Magistro baigiamajame darbe nagrinėjami valstybės registrų ir notaro tarpusavio veiklos ypatumai, analizuojama valstybės registrų paskirtis ir reikšmė, aprašomos valstybės, kaip esminio garanto, užtikrinančio registrų veiklą, funkcijos. Darbe aptariami valstybės registrų ir notaro sąveikos aspektai: pirma, kada valstybės registrai, kaip duomenų teikėjai, atlieka informavimo funkciją, antra, kada notaras, kaip duomenų teikėjas valstybiniams registrams, sudaro pagrindą duomenų ir dokumentų registracijai valstybiniuose registruose arba atlieka tik informavimo funkciją. Tuo pagrindu nagrinėjamos valstybės registro bei notaro teikiamų duomenų neišsamumo, neaktualumo ir neprieinamumo problemos. Darbe paliečiamas ir vis aktualesniu, atliekant notaro funkcijas, tampantis elektroninio parašo teisinis reglamentavimas. Dar vienas aptariamas klausimas – valstybės registrų veiklos teisinis reglamentavimas, jo įgyvendinimas notaro praktikoje ir tokio įgyvendinimo problematika. Komparatyvistinio metodo pagalba darbe lyginamos notaro, kaip vienos iš pagrindinių institucijų, užtikrinančių teisėtumą civiliniuose teisiniuose santykiuose funkcijos, atsižvelgiant į skirtingose Europos valstybėse įtvirtintas teisines sistemas, teisinį reglamentavimą ir praktiką. [toliau žr. visą tekstą] / In the following master paper researches the peculiarities of state registers and scriveners’ inter-activity, the purpose and meaning of state register are analysed, the functions of state as an essential security warranting the action of register are described. The paper also discusses the aspects of state register and notary inter-activity. First, when state registers as data providers perform informing function. Second, when a notary, being as a data provider for state register, lays the foundation for recording data and documents in state registers or only performs the informing function. On this basis the problems of state register as well as incomprehensibility, irrelevance and inaccessibility of data provided by notary are analysed. The work also approaches the legal regulation of electronic signature which is becoming more and more topical in performing notary functions. Another discussed subject is the legal regulation of state registers’ activity, its implementation in notary practice and the topic of such realisation. The thesis deals with the topic of basic registers and specific agendas' activity roles that are analyzed based on a questionnaire survey. It gives the basic overview of e-Government and the basic registers of public administration as part of e-Government. Based on the questionnaire survey conducted on particular Land Register and Register offices the structure and definition of the agenda activity roles are evaluated and the thesis identifies the intensity of various activity roles use in practice. It is concluded that the activity roles of A124 agenda are defined in the way that approximately corresponds to the actual execution of the agenda and that all the roles are actually more or less in use. On the contrary, when it comes to A414 agenda, the number of reported roles is quite maximalist. The thesis reveals that some of the activity roles are not being executed in practice at all, or they are in use only at certain offices. 67 % of both A124 and A414 agenda activity roles were proved to be defined the way that fully corresponds to the actual use of these agendas. These activity roles are being used quite often.

The diploma thesis "Data Standard of the Health Information Systems" deals with the structure of data standard including XML language. Further the thesis is focusing on hospital information system CLINICOM with the inclusion of the access to data records from its database Caché company InterSystems. Description of the National registers of health is also included.The concept of web application is also one part of the thesis which enables to generate reports in the data standard of the Ministry of Healt of the Czech Republic for mandatory reporting by NHIS registers in the time interval from the Caché database. Found records from the database can be printed for archiving. The work also deals with security access to the HIS server and data communication between health organizations.
