Approved for public release; distribution is unlimited / The thesis evaluates the extent to which human rights were promoted in United States Military Humanitarian and Civic Assistance exercises in Latin America. This is important because the promotion of human rights is a stated foreign policy goal, even in security cooperation programs. It will be argued that a human rights focus matters in the selection of training objectives, engagement in the interagency process, and coordination with the host nation. Comparative case analysis of Opening Roads-Ecuador 1987 and New Horizons-Nicaragua 1999 indicates that the post-Cold War US military is implementing some principles congruent with a human rights perspective, such as promoting sustainable development and good governance. / Lieutenant Commander, United States Naval Reserve

American Arms Sales to Iran and Power Politics in the Middle EastAryanpur Kashani, Khosrow 12 1900 (has links)
This thesis examines and evaluates the questions involved in American arms sales to Iran and Egypt. The first two chapters outline the historical background and present detailed analyses of Iran's political situations prior to 1968 and United States policy toward it in that period of time. Chapter Three considers the American policies towards Egypt and the United States arms sales to that country.
The main argument of the thesis appears in chapter Four which explains the objectives of Iran's government in buying American arms and the United States government's objectives in selling arms to Iran. Conclusions on the study comprise the fifth chapter.

The Impact of U.S. Arms Transfer Policies on Relations with Peru, 1945-1978Davison, J. Les 08 1900 (has links)
This paper examines United States arms transfer policies as they have been applied to Peru since the end of World War II and analyzes the role of these policies in achieving the goals of the United States as delineated by Luigi Einaudi et al. in their Arms Transfers to Latin America: Toward a Policy of Mutual Respect. The paper traces the course of recent U.S.-Peruvian relations, with special emphasis on Peru's arms acquisitions since 1968. The author concludes that, while U.S. arms transfer policies have undoubtedly strained U.S.-Peruvian relations over the past decade, the refusal of the U.S. to provide advanced weapons to Peru will prove to be in the best interests of the United States in the long run.
