Reformas administrativas no Brasil: o caso do governo do estado do Piau?

Being driven by the victory of conservative governments in Britain and the U.S., this speech reform comes only to Brazil in the 1990s, the government of Fernando Henrique Cardoso. Thus, in view of the recent movement of states to implement this reform agenda in their structures this research was to identify the elements that made it possible to attempt to modernize the administrative structure of the state of Piau? in 2003, in view of the political and administrative career in which the state was entered. Seeking to clarify the problem studied here, through a case study carried out a descriptive and exploratory, using a technique of gathering data to document research and interviews semi-structured. As the lens of analysis for this study used the neo-historical and sociological institutionalism, through which it sought to identify the critical moment in which they gave the Administrative Reform of Piaui, the process of breaking with the political and administrative career that previously had being followed, and the isomorphic mechanisms that enabled this speech reform comes up to this state, mechanisms that allow the homogenization of the organizational field. In general it appears that the search for new patterns and new technologies for management by the states in Brazil is due to the context of fiscal crisis in which the states were entered, forcing them to seek alternative models of management . The process of diffusion of New Public Management agenda for the states became possible, among other factors, due to the new scenario in which was inserted into the Brazilian federal system in the second half of the 1990s, characterized by a greater articulation between the horizontalstates, where through the mechanisms of isomorphic institutional change was made possible by the absorption of the speech states reformer of the 1990s. However, due to the specificities of each region is given the experiences state unevenly. In the case of Piau? Administrative Reform only became possible due to the rearrangement of political forces in the state and the mechanisms of isomorphic institutional change, which allowed, in 2003, the state government to absorb the speech reformer / A partir da d?cada de 80, com o desenvolvimento tecnol?gico, a globaliza??o e em um contexto de demandas cada vez mais urgente, surge um movimento internacional de moderniza??o as estruturas Estatais. Sendo impulsionado pela vit?ria de governos conservadores na Inglaterra e nos EUA, este discurso reformador somente chega ao Brasil na d?cada de 1990, no governo de Fernando Henrique Cardoso. Assim, tendo em vista o recente movimento dos estados no sentido de implementar esta agenda reformadora em suas estruturas esta pesquisa visou compreender os elementos que possibilitaram a tentativa de moderniza??o da estrutura administrativa do estado do Piau? em 2003, tendo em vista a trajet?ria pol?tico-administrativa na qual o estado estava inserido. Buscando esclarecer o problema aqui estudado, por meio de um estudo de caso realizou-se uma pesquisa descritiva e explorat?ria, utilizando-se como t?cnica de coleta de dados a pesquisa documental e a realiza??o de entrevistas semi-estruturadas. Como lente de an?lise para este estudo utilizou-se o neo-institucionalismo hist?rico e sociol?gico, por meio dos quais se buscou identificar o momento cr?tico em que se deu a Reforma Administrativa do Piau?, processo de ruptura com a trajet?ria pol?tico-administrativa que anteriormente vinha sendo seguida, e os mecanismos isom?rficos que possibilitaram que este discurso reformador chega-se at? este estado, mecanismos que possibilitam a homogeneiza??o do campo organizacional. Em linhas gerais conclui-se que a busca por novos padr?es de comportamento e novas tecnologias de gest?o por parte dos governos estaduais brasileiros se d? devido ao contexto de crise fiscal no qual estavam inseridos os estados, o que os obrigava a buscar modelos alternativos de gest?o. O processo de difus?o da agenda da Nova Gest?o P?blica para os estados tornou-se poss?vel, dentre outros fatores, devido ao novo cen?rio no qual estava inserido o sistema federativo brasileiro na segunda metade d? d?cada de 1990, caracterizado por uma maior articula??o horizontal entre os estados, onde por meio dos mecanismos isom?rficos de mudan?a institucional tornou-se poss?vel a absor??o por parte dos estados do discurso reformador da d?cada de 1990. Contudo, devido ?s especificidades de cada regi?o as experi?ncias estaduais se deram de forma desigual. No caso do Piau? a Reforma Administrativa somente tornou-se poss?vel devido ao rearranjo das for?as pol?ticas no estado e aos mecanismos isom?rficos de mudan?a institucional, que permitiram que, em 2003, o Governo do estado absorvesse o discurso reformador

Propuesta de protocolo para el servicio de conciliación administrativa laboral virtual del Ministerio de Trabajo y Promoción del Empleo

La virtualización de servicios públicos en el Perú se da principalmente por dos razones: la modernización del estado como objetivo de desarrollo nacional y la mejora continua en la calidad de la oferta de servicios públicos. El servicio de conciliación administrativa laboral del Ministerio de Trabajo y Promoción del Empleo (MTPE), se ejecutaba en la modalidad presencial hasta la llegada de la crisis sanitaria mundial y hasta la fecha no ha migrado a la modalidad virtual, motivo por el cual se dejó de brindar este servicio. El presente trabajo de investigación analiza la necesidad de virtualizar este servicio como una de las acciones de respuesta del estado frente a la necesidad de modernizar sus servicios y a los retrasos administrativos sufridos por la pandemia del COVID19. Cabe mencionar que este servicio es demandado y contribuye a la protección de los derechos laborales de los trabajadores. / The virtualization of public services in Peru occurs for two main reasons: the modernization of the state as a national development objective and the continuous improvement in the quality of the supply of public services. In Peru, the administrative labor conciliation service of the Ministry of Labor and Employment Promotion (MTPE) was executed in a face-to-face manner until the arrival of the global health crisis and to date has not migrated to the virtual platform, which is why to provide the service. This research work analyzes the need to virtualize this service as one of the state's response actions to the need to modernize its services and mitigate the administrative delays suffered because of the COVID19 pandemic. It is worth mentioning that this service is in demand and contributes to the protection of workers labor rights. / Trabajo de investigación
