The role of ward committees in enhancing community participation: a South African perspective

Community participation in municipal affairs is the bedrock of participatory democracy, and it has been hailed as the panacea for most public community programmes in South Africa. High-level public community participation empowers communities, increases self-reliance, self-awareness and confidence in self-examination of problems and seeking solutions for them. Community behavioural changes are promoted and utilisation and support of services is facilitated, which are of great significance to all community efforts, especially in areas where the service delivery rate from municipalities is low. The vehicle for driving community participation is the system of ward committees, legislation that is rooted in the Constitution, the Municipal Structures Act, and the Municipal Systems Act. The study sees community participation as people being involved in government decision-making that affects them directly or indirectly. It involves three types of action, namely facilitating rational deliberation, creating and communicating moral principles, and expressing personal and group affects and needs. This research investigated the role of ward committees in enhancing community participation from a South African perspective. Municipalities are organisations tasked with ensuring the equal distribution of services to local communities. Municipalities were chosen on the basis of commitment to communicate effectively with the community and in turn to encourage the community to participate fully in municipal activities. The study is conducted within the parameters of the Constitution of South Africa (1996), which mandates local government to provide a democratic and accountable local government, and to encourage the involvement of communities in the matters of local government. Section 152(1)(e) of the Constitution stipulates that the objective of local government, amongst others, is to ensure the involvement of communities and community organisations in matters of local government, and section 73 of the Local Government: Municipal Structures Act (Act No. 117 of 1998), further requires municipalities to establish ward committees in a manner that seeks to enhance participatory democracy at the local sphere of government. The study therefore investigated the role of ward committees in enhancing community participation. Ward committees are advisory bodies created at ward level in terms of the Municipal Structures Act (Act No. 117 of 1998), and consist of the ward councillor (who is the chair) and not more than 10 members representing diverse groups within a particular ward. The White Paper on Local Government (1998) further indicates that municipal councils should promote the involvement of citizens and community groups in the design and delivery of municipal programmes. A literature survey was conducted to investigate and conceptualise the role of ward committees in enhancing community participation, and to determine the responsibilities of ward committees in municipalities. A desktop approach was used to track down useful existing pre-published information (also known as secondary research), with the data collection coming from secondary sources, such as municipal records. A number of recommendations regarding the improvement of ward committees were made. Recommendations are provided for enhancing community participation in different municipalities in South Africa. It is envisaged that these changes could impact positively in encouraging community participation and ultimately improve service delivery.

An analysis of the efficacy of placing ailing municipalities under administration: a case of Mnquma Municipality in the Eastern Cape

This research conducts an examination of the efficacy of placing municipalities under administration with the overriding objective of determining the appropriate strategies that can be recommended for improving governance in municipalities. In a bid to achieve this overriding objective, the entire research process was guided by the research objectives and questions that examined; tools used to evaluate the success of provincial interventions, governance of Mnquma Municipality pre and post the intervention strategies which are used for improving municipal governance. Although the secondary research was accomplished through the review and analysis of the relevant literatures and theories, the qualitative research approach was used in the primary research process. The findings of the study indicate that achieving effective municipal governance in South Africa is far from being attained. In terms of the principles for effective governance, the study reveals that the effective implementations of good governance principles in municipalities is marred by factors that include; poor definitions of terms of reference of intervention processes, poor definition of what poor governance in municipalities, lack of evaluation tools for intervention and a process that is highly dependent on subjectivity which subjects it to undue external influence. In thediscussions, it was argued that this subsequently contribute poor working environment, non-improving municipal governance, lack of commitment and non-improving quality of service delivery. However, it was noted that there is still ineffective applications strategies which can be used for improving municipal governance in South Africa. While considering the primary and secondary findings of the study, it was recommended that despite all the contrasting views on the intervention, there was a lot of common ground on the strategies that could be used to improve municipal governance which should be implemented in municipalities.

An assessment of the municipal infrastructure and systems and their implications on the small town revitalisation strategy at Engcobo Local Municipality, Eastern Cape

This study was conducted at Engcobo Local Municipality in the Eastern Cape Province to assess the role of municipal structures and systems in the implementation of small town revitalisation strategy. From onset, it highlights that numerous attempts to implement small town revitalisation have failed because of lack of institutional capacity. In addressing this problem, the study outlined the following objectives. To assess role played by municipal structures and systems on implementation of small town revitalisation. To identify institutional challenges experienced during implementation of small town revitalisation strategy. To propose alternative institutional measures that can lead to effective implementation of small town revitalisation. In achieving the study’s objectives; literature from both developed and developing countries was reviewed and it was learnt that institutional capacity is important for efficient implementation of the strategy. Systems theory was also reviewed so as to provide conceptual basis that underpins this study. Data was collected through primary methods and secondary sources. Research participants were chosen by random sampling from councillors, managers, business and traditional leaders. Research findings revealed that there were institutional problems which hinder implementation of the strategy such as lack of competent human resources, insufficient budget and shortages of machinery. Through analysis of findings, the research proposed that small town revitalisation strategy should be reformulated and role of municipal structures be clearly defined. Both councillors and officials should be capacitated. The study further recommended that local people and stakeholders should be involved in the conception and implementation of small town revitalisation strategy. Areas for further research were proposed at the end.

