The research investigated to what extent the implementation of Local Economic Development strategies have turn to be necessary and viable in improving the social and economic state of people in lntsika Yethu Local Municipality. The population for the study was council employees, the mayoral committee and councillors of the lntsika Yethu Local Municipality. The study unity was limited to lntsika Yethu Municipal area. Convenience sampling method or theoretical sampling method was used for the sampling purposes. A self-administered questionnaire was used for data collection. Data was gathered through the completion of the questionnaire and through focus group interviews using the same set of questions in the questionnaire.

Submitted in fulfillment of the requirements for Doctoral Degree in Philosophy – Management Sciences, Durban University of Technology, Durban, South Africa, 2017. / South African municipalities are key institutions that are close to the heart of communities and therefore, their employees form the cornerstone of service delivery to communities. Many municipalities have been blamed for unreliable delivery of basic services whilst those that are located in rural areas still struggle to generate own revenue and faces serious skills shortages. It is important to note that there has been very little research conducted in rural districts and other similar sized municipalities on evaluating the impact of skills development, service delivery and management of learning transfer. Existing studies although they provide useful data, they seem to be aggregate, broad and not tailor made for rural district[s] and some other South African municipalities. Studies which are directed at local municipalities adopts ‘one size fit all approach’ and they did not consider that rural district municipalities have enourmous challenges in evaluating the impact of skills development in service delivery and attracting people with requisite technical and managerial expertise.
According to Punia and Kant (2013) most literature on impact and evaluation of transfer training is mainly drawn from the corporate sector. Furthermore, Topno, (2012), Pallares, (2012), Bird and Cassel (2013), they similarily pointed that existing models on evaluating effectiveness of development programs in various companies have the most limitations in assessing post training job performance and organisational impact. This is supported by Wenzel and Cordery (2014 stresses that for the past 40 years, evaluation and impact of learning transfer concept remained complex, underdeveloped and with limited clearly defined empirical findings.
Raliphada, Coetzee and Ukpere (2014) indicates that there are organisational factors affecting learning transfer in the South African Public Service. The identification of factors affecting learning transfer is a critical step toward ensuring that successful strategies are developed to remove barriers to learning transfer and ultimately improve implementation which leads to enhanced service delivery (Raliphada et al 2014).
Since 2000, Government has undertaken steps to transform South African municipalities. However, systematic problems contributing to poor management and service delivery challenges have continued to engulf local government and in most instances such grievances translated to service delivery protests across the country. Amongst dilemmas facing local government in South Africa is the shortage of skills, poor management, corruption, conflict management and unreliable service delivery. Researchers consistently argued that grievances concerning local government relates to unreliable service delivery, shortage of skills and poor management.
The purpose of this is to assess the role of line managers in implementation of skills development at the UMzinyathi rural – district and other similar sized municipalities and impact on service delivery. The study investigated perceptions of line managers, skills development facilitators and employees about the impact of skills development on service delivery at uMzinyathi District Municipality in Kwazulu Natal. The study investigated challenges experienced by managers in training and skills development. The questions were to indicate how challenges in training and skills development can be addressed in rural –district municipality and other South African municipalities.
The research adopted qualitative methodology. Furthermore, thematic analysis was used for presentation and discussion of the results. The responses or data collected from participants was interpreted and analysed. The findings of the study imply that there is no human resource development strategy, absence of mentoring and coaching, managers are not involved in skills development, there are no Skills development facilitators, high management turnover, poor planning, absence of effective employee performance management system across all levels in a municipality, no proper training and development sections and there are no tools to measure impact and success of training in local municipalities of a District.
The research proposes that integrative transfer of training model developed by Lee C et al (2014), be extended to UMzinyathi District municipality in KwaZulu-Natal and other South African municipalities. The study is also suggesting that existing transfer of training model be modified to add the evaluation of impact and post organisational performance. The study targeted a rural district municipality because of limited research directed at this sphere of government.
The modified Integrative Transfer of training Model will contribute to the new knowledge which is currently not existing in the municipalities. The model is modified to consider not only post training job performance but to add the evaluation of organisational performance and impact influenced by skills development programmes. / D

