It should be noted that Campinas EPA constitutes the preferred site occupation of social segments with higher income, and the illegal subdivisions at the region would have as its goal the production of essential residential and/or leisure activities for these segments. So, the council has levied a firmer stance of the Executive with respect to the division of Campinas EPA rural land, and a more careful application of urbanenvironmental guidelines provided in the Director Plan of the municipality for the referred area. The research is also concerned in examine the general contours of the political relationship between the Executive and the COMDEMA in the construction of urban and environmental policy in Campinas. The central axis of such conflict revolves around the formally existent instruments of participatory democracy and the economic interests of agents connected to the housing market. As a tool for the analysis of such political clashes, we rely primarily on guidelines established by the City Statute, legislation passed in 2001 which gives great importance to the democratic and participatory management of the city / Mestrado / Mestre em Ciência Política