The Constitution of the Republic of South Africa(Act 108 of 1996), the White Paper on Local Government (1998), Section B, the National Framework for LED in South Africa (2006), and other pieces of legislation gave direction in the development of LED Strategies in South# Africa, including the Mhlontlo LED Strategy.

Implementing performance management at local government level in South Africa : a case study on the impact of organisational culture

Local Government in South Africa has undergone much transformation since 2000. Although much of the change has been to correct imbalances, inequities and disparities within our local communities as a result of Apartheid, change has also been motivated by National Government’s realisation that, as with governments throughout the world, there is a need to modernise all spheres of Government. Part of this transformation process at a local government level in South Africa has been to ensure that municipalities become more responsive to the communities’ needs. The guiding principles for this transformation are contained in the White Paper on the Transformation of the Public Service (1995) and the Batho Pele White Paper (1997). This has informed the Municipal Systems Act: Act 32 of 2000 of which Chapter 6 determines that municipalities will have a performance management system to promote a culture of performance management amongst the political structures, political office bearers, councillors and administration. The performance management system must ensure that the municipality administers its affairs in an economical, effective, efficient and accountable manner. A literature review contained in this research, indicates that internationally, implementing performance management systems at a local government level is impact upon by a number of factors such as the organizational culture of an institution. This research, which has been grounded within a constructivist paradigm, describes the impact organizational culture has had on the implementation process of the performance management system at Buffalo City Municipality. Interviews were conducted amongst the Section 57 employees (i.e. the Directors) and those employees directly responsible for implementing performance management. The four Directors, two General Managers and the portfolio councilor were interviewed. Semi-structured interviews were conducted with the interviewees and this culminated in a total of 10 hours of interviewing. The protocols were analyzed using the guidelines suggested by Boyatzis (1998) and the findings are detailed in two chapters. The findings of the research were that the implementation of the performance management system at Buffalo City Municipality has been impacted on by the dichotomy between the political and administrative leadership, resulting in non-implementation of council resolutions, the lack of an organizational strategy, poor institutional arrangements and inadequate resource allocation, are reported. However, the most important finding was the impact that a culture of fear has had on the implementation process. This culture of fear and its impact on the implementation of performance management system is described as the most pervasive and insidious of all the findings to have negatively impacted on the implementation process. This research ends with recommendations for further research and it is argued that each organization has its own unique organizational culture. The conclusion is that no single typology, as contained in the literature, which can account for the specific impact organizational culture will have on the implementation process of a performance management system at local government level in South Africa. Consequently, implementers of performance management systems must assess the unique characteristics of each organization’s culture prior to implementation, in order to evaluate its impact that the organizational culture can have on the process.

No business or institution develops in the absence of an effective communication system. Communication is essential to the delivery of information, creating awareness and ensuring public participation. Participatory communication, which focuses on the active involvement of the people in all stages, is crucial. When participating in local government, citizens should be knowledgeable and attempt to understand the system and its operations, and be aware of their rights and responsibilities. To be truly significant and meaningful, participation needs to be based on the application of genuine two-way communication principles and practices. This study aimed to do exactly that; investigate, explore and analyse the various external communication channels employed by the Mnquma Local Municipality (MLM) whilst evaluating their effectiveness given the challenging circumstances and environment of a rural community and constituency. In this study a descriptive design with a quantitative research methodological approach was used. Data was collected from 400 constituents, using a questionnaire. Most respondents admitted that the municipality does communicate with them in a language they understood and that the municipality encouraged communication participation; however they indicated a need for more face-to-face engagement, a robust community development worker (CDW) programme, and more councillor engagement. Challenges to effective communication were identified as the lack of Information Communication Technology (ICT) infrastructure and the slow infiltration of technology in the area as well as delays in message delivery and that the municipality did not keep them informed. The demographics presented another unique challenge in that the literacy levels are low and poverty is rampant. / M

An investigation into service delivery : a case study of Ezakhe Township, Ladysmith, KwaZulu-Natal