An appraisal of the Department of Provincial and Local Government's management and coordination of Donor Assistance Programs to local government in South AfricaDzengwa, Simphiwe January 2004 (has links)
This study is a contribution to the ongoing debate concerning the role and involvement of foreign donor entities in the processes of transforming and creating viable and sustainable municipal entities in South Africa. The discussion particularly focuses on the relationship between the donor community and the Department of Provincial and Local Government (DPLG) and how this relationship has been nurtured, coordinated and managed. The study acknowledges the challenges pertaining to local government transformation and the role and mandate assigned to the DPLG by the South African Constitution and the Presidential Coordinating Council (PCC) for it to facilitate the creation of developmental local government. In discussing this, consideration is given to capacity and resource constraints within the Department, which necessitate that it collaborates closely with other stakeholders, particularly donors, in seeking to augment its resource base and capacity. The Department's lack of capacity is further complicated by the various pieces of legislation, which have a serious bearing on how municipalities have to work - irrespective of their capacity and resources limitations. The research also focuses on how this relationship, between the DPLG and foreign aid donors working in the local government sector, is coordinated and managed. From evidence gathered and interviews conducted, the conclusion is drawn that there is much room for the DPLG to improve and strategically focus its interaction with donors as informed by its mandate and strategic priorities. Proposals, which entail development of donor management guidelines, setting up of a donor coordination unit within DPLG, the improvement of the understanding of donor work politics and modalities among DPLG officials, etc., are made.

A critical assessment of the implementation of performance management in the Nelson Mandela Bay MunicipalityNgcelwane, Mnikeli Jackson January 2009 (has links)
The transformation of all spheres of South African government to a more effective and efficient administration became a priority after the election of the country's first democratic government in April 1994. An important aspect of South Africa's democratisation was the promise by the new government to improve the lives of the people of this country, and provide a better life for all the citizens of South Africa. One of the most effective ways of achieving this goal is generally accepted to be the proper management and strengthening of the local government sphere. Local government is the sphere of government that is closest to the people, and generally the performance of National Government is assessed through the performance of municipalities. In strengthening local government, various pieces of legislation were developed since 1994 to ensure that the objectives of Section 152 of the Constitution are achieved. As a result of these imperatives, the Department of Provincial and Local Government introduced a White Paper on Local Government on 9 March 1998, with a vision of working towards a new developmental local government system. Various statutes emanated from this strategic framework, such as the Local Government: Municipal Structures Act No. 117 of 1998, the Local Government: Municipal Systems Act No. 32 of 2000 and the Local Government: Municipal Finance Management Act No. 56 of 2003. These legislative enactments endeavour to ensure that the local sphere of government is managed more strategically than previously, and is responsive to the needs of communities. Municipalities are expected to deliver efficient and affordable services to the local communities, and failure to do so could result in the recent spate of violent protest that has been recently experienced in various parts of the country. In order to measure the extent of service delivery to the communities, and to assess whether the objectives named in the municipality's Integrated Development Plan (IDP) document are being achieved, municipalities are compelled to implement performance management for all members of staff, political office bearers and service providers, in terms of the Municipal Systems Act No. 32 of 2000. This thesis therefore looks at challenges faced by the Senior Management (i.e. Section 57 employees, Directors and Assistant Directors) in the implementation of performance management within the Nelson Mandela Bay Municipality, during the first five years of their term in office (i.e. Senior Management appointed after 6 December 2000 local government elections), and recommending performance management steps as well as performance management model that can be used to cascade performance management amongst all levels of staff. This thesis begins by introducing the subject of performance management, briefly discussing the demarcation of the research, the research method utilised, the historical background of performance management, as well as the current status of performance management within the municipality. The introduction of the topic is followed by a theoretical overview of the subject of performance management. This is followed by the discussion of the research methodology followed when conducting this research study. The findings are discussed in detail after the research methodology, giving a synopsis of what the interviewees disclosed during the interview process. The last chapter provides a brief discussion of the findings, and discusses the recommended performance management steps and performance management model, that can be used by the municipality to cascade performance amongst all members of staff.

