepared recovery plans under the provisions of the Commonwealth Environmental Protection and Biodiversity Conservation Act 1999 (EPBCA). However, knowledge on the appropriateness and effectiveness of those conservation and management schemes is limited. The aim of the thesis was to conduct an evaluation of recovery planning to assess its appropriateness as a conservation and management instrument, and investigate how legislative, institutional and organisational factors influence its implementation. Four research questions were addressed: 1) How does recovery planning operate in regard to legislative, jurisdictional and institutional aspects? 2) Do recovery plans comply with legislative requirements and coherent conservation planning? 3) What management factors have most influence on implementation of recovery plans at state level? and 4) What modifications could be made to the management system to improve implementation of recovery plans? The major approaches considered in this study were policy evaluation and systems analysis. Both approaches were incorporated in a framework of the thesis to construct a conceptualisation of the threatened species management system as a model. This allowed examining its structure, key elements and dynamics, and evaluation of its performance and effectiveness. Methods comprised interviews, content analysis of program documentation, qualitative and quantitative analysis of recovery plans, experts’ workshops, and systems analysis and modelling. The major set of quantitative data came from a database which incorporated content attributes of 236 recovery plans. Taking into account the Australian legislative requirements for preparing recovery plans, key content attributes were selected for assessing the degree of compliance. Internal consistency of plans was also assessed as a complementary measure of coherent management planning. Measures of internal consistency were: consistency between gaps of scientific information versus prescribed actions calling for research; consistency between major threatening processes versus prescription of threat abatement actions; and consistency between recovery objectives versus performance criteria for measuring achievement of objectives. Another component of the thesis was the construction of a model of the management system of threatened species. This theoretical model was conceptualised from opinions of experts and stakeholders occupying key roles in threatened species management. The model incorporated social aspects of management such as institutional and organisational factors influencing planning and the implementation of recovery plans. The model was built using a Bayesian belief network to assess the most influential components (issues, recovery strategies, and management requirements) on the likely outcomes. Expert opinions also assisted to identify gaps in the management system and formulate new management strategies. A grounded construction of shared decision making for psychiatric medication management : findings from a community mental health team

Decisions concerning psychiatric medication are complex and often involve a protracted process of trial and error. The serious and enduring nature of side effects associated with psychiatric medication demands that medical and experiential expertise is shared in a way that is supportive of the longer term recovery journey. Historically poor concordance rates point to a lack of trust and difficulties in sharing decisions constructively. This Ph.D. explores views and experiences of shared decision making for psychiatric medication management amongst mental health service users and practitioners. The study was conducted in a community mental health service, in the UK. A participatory methodology was employed, within a social constructionist paradigm. Service users and a carer were involved in all phases of the research process. Thirty qualitative interviews were undertaken with different stakeholders: psychiatrists, community psychiatric nurses, and service users. A thematic analysis was employed. In addition, an applied conversation analysis was undertaken on four recorded outpatient medication related meetings. Enablers of and barriers to shared decision making were found at three levels of analysis: the interaction, the relationship, and the system. Many divergent discourses were apparent across these levels, both within and between the different stakeholder groups. A typology of involvement is proposed and discussed, from fractured passivity through to active self- management. The barriers to collaborative practice identified in these findings, and the structural factors at work in the mental health system in particular, were seen to explain the gap between policy ideals and current practice. Strong therapeutic relationships were found to be a vital enabler, comprising of: a formation of trust, practitioners knowing and believing in service users’ potential, and ‘walking the journey together’. Shared decision making in this study is found to be a dynamic process over time, involving two (or more) participants in a complex interplay. The thesis emphasizes the interaction between structure and agency in shared decision making in psychiatric medication management and highlights how power is enacted in the context of shared decisions in a community setting. Original theoretical, methodological and practical contributions to knowledge are presented and discussed.

The presented paper deals with the issue of dual diagnosis from the point of view of community/social psychiatry. The main aim of the paper is to introduce readers to the issues of dual diagnosis and ways how to reach recovery and interpret individual case studies to demonstrate approach of case management in social services of community/social psychiatry, to explore the aetiology and interaction of diseases and to map the internal potential and the external sources of recovery of individual clients. The main point of the theoretical part is the analysis of integrative treatment approach of dual diagnosis. The theoretical basis is to introduce readers to the existing system of mental health care in the Czech Republic, which currently undergoes the transformation of medical institutional treatment into developing community/social psychiatry. One of the applied approaches of community/social psychiatry is case management that focuses on recovery of clients and their psychosocial rehabilitation. The last chapter of the theoretical part analyses an example of a specific social service in the Belgian city of Ghent, for people with dual diagnosis, which tries to connect together all the aforementioned concepts and use them in the direct care of clients. Disaster preparedness and administrative capacity of the disaster risk management centre of the city of Cape Town

Masters in Public Administration - MPA / The occurrence of disasters around the world has in the past few decades increased at an alarming rate, which has necessitated an urgent need for mitigation strategies. As part of its planning and precautionary measures in responding to disasters, the City of Cape Town(CoCT) established a Disaster Risk Management Centre (DRMC) to co-ordinate such occurrences. This study is focused on investigating to what extent the CoCT’s DRMC has prepared individuals and communities to stay resilient.South Africa lies within a region of Southern Africa that has a semi-arid to arid climate,thereby making most parts of the country vulnerable to numerous disasters. Given the prevalence of the localised disasters in the country, they have the potential to overwhelm the capacity of any affected community. Furthermore, in 2011, the CoCT was approached by the International Council for Local Environmental Initiatives(ICLEI) to sign up as a Role Model City for the “Making Cities Resilient--My City is Getting Ready’’ Campaign, in collaboration with UNISDR. It became the first in South African City to be granted “Role Model City’’ status, becoming the second African city to be designated as a ‘‘Role Model City’’.The findings of this study indicate that the CoCT, through its DRMC, has tried to heighten awareness in communities to prepare them against disasters. Another important finding is that there is inadequate involvement of communities in CoCT training programmes. Poorer communities, which are mostly affected by disasters, barely receive any form of capacity building, that is, through training. In addition, the language of communication used in brochures, leaflets and other forms of media is mostly in English and Afrikaans, while the majority of people living in informal settlements speak isiXhosa.