South Africa has been experiencing a continuous bout of service delivery protests since the late 1990s. Protests are a public manifestation of conflict and therefore this study uses the term conflict and protest interchangeably. The cost of the damage which results from these protests is immense. It is critical that solutions to this protest ensure that the underlying factors leading to the protest are addressed, in order to reduce the probability of its reoccurrence. This study seeks to investigate whether or not service delivery conflict could be prevented through improved implementation of government services in all spheres. The provision of basic service delivery is critical for the livelihood of any community and even more so for previously disadvantaged communities. It is important to verify if the lack of, or poor, service delivery can lead communities to revolt against each other or the governing authority. The challenge with any conflict situation is that when it erupts into destruction, only the visible symptoms are addressed, because addressing the underlying factors is a long-term process which requires a holistic understanding of the conflict. Previously disadvantaged communities are experiencing a backlog of service delivery, the exploitation of their plight by different agencies and mismanagement by public servants, which further delays service delivery. The Ezakheni community has been one of those communities who were previously disadvantaged and expected different levels of government to meet their service delivery needs, from land ownership to the building of houses. This community expected that the process of improving their livelihood would be fast-tracked instead it was delayed by community conflict. The conflict started as a revolution against agencies that were against the community’s process of acquiring land, but ended up as community members fought each other and government departments in order to survive. The Ezakheni community conflicts date back to 1998 and subsided during late 2005. Any conflict after that was latent, although there were still killings, but they were sporadic and sometimes not linked to the conflict but categorised as criminal behaviour. The present study takes the reader through the process of evaluating whether or not there is a logical relationship between Ezakheni community conflict and service delivery. Chapter One gives an overview of the study and the processes that were followed during this study. Chapter Two opens up theoretical debates that influence the epistemology of this study. Chapter Three gives the reader a detailed overview of the profile of the case study. Chapter Four describes the methodology that has been utilised in the study. Chapter Five presents the data and interprets it. Chapter Six concludes the study.

Impact assessment of local economic development in the Amathole district municipality with special reference to agriculture

In this study, Local Economic Development (LED) is defined as an outcome of processes aimed at building up the capacity of local areas for sustainable economic development. The study assesses whether LED interventions, especially agricultural programmes, improve the livelihoods of poor communities in the Amathole District Municipality. Data was collected by use of both qualitative and quantitative research methods through interviews and questionnaires, respectively. Probability and non-probability sampling techniques were used to identify the research sample from the target population. These were further broken down into stratified, purposive and snowball sampling to enable the researcher to select specific municipalities, councillors, officials and stakeholders who participated in the study. Budgetary constraints, staff shortages and lack of required skills/ expertise were identified as the main challenges facing the district. The latter makes it difficult for the municipality to effectively implement sound LED programmes. Consequently, LED benefits are minimal. It is, therefore, recommendable for the municipality to seek other means of generating and boosting their financial viability through partnerships and private sector investments. This in turn will generate revenue for the municipality and ensure economic development in the district, thereby making a meaningful contribution towards the realization of a goal for “a better life for all”.

An evaluation of the ward committee system as a mechanism for enhancing service delivery in Nkonkobe Local Municipality : a case study of Middledrift

The South African local sphere of government has been mandated to provide a developmental and accountable local government and to ensure provision of services to communities in a sustainable manner. As a key developmental agent, local government is obliged by the Constitution of the Republic of South Africa 1996 to develop a culture of municipal governance that encourage and create conditions for the local community to participate in the affairs of the municipality. In this regard, ward committees have been introduced to municipalities as community structures to play a critical role in linking and informing the municipalities about the needs, aspirations and problems of their communities. In adherence to national legislation, such as the Local Government: Municipal Structures Act 117 (Act117 of 1998) and the Local Government: Municipal Systems Act 2000 (Act 32 of 2000) Nkonkobe Local Municipality established advisory structures in the form of ward committees throughout its area of jurisdiction to advise the municipal council on any matter within the council’s competence. As a representative structure of the community the ward committee is expected to serve as a link between the council and the community and for this purpose articulates community needs and aspirations to better the living standards of the community. Despite the stated objectives of ward committees, the Middledrift area has been identified by Nkonkobe Local Municipality IDP: 2007-2012 as the poorest area in Nkonkobe municipality with backlogs in infrastructure and service delivery. This study evaluates the extent at which the Middledrift ward committee (Ward 16) is enhancing service delivery in its area of jurisdiction.

An investigation of a local government turnaround strategy : the case of Nkonkobe Local Municipality

The primary purpose of the study was to investigate the extent to which the Nkonkobe Local Municipality is able to meet its obligations in terms of the LGTAS - specifically as a rural municipality. Further to investigate what impact, if any, the Report on the State of Local Government in South Africa has had on the municipality. The study moved from the premise that municipalities are different, and that a rural municipality’s response to service delivery and the LGTAS, should be understood in the context of additional challenges, because of its remote locality. The study therefore is based on the assumption that the Nkonkobe Local Municipality has not been able to fully meet the objectives, as they are contained in the LGTAS that was approved by Cabinet in December 2009. The study proposed to give a background of the origin of municipalities and evolution and transformation of Developmental Local Government in South Africa. The in-depth literature review was undertaken on Developmental Local Government to achieve the objective of the study. Local Government Turnaround Strategy analysis with reference to Nkonkobe Local Municipality is also presented to test the proposed hypotheses. The empirical survey and research methodology used in the study is described and explained in-depths and followed by data collection in a form of a questionnaire. The research findings of the empirical survey are then analysed and reported in statistical form. In the final chapter; recommendations are presented based on the empirical survey findings through the respondent’s inputs in the questionnaire. Recommendations are also presented on how Nkonkobe Local Municipality can improve its business to achieve the objectives of LGTAS.