Evaluating the effectiveness of talent management strategies in rural municipalities in the Eastern CapeKrexe, Owethu Mziwabantu January 2014 (has links)
South Africa has three spheres of government, of which all are battling with the delivery of services to the population due to a number of challenges (Koketso and Rust, 2012). The local sphere of government was established in 1996 by the constitution of South Africa, for promoting social and economic development at municipal-based jurisdictions (Valeta and Walton, 2008). Pillay, Subban and Qwabe (2008) state that the South African public service lacks the skills required to perform their duties effectively and this is a key restraint. To emphasise this lack of skills, in an earlier study Meyer and Babb (2005) stated that management in the public sector is faced with a challenge of attracting employees with suitable skills for the job. Therefore, talent management has been identified as one of the strategies rural municipalities can use to improve performance. For this study, talent management is defined as a strategic process of attracting, recruiting, developing and retaining individuals who have the capability to make a significant difference to the current and future performance of the institution. The primary objective of the study was to evaluate the effectiveness of current talent management strategies used by rural municipalities and to provide these municipalities with a talent management model that can be of benefit to these institutions. This study analysed whether rural municipalities have talent management strategies and how effective those strategies were, by evaluating their current ways of attracting, developing and retaining their talent. A structured questionnaire was used as the measuring instrument. The study concluded by providing a talent model that could be used by rural municipalities.

An investigation of the role of selected ward committees in enhancing basic service delivery: the case of Buffalo City MunicipalityJakatyana, Xolile Christopher January 2010 (has links)
This study investigated the role of selected ward committees 29 and 32 of Nompumelelo and Tsholomnqa respectively in the Buffalo City Municipality (BCM) in enhancing basic service delivery. In terms of the White Paper on Local Government (1998:4), developmental local government promotes a system that centres on working with local communities to find sustainable ways to meet their needs and improve the quality of their lives. The study on that basis examines the nature and extent to which wards 29 and 32 committees enhanced basic service delivery within BCM. The study is premised on the assumptions that: The involvement of party-elected Councillors in ward committees inhibits members of ward committees from playing an active role in their communities; Ward committees are not clearly communicating municipality programmes to their communities; BCM is biased in favour of urban wards in service delivery; If the committees of wards 29 and 32 were given more powers to play a much wider role in providing leadership and make decisions in their communities (being elevated from an advisory role to ward management structures), they would make an impact in enhancing basic service delivery; and, With additional decision-making powers ward committees could play a more effective role in local government matters. The perceived slow pace of service delivery by municipalities has resulted in growing impatience and dissatisfaction, in particular among poor communities. This has been demonstrated by the spontaneous protests and unrests directed at municipalities that have been taking place nationally since 2003. The uprisings explain two aspects, namely local government is considered by communities to be the delivery arm of government in South Africa and poor communities feel betrayed because their active participation in government-provided spaces for participation such as municipal elections, ward committees and IDPs did not yield the result of promised development (Theron, 2008:36). iv The study employed the qualitative research design using an interview survey as a method of data collection and the reviewing of existing study material and documents to test the validity of the afore-mentioned assumptions. Lastly, with the aim of assisting BCM in nurturing the potential of ward committees operating in its area of jurisdiction, the following recommendations based on the findings of the study are made: BCM considers subjecting ward committees to structured formal and accredited training; BCM delivers services in a legally compliant manner; BCM delegates sufficient powers to ward committees; Ward committees be trained together with officials that drive the CBP process when BCM starts implementing the process; and, BCM provides support to ward committees.

