On the other hand, note that the Public Administration has invested in new practices that private companies has been used for long time for to improve services. One of these new practices widely used in manufacturing are the principles of Lean Production which aims to reduce and even eliminate waste that do not add value to the final product/service. In this context, the main objective of this research was to analyze the bidding process materials in the Regional Catalão, University Federal of Goiás with a focus on Value Stream Mapping tool of Lean Production and propose actions to increase their efficiency. The methodology used was action research, these strategies are to solve problems and / or to generate transformation. The results show that a benefit was obtained from the new procedures or actions such as training of personnel involved in the purchasing process 2012 to 2014 (considering the period from January to September each year), a reduction of about 16 % of cases returned for rectification; 5% for the canceled claims and 32.5% (from 40 to 27 days) in a request processing time in the external case. A simple estimate suggests that if all the actions proposed in this paper are applied one would expect a reduction of approximately 56.7% (from 231 to 99.25 days) in processing applications for processes carried out to bid and 56.8% (169 to 72.5 days) for processes performed by direct purchase (no bidding). / Mapear procedimentos administrativos não é um processo fácil, principalmente em setores públicos onde há a necessidade de atender a normas e procedimentos previstos em Leis e regulamentações. Por outro lado, nota-se que a Administração Pública vem investindo em práticas ditas novas, mas consolidadas em empresas privadas com o intuito de melhorar os serviços prestados. Uma prática bastante usada na manufatura são os princípios do Lean Production que tem por finalidade diminuir e até eliminar desperdícios que não agregam valor ao produto/serviço final. Neste contexto, o principal objetivo desta pesquisa foi analisar o processo licitatório de materiais na Regional Catalão da Universidade Federal de Goiás sob o enfoque da ferramenta Mapeamento de Fluxo de Valor do Lean Production e propor ações para aumentar a sua eficiência. A metodologia utilizada foi a pesquisa-ação, pois buscou estrátegias para resolver problemas e/ou para gerar transformação. Os resultados mostram que uma vantagem foi obtida a partir dos novos procedimentos ou ações tais como: treinamento do pessoal envolvido com os processos de compra de 2012 à 2014 (considerando o período de janeiro à setembro de cada ano), uma redução de cerca de 16% de processos devolvidos para retificação; de 5% nos pedidos cancelados e de 32,5% (de 40 para 27 dias) no tempo de processamento de um pedido no processo externo. Uma estimativa simples sugere que se todas as ações propostas neste trabalho fossem aplicadas poderia se esperar uma redução de aproximadamente 56,7% (de 231 para 99,25 dias) no processamento de pedidos para processos realizados com licitação e de 56,8% (de 169 para 72,5 dias) para processos realizados por compra direta (sem licitação).

<p>U okviru disertacije se ispituje uticaj akumulacije troškova u vremenu na izbor odgovarajućih mera za unapređenje i povećanje efikasnosti proizvodnih procesa. Ovaj uticaj je stavljen u kontekst lin proizvodnje i procesa mapiranja toka vrednosti, ali je ispitivan i uticaj izbora pravila raspoređivanja radnih naloga, odnosno terminskog planiranja na vremensko-troškovno ulaganje. Kao rezultat istraživanja i originalan naučni doprinos ove disertacije predloženi su koeficijenti ulaganja i efikasnosti mera unapređenja koji se koriste, na prvom mestu za izbor odgovarajuće mere unapređenja, a zatim i za definisanje prioriteta sprovođenja mera.</p> / <p>This dissertation examines the impact of the cost accumulation over the time on the selection of appropriate measures to improve and increase the efficiency of production processes. This effect has been put into the context of lean production and value stream mapping, but there is also examines the impact of job shop schenduling on cost-time investment. As a result of research and original scientific contribution of this thesis two coefficients are proposed: coefficient of investment and coefficient of measure efficiency that can be used in the first place for the selection of appropriate measure for the improvement, and then to define the priorities for implementing the improvement measures.</p>

This thesis deals with the general analysis and value stream improvement. The theoretical part describes the difference between functional and procedural model of company management, mutual benefits and disadvantages of these systems. The thesis deals with the mapping process, subdivision maps and methodology of process maps creation. The work also includes software analysis for process mapping. Next section contains search of selected optimization tools and methods to improve production flow and description of the principles of controlled documentation. In the practical part is realized mapping process of bachelor studies at FEKT and map of production process at ABB switchgear.
