Toward verification of a natural resource uncertainty model

Natural resource management models simplify reality for the purpose of planning or management. In much the same way, an uncertainty model simplifies the many uncertainties that pervade the natural resource management model. However, though a number of uncertainty models have been developed, there has been little work on verifying such models against the uncertainty they purport to represent. The central research question addressed by this work is 'can a natural resource management uncertainty model be verified in order to evaluate its utility in real-world management?' Methods to verity uncertainty models are developed in two areas: uncertainty data models, and uncertainty propagation through process models. General methods are developed, and then applied to a specific case study: slope stability uncertainty in the southern Queen Charlotte Islands. Verification of two typical uncertainty data models (of classified soils and continuous slope) demonstrates that (in this case) both expert opinion inputs and published error statistics underestimate the level of uncertainty that exists in reality. Methods are developed to recalibrate the data models, and the recalibrated data are used as input to an uncertainty propagation model. Exploratory analysis methods are then used to verify the output of this model, comparing it with a high-resolution mass wastage database—itself developed using a new set of tools incorporating uncertainty visualisation. Exploratory data analysis and statistical analysis of the verification shows that, given the nature of slope stability modelling, it is not possible to directly verify variability in the model outputs due to the existing distribution of slope variability (based on the nature of slope modelling). However, the verification work indicates that the information retained in uncertaintybased process models allows increased predictive accuracy—in this case of slope failure. It is noted that these verified models and their data increase real-world management and planning options at all levels of resource management. Operational utility is demonstrated throughout this work. Increased strategic planning utility is discussed, and a call is made for integrative studies of uncertainty model verification at this level.

Perceptions of the conservancy concept, common pool resources and the challenge of collective action across private property boundaries : a case study of the Dargle Conservancy, South Africa.

Conservancies are viewed as playing an important role in enabling the landscape-scale management of biodiversity and ecosystem services by extending conservation areas beyond the boundaries of formally protected areas (PAs). In the South African context of the Biodiversity Stewardship Programme (BSP), conservancies are viewed as a viable landscape-scale approach to stewardship that can contribute to meeting government conservation mandates of conserving biodiversity and expanding its protected area network outside state PAs, through partnerships with private landowners. Using the landscape approach theory, I determined that the landscapescale context of biodiversity and ecosystem services creates common pool resources (CPRs) that require collective action in the form of integrated management planning across private property boundaries. In this context, conservancies create multi-tenure conservation areas with landscape meanings and associated benefits that require landscape-scale collective action. However, using property and collective action theories, I deduced that when landowners in a conservancy seek to engage collective action for landscape-scale conservation objectives under the BSP, they are challenged by the tension between individual meanings defined at the scale of their own property and landscape-scale meanings that straddle property boundaries. This tension is reinforced by property rights in which each actor holds resources under a private property rights regime while the landscape-scale meanings of CPRs need to be addressed in a common property rights regime context. Based on this complexity, my research set out to determine peoples’ meanings attached to the concept of conservancy and to illustrate how these meanings influence the ability to attain collective action necessitated by the CPR management regimes superimposed on private property rights regimes. This was with the view to refine the concept of conservancy to enable those who establish and engage with conservancies to better appreciate the implications and the nature of the governance regime that is required for success. My results show that the success of a conservancy as a landscape approach is dependent on landowner commitment to collective action. Landowner commitment is also influenced by a shared understanding of the conservancy as a multi-tenure conservation area managed collectively for the conservation of biodiversity and ecosystem services across private properties. Thus Conservancy members need to develop an understanding of the conservancy as an area of contiguous multiple private properties that require collective management through integrated management planning, guided by a Dargle Conservancy management plan. Conservancy members also need to develop an understanding of the contiguous properties as encompassing biodiversity and ecosystem services that require common property rights regimes for their sustainable use and management. This explicit landscape approach will encourage landowner commitment to the conservation objectives set out in the multi-tenure conservation areas. I use my research findings to identify three issues for further research in community-based conservation areas as a landscape approach to conservation: firstly, research that focuses on developing integrated management plans for landscape-scale bio- and eco-regions by designating contiguous private properties into different categories of PAs according to collectively agreed conservation objectives; secondly, research that focuses on developing appropriate management regimes based on a model of multi-tenure conservation areas managed collectively for the conservation of biodiversity across private properties; and thirdly, research that focuses on establishing social structures for the development of adequate capacity and decision-making at the conservancy level to implement a landscape approach that supports ecological functions beyond individual boundaries. Building on this research will provide an important continuous learning process between conservancies and conservation agencies. Putting the spin on wind energy: risk management issues associated with wind energy project development in Australia

The debate on global warming is over (Stix, 2006 p24). The global community must now find ways to reduce greenhouse emissions, particularly from energy generation. Wind energy provides one of the potential solutions to generate renewable energy without creating harmful greenhouse gases. Wind energy is the fastest growing energy generation industry globally (‘Operating wind power capacity' 2006a). This rapid growth is being driven by increasing global energy demand, commitment from governments globally to international agreements including the Kyoto Protocol (UNFCCC 1997) to reduce the emission of greenhouse gases, as well as individual country commitments to mandatory renewable energy targets. Australia, whilst being a signatory to the United Nations Framework Convention on Climate Change (UNFCCC) commitment to reduce greenhouse gas emissions, has so far failed to ratify the Kyoto Protocol. In Australia, wind energy development to date has been driven primarily by the development of the Mandatory Renewable Energy Target (MRET) under the Renewable Energy (Electricity) Act 2000. This requires a commitment to 2% of total electricity generation (9,500GW) to be derived from renewable energy sources by the year 2010 (Warwryk, undated). It is now understood, that the current federal obligation to renewable energy is now oversubscribed, and consequently the likelihood of further wind energy projects being developed is highly limited (Brazzale 2005). External to the government commitment to renewable energy, the development of wind energy projects requires a range of inputs including, but not limited to; an understanding of the wind resource, security of land, access to suitable electricity transmission grid, a market for the electricity, access to suitable technology and a level of community support. Whilst the literature related to project management and risk management is extensive, the literature related to the risks associated with wind energy development in Australia is limited. This research then seeks to fill a void that asks the question; How can project managers minimise the risk associated with wind energy developments in Australia? To investigate this research problem, comparative case study analysis was adopted as a methodology utilising a structured interview process of project managers responsible for the development of 8 Australian wind energy projects. This research shows that the greatest risk to Australian projects is the lack of security associated with the current federal legislation and the consequent loss of market value of the power from wind energy projects. A number of additional primary and secondary risks are identified by the interview participants, and the research is able to draw out three common themes of risk management strategies. These three themes were categorised as conservatism, due diligence and proactivism. This study contributes to the research associated with project management, risk management and wind energy development. This insight into the Australian wind energy industry provides policy makers, educators and stakeholders with information to assist in improving the political, economic and social environment for further wind energy development, in order to mitigate against further greenhouse gas emission and combat global warming.