A critical analysis of challenges facing developmental local government : a case study of the Nelson Mandela Metropolitan MunicipalityTsatsire, Israel January 2008 (has links)
This thesis investigates the challenges facing developmental local government in South Africa, using the Nelson Mandela Metropolitan Municipality as a reference. The thesis comprises eight chapters. The study is based on the assumption that the Nelson Mandela Metropolitan Municipality, like other municipalities in South Africa, is confronted by numerous challenges in implementing its constitutional developmental mandate conferred on it by the Constitution of the Republic of South Africa Act 108 of 1996. It is vital that local government understands and contextualises these challenges, so that appropriate interventions may be developed. The widespread recent service delivery protests which, in many instances, have turned violent, have sounded an alarm that cannot be ignored. If local government is already struggling to fulfill its traditional mandate of service delivery, then it would find it difficult to spearhead social and economic transformation and development. This study proposes to provide a brief historical background on the evolution and transformation of local government in South Africa. Issues such as the new status and developmental mandate of local government, the extent to which local government has succeeded in complying with its developmental mandate, as well as the challenges it has encountered along the way, will be addressed. Recommendations are presented on how the existing status quo can be changed to enhance service delivery and development and enable low government to fulfil its developmental role more efficient and effectively, with particular reference to the Nelson Mandela Metropolitan Municipality. The empirical survey and research methodology employed in the study is described. This is followed by the operationalisation of the survey questionnaire used for gathering the data needed for analysis. The research findings of the empirical survey are then statistically analysed and reported. The concept of models is introduced, and selected models are explained. This is followed by an explanation of the proposed normative model for monitoring and evaluating service delivery and development in the Nelson Mandela Metropolitan Municipality, for possible replication in other South African municipalities. Various recommendations flowing from the results of the empirical study, namely the responses made by the respondents during the empirical survey, are proposed in the final chapter. If adopted, these recommendations will enable the Nelson Mandela Metropolitan Municipality to deal with the developmental challenges facing it, ultimately rendering the Municipality a more efficient and effective developmental agent.

A study of a 2010 strike in a sub-directorate of the Nelson Mandela Bay MunicipalityKigozi, Annet Nakimuli January 2012 (has links)
This research adds on to Chaulk & Brown (2008) research on the assessment of employees’ reaction towards management and the union in the pre-strike and post-strike period. Research problem: The study raised two aspects that form part of the statement of the problem. Firstly, strike action has been a major aspect describing the South African industrial relations climate. The high level of strike action prompts the question; “Are South Africans World Class Strikers?” (Anstey, 2006). Secondly, the analysis of strike action has focussed more on the economic and power testing impact analysis rather than psychological and affective impact analysis of the strike such as establishing the impact of the strike on job satisfaction, work climate satisfaction, organisational commitment, management satisfaction, and union commitment. Research objectives: To address the research problem, research objectives, research questions and hypotheses were established. The main objective of the study was to examine the causes, processes and the impact of the strike, thereby making a contribution to both theory and practice. Whereas the contribution to theory took a form of building on to the research carried out by Chaulk & Brown (2008), and exploring through the process analysis on how behaviour during the conflict impacts on the ongoing relationships within the organisation, the contribution to practice took a form of highlighting to management and unions the impact of the strike on employees so that necessary interventions to prevent the negative impact of the strike would be created. Research questions: Six research questions were established and these were; what were the causes of the strike; how did the strike unfold; what were the substantive outcomes of the strike; what were the procedural outcomes of the strike; what were the climate outcomes of the strike; is there a relationship between the demographic factors and the affective outcomes of the strike? Research hypotheses; Five research hypotheses were established for the research. These hypotheses were aimed at establishing the impact of the strike on the affective outcomes of the strike. These were; there was a significant change in the level of organizational commitment after the strike; there was a significant change in the level of job satisfaction after the strike; there was a significant change in the level of work climate satisfaction after the strike; there was a significant change in the level of management satisfaction after the strike; and there is was significant change in the level of union commitment after the strike. Research design and methodology: Both qualitative and quantitative methods were used to collect data. Qualitatively, interviews, media reports and the Municipality records were being used to collect data on the causes, processes and outcomes of the strike. Quantitatively a survey questionnaire was used to collect data. Data was collected from 105 Traffic Officers who had recently been on strike in the NMBM. Measures of organisational and union commitment, employee job satisfaction, and work climate satisfaction were assessed using the Chaulk & Brown (2008) questionnaire. A paired sample t-test, ANOVA test, and Scheffe test and Cronbach’s alpha, were some of the quantitative methods used in data analysis. Henning’s approach was used to analyze qualitative data. Major findings: The results from the questionnaire revealed that job satisfaction, work climate satisfaction and management satisfaction significantly changed in the post-strike period. In addition, impact of demographic factors on affective factors was evident for participation in the strike and the level of union commitment; age and job satisfaction; occupational level and job satisfaction; and service length and union commitment.

