Organizacijos darbuotojų motyvacijos gerinimas Kauno apskrities viršininko administracijos pavyzdžiu / Improvement of employee motivation in Kaunas County Governor’s Administration

Darbuotojų motyvacijos klausimas yra aktualus ne tik privačiojo, bet ir viešojo sektoriaus organizacijoms. Vis dažniau akcentuojamas valstybinių įstaigų darbuotojų motyvacijos trūkumas, kas sąlygoja mažesnį veiklos efektyvumą, o tuo pačiu ir viso sektoriaus efektyvumą. Darbo tikslas – pateikti sprendimus Kauno apskrities viršininko administracijos darbuotojų motyvacijai gerinti. Darbą sudaro trys pagrindinės dalys. Pirmojoje darbo dalyje atskleidžiama darbuotojų motyvacijos samprata, reikšmė, apžvelgiamos pagrindinės motyvacijos teorijos bei pagrindinės valstybinių organizacijų darbuotojų motyvavimo priemonės. Antrojoje darbo dalyje atlikta Kauno apskrities viršininko administracijos darbuotojų motyvacijos analizė bei organizacijos darbuotojų motyvacijos tyrimas. Tyrimui iškelta hipotezė - Kauno apskrities viršininko administracija susiduria su silpnos darbuotojų motyvacijos problema - buvo patvirtinta. Trečiojoje darbo dalyje remiantis antroje darbo dalyje atliktos analizės rezultatais, formuojami motyvacijos problemų sprendimai. / The problem of the research: attempt to improve activities of public institutions depends on ability successfully and rightly to motivate public service workers. The public institutions must find the methods to improve employees’ motivation, because only motivated employees can reach the aims of organization and improve the quality of public service offering. The main aim of this work is to analyse and to estimate motivation system in Kaunas County Governor’s administration, to appraise the possibilities of improvement of employee motivation ant to present the possible solutions of actual motivation problems in this organization. The overview on the motivation conception sources, analysis of importance of motivation is made in the first part of this work. Seeking for a better understanding, the main classical motivation theories’ features are overviewed. Kaunas County Governor’s Administration’s employee’s motivation is analysed in the second part of this work. A questionnaire research showed, that the main motivators are payment, social guarantees, good relationship with manager and colleagues, the right estimation process, possibilities of career in organization, the possibilities to raise qualification. A tested hypothesis is the following: the existing personnel motivation is weak in Kaunas County Governor’s Administration. This hypothesis was confirmed. The literature search was conducted based on existing literature on the subject and followed initially by a historical demand over time for a more efficient state until the creation of the Federal Government Programs GesPública and Brazilian Navy´s Netuno. It was studied how motivation and leadership are addressed within these management programs, followed by an analysis of some key motivational theories of process and content: Motivational Theory of Abraham H. Maslow, X and Y Theory of Douglas McGregor, Two-Factor Herzberg Theory, Acquired Needs Theory of McClelland, Alderfer´s ERG Theory, Theory of Equity of Stacy Adams; Theory of Organizational Behavior Modification (ModCO) of Luthans and Kreitner; and Vroom´s Expectancy Theory. Besides these, it were analyzed theories of motivation in the public sector, particularly that of James Perry. It were also described aspects that contextualize the Armed Forces on the world stage and its unfolding on personnel motivation, in order to analyze the various factors that influence motivation of Navy personnel in Brazil, developing a framework for correlation between these factors and performance. / Este estudo busca identificar os fatores que contribuem para a motivação dos indivíduos nas organizações da Marinha do Brasil e quais fatores gerenciais podem contribuir para os métodos utilizados pelo Programa Netuno nas Organizações Militares da Marinha do Brasil. A pesquisa bibliográfica foi realizada com base na literatura existente sobre o assunto e seguiu, primeiramente, uma linha histórica da procura por um Estado mais eficiente até o momento da criação dos Programas GesPública do Governo Federal e Programa Netuno da Marinha do Brasil. Foi estudado como a Motivação e a Liderança são tratadas dentro destes programas de gestão, seguindo-se uma análise de algumas das principais teorias motivacionais de processo e conteúdo: Teoria Motivacional de Abraham H. Maslow; Teoria X e Y de Douglas McGregor; Teoria de Herzberg de Dois Fatores; Teoria das Necessidades Adquiridas de McClelland; Teoria ERG de Alderfer; Teoria da Equidade de Stacy Adams; Teoria da Modificação do Comportamento Organizacional (ModCO) de Luthans e Kreitner; e Teoria da Expectância de Vroom. Além destas, foram analisadas teorias da motivação no setor público, em especial a de James Perry. Também são descritos aspectos que contextualizam as Forças Armadas no cenário mundial e o seu desdobramento na motivação do pessoal, a fim de analisar os diversos fatores que influenciam a motivação no pessoal da Marinha do Brasil, desenvolvendo-se um quadro de correlação destes fatores com os reflexos do desempenho.
