Magistro darbo objektas – mobiliosios viešosios paslaugos. Darbo tikslas – įvertinti elektroninių viešųjų paslaugų perkėlimo į mobiliąją aplinką situaciją Lietuvoje ir išnagrinėti galimas perspektyvas, lyginant su įgyvendinimo pavyzdžiais pasaulyje, vykdomais projektais bei vartotojų lūkesčiais. Pagrindiniai darbo uždaviniai: apibrėžti e–valdžios, elektroninių paslaugų bei m-valdžios paslaugų sampratą; nustatyti viešųjų paslaugų kūrimo mobiliojoje aplinkoje prielaidas; įvertinti galimas problemas, kylančias naudojantis paslaugomis mobiliojoje aplinkoje; išnagrinėti, kaip elektroninės viešosios paslaugos yra perkeliamos į mobiliąją aplinką kitose pasaulio šalyse bei susipažinti su ES finansuojamais projektais šioje srityje; atlikti tyrimą, kuris išaiškintų potencialių vartotojų grupės poreikius, lūkesčius ir požiūrį; pasiūlyti perspektyvų m-paslaugų teikimo modelį Lietuvoje. Remiantis įgyvendintų mobiliųjų viešųjų paslaugų pavyzdžių analize, išnagrinėta viešųjų paslaugų perkėlimo į elektroninę erdvę bei šių paslaugų susiejimo su mobiliąja aplinka situacija Lietuvoje ir atlikto žvalgomojo parinktos vartotojų grupės nuomonės tyrimo rezultatais, suformuluota pagrindinė darbo išvada, kad Lietuvoje šiuo metu praktiškai nėra pilnai mobiliojoje aplinkoje prieinamų viešųjų paslaugų. Taip pat pasiūlyta mobiliųjų viešųjų paslaugų teikimo Lietuvoje schema, bei sufomuluota perspektyvios mobiliųjų paslaugų teikimo platformos koncepcija. / The fast development of new technologies and communications has influenced the formation of new information society. Nowadays one of the fundamental priorities while seeking the competitive and dynamic knowledge economy is the e-government development because e-government is the integral part of information society. The need on effective services can be fulfilled via various services delivery channels. Mobile technologies are one of the most accessible channels. Exactly of this reason there upraised the possibility and even more necessity to transfer some e-government services to the new level – mobile government which supplements but not replace the e-government. The main goal of this work is to evaluate the transfer of e-government services to mobile environment situation in Lithuania and to analyze the possible perspectives, comparing with the world wide examples, prosecuted projects and user expectations.
