In this thesis the focus is on the analysis of the option of drawing financial means from the European Union's funds to finance the development activities of municipalities. Financial options of drawing these means is not equal to all municipalities. The theoretical part focuses on the basic concepts and gives a better idea of the conditions of the functioning of municipalities in the Czech Republic. In the following practical part, the structure, territory and municipality budget is further analysed in detail, of MČ Praha -- Slivenec and Dolní Břežany. The practical part is finished with the comparison municipalities in three areas analyzed in detail.

Svět očima raně novověkého měšťana / World from the point of view of the citizen in Early Modern Age

This diploma thesis covers the individual citizens' perception of suburban events in order to discuss the point of view of the early modern Czech citizen and their ability to gain information of the world around through the analysis of such suburban events that were registered in the chosen chronicles, originating between the years 1575-1600, a period that is considered "a golden age of the Czech cities". First, the background of the chroniclers is outlined, because it might have influenced the choice of events they decided to include in their works, i.e. the position of the concrete city, the level of education in the said period or the author's personal life. Second, the general knowledge of the authors is described in the thesis through the means of analysis of the type of recorded information (e.g. Turkish wars, the deaths of famous persons, wildfires, councils and the like). In other words, the thesis is to point out what type of information was considered to be the most interesting or extraordinary to the wider public, and which circles were usually covered by the chroniclers. The aim of my thesis was to clear up the issues of the program and performance budgeting on the level of municipal authorities. On the basis of available sources, I have gained findings and experience from abroad where these methods are used from the half of last century. Various changes and measures are assessed and realized to make a budget process better, economising more transparent and the allocation of sources more improved. The establishing of program-performance budgeting is quite a difficult process including several phases. Their realization is a necessary condition to be able to continue with the next phase and the whole process itself.
