No. of bitstreams: 1 72070100771.pdf: 2739299 bytes, checksum: 408f40f5c78c94261b6288457059abcc (MD5) Previous issue date: 2011-02-25 / The focus of this research is the discussion on the limits and the reach of the São Paulo Municipal Committee on Climate Change and Eco-Economics in terms of its role as a venue for public participation in supporting the implementation of a municipal policy on climate change based on the analysis of its institutional structure. This discussion begins with the forces that pushed the climate change question on the political agenda of the city and the debate on the effectiveness of public participation in decision-making processes. The problems raised for this venue for public participation are seen through the perspective of the historical background of participatory democracy in Brazil. The theoretical reference of the study is centered on the discussion of the role of the public as part of the discussion over participatory democracy, from the analytical perspective of the disciplines of Public Administration, political Science and Social Science. This thesis seeks to obtain an understanding as to whether the presence of the Municipal Committee on Climate Change and Eco-economics may be a relevant mechanism to assist in the implementation of a sub-national policy on climate change, given the complexity of the topic, interfacing with both global and local issues and the related challenges of sustainable development in a megacity such as São Paulo. References to topics raised by global actors in the climate change debate are cited owing to their relevance to the discussion and influence at the municipal level. / Esta pesquisa tem o objetivo de discutir os limites e alcances do Comitê Municipal de Mudança do Clima e Ecoeconomia de São Paulo enquanto espaço de participação pública de apoio à implementação da Lei da Política de Mudança do Clima do município a partir da análise do seu desenho institucional. Esta discussão parte dos elementos que impulsionaram a entrada do tema das mudanças climáticas na agenda política da cidade e do debate sobre a efetividade de espaços participativos em gestão pública. A problematização sobre a efetividade do espaço em questão é feita a partir do resgate histórico da democracia participativa no Brasil. O referencial teórico do estudo está centrado na discussão sobre participação pública dentro dos debates sobre democracia participativa conforme produção analítica gerada nos campos da Administração Pública, Ciências Políticas e Ciências Sociais. Procura-se compreender se a presença de um espaço como o Comitê Municipal de Mudança do Clima e Ecoeconomia pode ser um mecanismo relevante para auxiliar na implementação de uma política subnacional sobre mudanças climáticas, dadas as complexidades de um tema de interface global e local e os desafios associados ao desenvolvimento sustentável, numa megacidade como São Paulo. Referências a questões levantadas por diferentes atores no debate internacional sobre mudança climática são citadas nesta discussão, por causa da sua relevância e influência no nível local.
