The Canadian state and native migrant labour in southern Alberta's sugar beet industry

Recent studies of labour have clearly established that the capitalist state is very involved in the recruitment, relocation and retention of migrant labour forces. Most of the literature tends to analyze migrant labour within the broader social, political and economic context of expanding capitalism. Consequently, studies tend to focus on how the use of migrant labour is profitable to capitalism because it is cheap and easy to exploit. Such studies, however, neglect the ways in which the state actually intervenes in the labour market in order to facilitate the flow of migrant workers to places of employment. Therefore, this thesis explores the relationship between the migration of labour, the state and the reserve army of labour through an analysis of the Native migrant work force in the sugar beet industry in southern Alberta.<p> Through the use of archival material, which includes various federal and provincial documents, annual reports of the Alberta Sugar Beet Growers' Association, newspapers and other materials, the circumstances underlying state intervention in the economy of the southern sugar beet industry became clear. While analyzing the structure of the sugar beet industry in southern Alberta, it was found that throughout much of the history of the sugar beet industry, farmers received low returns for their beet crops. Moreover, farmers also suffered financially from the high cost of machinery and, more recently, from the increased costs for fertilizer and chemical weed controls.<p> An examination of government documents on the FederalProvincial Agricultural Manpower Committee, whose mandate was to recruit workers and move them to areas of need in agricultural sectors throughout Canada, revealed that the federal part of the committee was represented by officials from the Department of Manpower and Immigration and, beginning in the early 1950s, officials from the Department of Indian Affairs, who represented Indians on reserves.<p> When the working conditions in sugar beet industry were examined, it was found that they were very poor for beet workers. In general, the weeding and hoeing of the sugar beets was difficult and the housing accommodations inadequate. Moreover, because of the low return on their beet crops and the high costs of machinery, fertilizer and weed control, the farmers had to keep the cost of labour as low as possible, which, meant paying low wages to beet workers. Moreover, it was found that throughout much the history of the sugar beet industry in southern Alberta, agricultural workers were unprotected by labour laws, which, was very conducive to reproducing conditions for cheap labour. Consequently, few wanted to work in the beet fields of southern Alberta if other employment could be found.<p> Prior to the 1950s the state recruited immigrant workers and even prisoners of war from internment camps to supply farmers with the needed labour for their beet crops. However, in the early 1950s unskilled immigrant labour could no longer be procured for beet work. It was at this time that the sugar beet industry, through the Federal-Provincial Agricultural Manpower Committee, turned to recruiting Natives, particulary northern Alberta and northern Saskatchewan reserve Indians, to perform their labour requirements. In order to maintain this needed work force, the state helped organize Native migratation to southern Alberta at the start of the beet season and also helped ensure that they stayed there for the duration of the needed period.

The impact of government migration policies on foreigners known as "Amakwerekwere" in South Africa.

The actual research focuses on foreign migrants dwelling in the Point area of Durban. This work is aiming at determining whether migration policies negatively impact on foreigners in South Africa; assessing the positive contribution made by foreigners on both the formal and the informal economy of South Africa; and recommending progressive policy and corrective measures of resolving foreign influx in South Africa. The qualitative approach adopted in this study facilitates the examination of the respondents' experiences as migrants in the Point Area. The findings of this study show that fear of foreigners has reached a new level in South Africa and with the transition to democracy; South Africa has become a destination for a number of documented and undocumented immigrants and migrants who, looking for a better life, have found instead, a country in which xenophobia is rife. As a democratic country, South Africa finds its self facing a dilemma: on one hand it promotes democracy, human rights and African integration, on the other; it faces an increase in xenophobia. Within this context, this study evaluates the extent to which the ANC government's im/migration policy and the implementation thereof contribute to xenophobia. Migration systems theory is used to develop a theoretical framework for the analysis. Dynamics of the migrant labour system and rural development in Mapholaneng catchment eastern Lesotho.

