Mesmo com capacitações disponíveis e publicações a respeito da matéria, ainda é grande a dificuldade em implementar as orientações oriundas da legislação vigente. Levando-se em consideração as instruções oficiais como Leis, Decretos e Instruções Normativas, matérias e estudos desenvolvidos a respeito da questão licitação, em sua maioria, possuem um linguajar próprio, o jurídico. A busca por novas soluções que alcancem resultados efetivos e sustentáveis nestes procedimentos direciona o estudo de novos métodos. A pesquisa busca avaliar o emprego de uma metodologia sistemática de auxílio à decisão para apoio à realização das compras públicas por uma instituição federal de ensino superior. Especificamente, a avaliação de propostas numa licitação federal pela lei 8.666/93 empregando método de apoio à decisão multicritério TODIM. Foi realizada uma pesquisa bibliográfica constituída por coleta de informações em livros, artigos científicos, teses e dissertações que tratem do assunto, além de consultas a bibliotecas e todo o acervo jurídico vigente sobre licitações. Uma das respostas após a pesquisa bibliográfica e a análise dos resultados é se o método escolhido trará suporte e eficiência nas tomadas de decisões para escolha da melhor proposta em uma licitação federal. O método escolhido alcançou o objetivo de ordenar alternativas de acordo com critérios definidos pelos tomadores de decisão e escolher a melhor proposta. / Public agencies face major difficulties in implementing solutions that meet the high demand for economy and efficiency in their public procurement processes. Even with training and publications available on the matter, it is still great the difficulty of implementing the guidelines arising from the law. Taking into consideration official instructions as Laws, Decrees and Normative Instructions, materials and studies conducted on the issue bid mostly have their own language, legal. The search for new solutions that achieve effective and sustainable results in these procedures directs the study of new methods. The research aims to evaluate the use of a systematic methodology in aiding decision to support public procurement solutions by a federal high education institution. Specifically, the evaluation of proposals in a federal bid by Law 8.666 / 93 as a method of supporting multi-criteria decision TODIM. A bibliographical research consisting of gathering information in books, scientific papers and theses and dissertations that deal with the subject, as well as calling in libraries and all the current body of law on bidding, will be taken. One answer after research and analysis of the results is whether the chosen method will support efficient decision making for choosing the best proposal in a federal bid. The chosen method achieved the objective to order alternatives according to criteria set by decision makers and choose the best offer.
