Racial diversity's journey to constancy : initiatives for redressing the colour imbalance in documentary filmaking at the National Film Board of Canada

This thesis explores the National Film Board's Cultural Diversity in Action Initiatives (1997-- ) whose aim is to redress the under-representation of filmmakers of colour in the English Program's documentary film production streams. Focusing on how these strategies and objectives have broadly tried to promote racial diversity (for instance, one way is through the goal of having one of four filmmakers be a person of colour), this thesis proposes that these initiatives represent the NFB's most prominent and socially progressive raison d'etre for the late 1990s and the new millennium.

The right to freedom of religion in the public domain in South Africa

<p>Within the context of South Africa&lsquo / s diverging religious, cultural and social backgrounds, new questions on the nature of a multicultural society are raised from the perspective of human rights.&nbsp / The universality and indivisibility of human rights are challenged by this diversity and consequently implies that standards, concepts and structures for implementation have to be reconsidered.&nbsp / International and national standards are being (re)interpreted and attention is not only focused on the contents of the norms but on the limitations imposed thereupon. The debate on whether limits should be set in permitting or accommodating cultural or religious pluralism is becoming extremely relevant. The manner in which these questions are responded to&nbsp / is even more prominent in the light of our history of apartheid which has disregarded respect for religious and cultural diversity. In the scope of this research emphasis will be placed on the&nbsp / right to freedom of religion and in particular the limitation of the right to religion in an attempt to balance conflicting rights and accommodates religious diversity. The right to freedom of religion&nbsp / albeit constitutionally entrenched is subject to reasonable and justifiable limitations. However, no clear guidelines have been formulated on the criteria for limiting the right to freedom of&nbsp / religion. The main aim of this research is to find guiding criteria to facilitate the imposition of limitations on the right to freedom of religion. The limitations of the right to freedom of religion are&nbsp / interrelated with the following research questions: Firstly, the definition afforded to the right to freedom of religion in accordance with national and international standards / secondly, the relationship between culture and religion and any interconnection that exists between these rights. This is followed by the influence of the particular value framework or normative commitments&nbsp / f the judiciary on the interpretation of the right to religion, as well as the relationship between the state and religion. The above issues will be researched both on a national and&nbsp / an international level. The aim is to conduct research that will build on an appreciation of the guidelines that should be employed in ensuring the protection of the right to freedom of religion. To this end comparisons will be drawn with other legal&nbsp / systems, which on the one hand acknowledge the protection of the right to freedom of religion and on the other hand have to find ways in which the right can be balanced in the event of conflict. It is envisaged that the research of the criteria imposed on the limitation of the right to religion both on a national and an international level will assist in suggesting criteria that will influence&nbsp / scholarly debate on the topic. In addition that this debate will allow for the formulation of a transformative approach within the South African context that sanctions the celebration of diversity in all&nbsp / its aspects and in particular the right to freedom of religion.<br /> &nbsp / </p>

Multiculturalism and identity formation among second generation Canadian women of South Asian origin through Indian classical dance

The main research question of this project asks: what role does Indian classical dance play in the identity formation of second generation Canadian women of South Asian origin as they negotiate their identities as Canadians living in a multicultural country? The research question is analyzed through the theoretical frameworks of both citizenship theory, identity theory, and Bourdieu’s notions of ‘habitus’, ‘field’, and cultural capital. Semi-structured interviews are conducted with dancers of 2 main dance styles (“Kathak” and “Bharatnatyam”) and of various ages over 18. Interviews are also conducted with a dance teacher/creative director and a dance company coordinator. Findings indicate that Indian classical dance influences identity formation in 3 main ways: in the way that the participants embody the dance forms of Kathak and/or Bharatnatyam, in the way they form their identities as individuals, and in the way they form their identities as multicultural Canadians.

Should groups in liberal democracies have special rights to limit speech that is offensive to their culture or religion?