This thesis is organised around two enquiries concerning out-migration from Mapholaneng Catchment in North Eastern Lesotho. Firstly, the social, cultural and economic impacts of the migrant labour system on the living conditions of the rural households is investigated. Secondly, possible alternative strategies are explored that could be applied to initiate and develop income-generating activities for the rural unemployed and marginalised individuals to address the on-going retrenchment of Mapholaneng migrants from South African mines. The thesis is thus a juxtaposition of historical impacts of labour migration and future considerations for what could be done to replace household's losses of income from mine retrenchments from South Africa. The thesis addresses both positive and negative socio-economic and cultural effects and influences of the historical system of labour migration between Lesotho and the Republic of South Africa. The effects of retrenchment on villages and households in Mapholaneng are disastrous and the most· affected households are those whose historical existence have largely depended on migrant labour wages and remittances. This loss of jobs in many households in Mapholaneng's villages has negatively affected the living conditions such as through reduced clothing and food-supply, schooling and medical care provisions. Moreover, the escalating rate of unemployment of many migrant worker members of households in the catchment are associated with the development of crime, robbery, theft and illegal trade in dagga and diamonds, all of which are gradually becoming the norm of life in the catchment. The second thrust of the thesis is directed at identifying alternative sources of households existence to replace losses of income from migrant labourer retrenchments. The thesis has investigated catchment households in terms of day to day living conditions and the surrounding physical environment, so as to determine household production and consumption demands and development potentials of the catchment. For instance, available resources of the catchment as a whole are identified. Household sizes, composition and gender of members are also studied to determine dependency and labour power potential for production, employment and job-creation initiatives in the catchment. The comparative conditions of living between migrant and non-migrant households have also been recorded to assess their general standard or quality of life. This is done by examining households historical changes in sources of income in the rural economy from livestock and crop farming practices so as to gauge future sustainability of these economic activities in the catchment. Land tenure systems, ownership and usage of fields, quality and quantity of livestock reared, cattle-posts and other rural farming issues have critically been assessed as they affect and will continue to influence rural life in Mapholaneng. Furthermore, the contributions of migrant labour wages vis-a-vis non migrant labour wages on the development of Mapholaneng is considered. The study has shown that labour migration to South African mines has brought both good and bad effects to the conditions of living in the catchment and labour migration has influenced social, economic and cultural practices of rural households in Mapholaneng. The destruction of family and social relations including changes to customs, beliefs and general ways of living among people in Mapholaneng has occurred. However, on the positive side, initiatives in self-employment and establishment of small business and petty trading enterprises by the ex-migrants are some of the examples identified in the study. While the study is an examination of the development impacts of labour migration at both village and household levels, it is concluded that the long practice of labour migration to South Africa from Mapholaneng has also contributed to the regional underdevelopment of the whole catchment. Influences of negative attitudes to schooling and indoctrination in the mines among the youth of the catchment, loss of local agricultural skills, loss of households labour power due to absence, disablement and death of migrant workers and effects of land degradation are some of the negative impacts of labour migration in Mapholaneng. Lastly, based on the losses of jobs and migrant wages by the majority of the former migrant households, future job creation and other viable alternative sources of income for the catchment are identified and recommended for the future sustainable development of Mapholaneng. The research techniques and methodology used for the collection of data for the thesis include a reviewof the relevant literature, extensive field work that involved observation and participatory techniques, informal interviews with local people and a formal household questionnaire survey based on a random sample of migrant and non-migrant households in five villages in the catchment. Economic and social integration of Mozambican migrants in Durban.

Economic migration has become a global trend. The movement of people and goods within and beyond territorial boundaries is a phenomenon synonymous with the twentieth century. In the Southern African region, migratory processes were accelerated by the 19th century mineral discoveries in the Cape and Transvaal. Mozambique, particularly its southern regions, was drawn into the South African- dominated economy in a service capacity, as the supplier of migrant labour, principally for the Transvaal. The mineral wealth and the development it generated made South Africa the dominant economy in the region, drawing in migrant labour from surrounding states. Today, mining activities and the Transvaal are no longer the main attraction for many Mozambicans who enter South Africa, as they have spread throughout the country since the ending of apartheid. This study is focused on Durban, where a combination of push and pull factors continues to impel Mozambicans to arrive in search of economic opportunities. The majority, who are from the rural areas of the southern provinces, without education and formal qualifications, enter South Africa illegally and without documentation. Migrants use informal networks and the informal sector, as a means of overcoming the various obstacles to entry imposed by the states on both sides of the frontier, and their inability to compete for jobs in the formal sector. Economic and social integration of Mozambicans in Durban has evolved around informality and it can be argued that if the Mozambicans in this study have achieved a certain degree of integration, this has been due to successful mobilization of resources provided by informal networks and the informal sector. Linguistic affinities and geographical proximity also play a significant role in the process. The study looks at various informal economic opportunities exploited by Mozambicans, including an expanding cross border- trade based on high mobility between the two countries. It focuses mainly on the varied ways Mozambicans in Durban achieve a degree of economic and social integration. The Skillmax Program : An Evaluation