An investigation into the impact of HIV and AIDS on municipal management: a case study of George municipalityMfula, Sindiswa Elk January 2013 (has links)
The aim of this research was to provide a preliminary investigation of how the HIV and AIDS epidemic will impact on management of municipalities, specifically George Municipality. Municipalities provide a large proportion of essential basic services and also represent one of the primary opportunities for public participation and decision-making at a community level. This paper takes George Municipality in the Western Cape as a case study of the current and potential impact of HIV and AIDS on public demand for services and on the municipality's capacity to govern and provide services. It also reviews the responses of the municipality to HIV and AIDS.The research was conducted using a questionnaire which was distributed to municipal officials in the different departments but also included a review of relevant literature and analysis of quantitative data. The study focused on a single case: An investigation into the impact of HIV and AIDS on municipal management of George Municipality. The study identified strategies utilised by the municipality to reduce the impact of HIV and AIDS. The study drew on people's experiences, perceptions and interpretations of the impact of HIV and AIDS on municipal management, responses and any other related factors that may have impeded the realisation of the reduction of the impact of HIV and AIDS on municipal management in the George Municipality.Fifty questionnaires were distributed, 40 copies by hand delivery and ten copies via e-mail to employees ranging from general worker to senior management. Employees participated in the study through interviews and answering of the questionnaires. An internet search was also conducted using Wed Crawler and by visiting the official website of the George Municipality for all policies, minutes, reports and all other relevant documents regarding HIV and AIDS. The researcher also drew on personal observations because she has been in George for almost six years and is also employed by George Municipality. Participants who were selected by the researcher for interviews purposes were five councillors and five ward committee members because councillors are decision makers in the municipality. The rest were given questionnaires to complete. Data was analysed by using interpretation analysis, namely codes to explain data collected. Results were presented in the form of tables and conclusions warranted by the data are presented. Statistical analysis was done to check correlation between the different aspects in the questionnaire. According to the research findings it can be confirmed that more of the budget needs to be allocated for employment of suitably qualified persons like occupational nurses, who will drive HIV and AIDS education and awareness campaigns. HIV and AIDS mainstreaming should be regarded as a priority in order make people aware about the realities of HIV and AIDS in communities. Leadership and management buy-in should be obtained to win the fight against the epidemic. A comprehensive strategy should be compiled and implemented to reduce the spread and stigma of HIV and AIDS. Proper planning should be done for compiling the strategy. This strategy should specify the budget for HIV and AIDS and how HIV and AIDS is going to be integrated into an IDP. Prevention and management strategies used by the organisation should be explained.

Assessment of local economic development in the O.R. Tambo District Municipality: agriculture and food productionNongogo, Mbuyiselo Theophilus January 2013 (has links)
Local economic development (LED) is a government policy tool that seeks to build the economic capacity of a local area to improve its economic future and the quality of life for all. Partnerships between the public sector and the private sector are considered to be an important foundation for successful LED planning and implementation. The aim of the study was to assess whether the LED interventions, with specific emphasis on agriculture and food production programmes, are improving the livelihoods of the poor communities within the OR Tambo District Municipality. The researcher used the qualitative and quantitative research methods to collect the data through interviews and questionnaires respectively. Probability and non-probability sampling techniques were employed to identify the research sample from the target population. The researcher sampled the OR Tambo District Municipality as well as all the local municipalities therein. The target population consisted of LED directors, LED and IDP managers as well as LED councillors as respondents. Furthermore, the researcher also sampled other stakeholders that are crucial in LED, namely the Department of Economic Development and Environmental Affairs, the Department of Rural Development and Agrarian Reform and Transformation, the Eastern Cape Department of Local Government and Traditional Affairs, the Department of Social Development and Special Programmes as well as the Ntinga OR Tambo Development Agency. Budgetary constraints and agricultural infrastructure backlogs were identified as the main challenges facing the district. These challenges hinder the effectiveness of implementing sound LED programmes. Consequently, LED benefits are minimal. It is recommended that the municipality develop strategies for income generation to boost its financial viability in order to strengthen its financial capacity, embark on vigorous infrastructure rollout which will have a positive economic impact and open employment opportunities for the local communities. This can be achieved by the strengthening of partnerships and the attraction of private investors in order for the municipality to implement the LED programmes effectively and change the lives of the people in the local area.