My topic is an analysis of the various theories of multiculturalism and how they would respond to controversial issues concerning freedom of speech with regard to religious sensitivities. While Western nations have often concentrated on 'nation building', or the integration of citizens into public institutions, there has been the emerging trend of minority rights and 'multiculturalism' (Kymlicka, 2001, pp. 2-3). Groups with diverse interests and political agendas are resisting assimilation into wider society and are struggling for acceptence, respect and public affirmation of their differences (Parekh, 2000, p. 1). While the nation state has not become obselete, many of its traditional functions have lost their relevance and value and we therefore need to reconceptualize its nature and role (Parekh, 2000, pp. 193-194). Many nations have a new found interest in multicultural policies and Australia has declared itself multicultural in the early 1970's as did Canada; and the debate around multicultural policies has raged on in Britain, Germany and Israel since the 1960's (Parekh, 2000, p. 5). In Kymlicka's view, public opinion has shifted from seeing minority rights as a pragmatic compromise to a matter of fundamental justice (Kymlicka, 2001, p. 6). One controversy that multiculturalist policies have raised is issues of tolerance of cultural difference, including group rights. This is evident on a daily basis, from the storm around Muslim girls wearing headscarves in France, to the debate surrounding the use of French as a first language in Quebec; multiculturalism has been asked, what should be tolerated? In my dissertation I will look at the controversial topic of freedom of speech within liberal democratic systems. Freedom of speech is an integral part of a democratic system, and in democratic systems discussion is often cited as a means of reaching consensus and compromise. Free speech is also intended to explore new ways of thinking and to criticize ways of thinking and living. The difficulty comes when there are certain topics, such as the lampooning of Islam and the Prophet and denying the Holocaust, which are deemed to be off limits by certain groups. Different liberal philosophies however have differing views on what the limits of free speech are. I will be looking into these philosophies and whether the limits they set apply to the Danish cartoon controversy and to the David Irving case of Holocaust denialism. There are three broad theories of how liberal systems ought to deal with the demands of a plural society. These are 'classical liberalism', 'liberal nationalism' and 'multiculturalism'. In broad terms, classical liberal theory is intolerant of special group rights, liberal-nationalism affirms certain kinds of group rights within a liberal framework, and multiculturalism asserts the equality of cultures, and questions the primacy of liberalism. The question that I will be answering is how these theories deal with group rights when those groups ask for the limiting of speech that is deemed offensive to group culture or religion. In a more global society, different cultural and religious groups have differing levels of tolerance toward certain kinds of speech. Certain groups value freedom of speech with very few constraints, whilst others believe that that some speech is harmful and disrespectful to their culture or religion. Questions about the viability of these different cultural and religious groups co-existing have been highlighted by recent events. The two cases to be explored in my analysis will be, firstly, the outcry following the publication of cartoons of the Prophet Muhammed in Denmark. Many of these cartoons were seen to be derogatory to Muslims and the depiction of the Prophet is also not allowed in many Islamic traditions. Much of Danish society felt that although these cartoons were offensive and in bad taste, they had to protect their right to freedom even though it may be offensive to others. This pits the Islamic culture against that of the Danish 'liberal' culture and asks the question of whether 'liberal' culture or 'multiculturalism' can assure religious tolerance? My second example is the controversial case involving the historian David Irving and his questioning of the Holocaust. This questioning led to his imprisonment in Austria for the crimes of Holocaust denial. This case involves someone expressing his freedom of speech, yet many liberal-democratic countries have laws expressly prohibiting this kind of Holocaust denial. The reasoning behind such laws is to protect the sentiments of Jewish community and the suffering they endured under the Holocaust. In both cases, the interests of religious groups are invoked as being sufficiently harmed, and the liberal right to free speech should therefore be limited. Hence the thesis looks to explore religious tolerance available in classical liberal, liberal-nationalist and multiculturalist systems at a theoretical level. I will also argue that certain kinds and manner of speech, such as speech that lampoons and offends group sensibilities, should be limited in certain cases and that liberal-nationalism provides the most fair way of adjudicating disputes. / Thesis (M.Soc.Sc.)-University of KwaZulu-natal, Pietermaritzburg, 2008.

Safeguarding Mother Tamil in multicultural Quebec : Sri Lankan legends, Canadian myths, and the politics of culture

I examine the concept of "culture" being promoted in the Canadian policy of multiculturalism and by Tamil refugees safeguarding their culture in Quebec. I take culture in its relation to power as my focus. I explore what culture means to the Tamils, and how the Canadian ideology of multiculturalism is implicated in the way Tamil "culture keepers" (re)construct their cultural identity. / This research addresses popular "multiculturalism" movements which use anthropological notions of culture but fail to problematize the notion of culture itself. I illustrate how and why the concept of culture is itself culturally embedded and historically shaped, and thus dense with political implications. / It also addresses anthropological approaches which avoid realist ethnography because of its political implications. I argue that a focus on culture in its relation to power is necessary in order to examine anthropology's own continuing involvement in imperialism.

Using identity politics to address artworld issues : a case study of the New Initiatives in Film program at the National Film Board of Canada

The Canadian government introduced its Multicultural and Employment Equity policies in a series of attempts to induce federally-controlled institutions to reflect the racial diversity of the Canadian population in their programs and workforces. This is a case study of one institution's response to these policies. It examines the implementation of the six-year New Initiatives in Film (NIF) program begun in 1990 by the now-defunct women's filmmaking unit, Studio D of the National Film Board of Canada (NFB) and exposes the fault lines along which the goals of the NFB's various constituent parts clashed and meshed with the diverse goals of various parties in NIF's target communities (i.e. "emergent aboriginal and 'of colour' women filmmakers"). I argue that because the NIF program was structured according to the politics of identity ("race" in this case), "artworld" issues of unfair hiring and funding practices in the Canadian film industry, became distorted and expressed as issues of identity. Obfuscating the professional dynamics in the world of Canadian filmmaking by using "race" as an organizing principle did not, in the long-term, assure the sustained inclusion of excluded groups within mainstream institutions. A more effective strategy, the data suggests, would have been for underrepresented groups to cultivate alliances with professionals in the filmmaking industry based on concrete occupational, rather than hypothetical race-based interests.

Effective diversity training methods for student affairs professionals

The purpose of this study was to qualitatively analyze the perceptions of student affairs professionals in their experience with diversity training to find effective diversity training methods. Directors of student affairs departments at Ball State University were asked to name post-master's professionals in their area who they felt were committed to diversity. One professional was selected from each of the ten participating departments.The interpretation of qualitative data revealed that diversity was consistently described by the participants as "difference;" that commitment to diversity was derived from personal experience; and effective diversity training methods included connecting to personal experience, allowing ample time for training, encouraging contact with diverse groups, and utilizing effective presentation style. Departments could better prepare their professionals for dealing with issues of diversity by having extensive training throughout the year and making diversity a part of the department's values. / Department of Educational Studies