The Skillmax Program was launched by the New South Wales State Government at the end of 1988 as a result of concern about the underutilisation of the skills of overseas qualified and experienced immigrants in the labour force. The program is administered by the NSW Adult Migrant English Service. The aim of this study is to evaluate how well the Skillmax Program is achieving its aim of assisting non-English speaking background immigrants to maximise the use of their overseas experience and skills within the NSW labour market. The main source of data for the evaluation was a questionnaire distributed to all students who had studied in the program from July, 1993 to June, 1994. Those in the final program intake surveyed had just completed courses, those in the first intake surveyed had completed courses nine months previously. The questionnaire was sent to 458 ex-students in August, 1994 and 217 questionnaires were returned. Additional data was obtained from a literature search, a survey distributed to Skillmax program staff and a focus group meeting of the Skillmax Program's teachers, educational and vocational counsellor and program manager. Key research findings are: 71.9% of all respondents had found employment since enrolling in the Skillmax Program and 67.7% were still employed when the study was conducted; 84.9% of those respondents who had completed or partially completed courses ending from six to nine months before the study was conducted had found employment and 78.5% were still employed when the study was conducted; 66.7% of those respondents in employment had found employment at the same occupational level as in their countries of birth; 52% of all respondents were either unemployed (28.1%) or underemployed (23.9%); 85.9% of those respondents in employment considered that the Skillmax Program had contributed significantly to their success in finding employment. The study compares the findings of the current study to those from a previous Skillmax Program evaluation concluded in 1992 (Mograby & Eddie, The Skillmax Program Evaluation Report, 1992). Employment outcomes of participants in the current study are significantly better than those in the previous study. The study argues that improvements in employment outcomes can primarily be attributed to program improvements made since the 1992 evaluation. The study concludes that the Skillmax Program is achieving its aims. Recommendations for program improvement and future directions for the program are made.

Immigration policy paradoxes in Catalonia, Spain, 1985-2011 : a political economy approach

Before the crisis Catalonia and the rest of Spain received high volumes of immigration - of which much was 'illegal'. This was despite formally strict controls - EU policy - and different governments in Madrid claiming to operate a legal model of migration - leading to identification of a 'policy paradox'. In the same period immigration became problematized, which in Catalonia allowed xenophobic politics to gain popular support - despite being a territory proactive at integrating newcomers. This research aimed to identify the undercurrents of these contradictions and respond to questions on the relative impact of business, state, national and electoral factors. It surveys literature on migration paradoxes and theories, develops an original conceptual framework by critically assessing a range of radical writing, performs quantitative and secondary study of the Catalan, Spanish and European economic and policy contexts (in general and regarding immigration), and analyses findings from interviews with privileged 'insiders' and observers (employers, union leaders, migrant activists and policy advisors). Policy contradictions and the problematization of immigration were identified as rooted firstly in the inherent contradictions of the capitalist state. States must ensure availability of new reserves of labour to guarantee accumulation and make savings by not having to 'socially reproduce' 'imported' labour power. Yet their abstract national and bounded character propels constant nationcraft - a process best performed invisibly and negatively by symbolically and practically excluding migrants from territory, rights and citizenship. Dynamics are further driven by the desire to be seen to preserve the 'rule of law' and guarantee the exclusivity of national 'social contracts'. Nation-building in policymaking was detected by uncovering the national-linguistic considerations behind the controversial drive to devolve immigration powers to Catalonia. Mushrooming irregularity was a result of migrant agency and the restrictive tendencies of the Aznar administration and EU. Despite the Popular Party (and EU) being notably pro-business, tensions emerged with employers who lobbied alongside unions to bring about the liberalisations introduced by the Zapatero government (2004-2011). Employers benefit from the (continued) institutional conditioning of migrant labour and irregular hiring has been tolerated - aided by a relatively informal and insecure labour market. Yet it is a mistake to see high levels irregularity simply as labour policy. The unequal and instrumental nature of European integration meant the Spanish State played a border policing role that threatened its labour needs before the crisis. This led to political 'fudge' based on varying models of irregularity-amnesty-irregularity, and reinforced pro-European and Hispanist migrant recruitment tendencies. Changes in government have reshaped policymaking (and increased or decreased related tensions) but less-democratic influences were identified in interviews and a clear political economy of immigration can be identified.

Philosophiae Doctor - PhD / This thesis explores the ways in which migrant labour infrastructure and the related operating practices of the South African colonial administration impacted on workers in and from the colonial north-central part of Namibia, formerly known as Ovamboland. This study stretches from the Union of South Africa’s occupation of the region in 1915 up to 1954 when the last Native Commissioner for Ovamboland completed his term of office and a new administrative phase began. Infrastructure refers to the essential facilities that an institution or communities install to use in order to connect or communicate.4 Vigne defines infrastructure as the mode of connections between techniques, practices, social values, cultures, economies and politics.5 This dissertation deals with two types of infrastructures.
