A Comparative Study of Resilience of the Water Commons in the Upper and Middle Rio Grande Basins of New Mexico

<p> This dissertation is a study of two water management systems and their respective potential for adaptive change. It compares the principles of traditional common-pool resource communities with the policies and practices of contemporary acequias and the Middle Rio Grande Conservancy District. A review of the biophysical environment and relevant water laws and institutions provides a historical and environmental perspective on how the two distinct systems evolved into their current forms. The respective systems' capacities to continue to function in their basic forms in the face of climate change are evaluated through the conceptual lenses of resilience theory and the adaptive change cycle. The severe and extended drought that New Mexico is experiencing is causing a sharpened focus on how to limit water use. Shortage sharing is a traditional practice in common-pool resource cultures, as are other measures to manage a limited and vital resource, including monitoring, sanctions, exclusion of free-riders, equity of use, and reliance on democratic institutions to ensure collective decisions. These principles and practices are present to varying degrees in both systems and provide solid bases upon which to innovate and adapt to new conditions. The challenge will be to mobilize the will to change sufficiently to adapt while honoring the cultural values represented in each system; in other words, to build resilience into the systems. Opportunities to do so are explored and evaluated for their potential positive effects and possible downsides</p>

Scarcity and wealth revisited : perspectives on commodity markets in the 21st century

This thesis explores a selection of the ways in which an era of high mineral commodity prices - commonly dubbed the 'super-cycle' of the 2000s - is reshaping the map of global commodity markets. It pursues this agenda through three research aims: (1) to recast the relationship between geophysical resource supply, prices, and markets; (2) to examine some of the institutions that channel and benefit from resource wealth; and (3) to 'open the black box' of the commodity price formation process. The thesis pursues this agenda through four substantive papers, each with its own set of research objectives and findings, and primarily uses the example of phosphate as a vehicle for discussion. The first half of the thesis focuses on the production side of commodity markets. It begins by exploring the multidimensional nature of the concept of resource scarcity, both in its geophysical and socioeconomic aspects, by interrogating a prominent inherited conception of natural resource scarcity: 'peak' natural resources, specifically peak phosphorus discourses (chapter 3). The thesis then carries on the research agenda suggested by this initial study by conducting a field research-based case study of the little-known Moroccan state-owned phosphate mining and fertilizer company, OCP Group (chapter 4). It explores the particular type of principal-agent problem in generating and distributing national resource wealth that national extractive companies (NECs) such as OCP face. The second substantive half of the thesis is concerned with global commodity trading and price formation. It constructs an 'anatomy' of global phosphate markets in order to shed light on the phosphate price formation process (chapter 5). Based on this investigation, the thesis argues that despite the opacity of the processes by which phosphate is priced, an apparent lack of a 'benchmark' or reference price is not necessarily as problematic as market theorists might assume. Finally, the thesis takes a macro-level perspective of the relationship between finance and physical commodity trade by examining the role of financial trading in the governance of commodity markets (chapter 6). Overall the thesis distils the following findings. To begin with, a deeper and more nuanced understanding of the concept of resource scarcity puts short-term price movements as indicators of resource availability into perspective while revealing an unforeseen degree of complexity, as well as certain 'blind spots', in the geopolitical and institutional aspects of resource supply and trading. Second, the power of two particular, less-researched types of institutions that channel and benefit from resource wealth - names, national extractive companies and financial investors - is both less great and different in nature than is commonly assumed. Third, for institutional as well as geographic reasons that are specific to different types of commodities, the commodity price formation process is even further from the joint ideals of market transparency and liquidity than is commonly assumed. Finally, insofar as commodity production and trade can be conceived as part of the 'real economy', it cannot succumb to what is widely feared as the hegemony of 'financial logic'.

People, fishing and the management of a human-dominated ecosystem

<p> Understanding how to balance human well-being and ecological integrity is one of the fundamental challenges in conservation and natural resource management. As our human-footprint on ecosystems expands and deepens, we are increasingly realizing that human well-being is crucial to understanding social-ecological systems and managing them sustainably.</p><p> In my first chapter I add to this literature by extending a theoretical model to examine the effects of two biophysical stressors on a marine species. While this model was developed to understand how harvest and climate change may interact to affect species viability, the model instead emphasized the sensitivity of the results to assumptions about human behavior. This result adds to a small, but growing, body of literature that demonstrates the importance of considering resource-users&rsquo; dynamics when attempting to predict outcomes for biophysical systems.</p><p> Despite conceptual advances in linking human-wellbeing to biophysical dynamics, a major challenge exists in operationalizing these conceptual framings. In my second chapter I use the US West Coast commercial fisheries system as a case study and developed a novel network approach of linking the social system (i.e. fishing communities) to the ecological system (the fish). This approach made use of data collected by management, making it immediately operational for all managed fisheries in the US. Such a conceptual framework represents a major step forward for mapping and quantifying these linkages between social and natural systems. I add to this work by analyzing these resultant networks to show that the topological structure and modularity varied non-randomly, providing additional features that may be useful for mangers seeking to balance human well-being with sustainable populations of fish.</p><p> In my third chapter I analyzed patterns of participation across the US West Coast commercial fisheries before and after a major management change in a single fishery. Using individual- and fishing community-level analyses, using the framework described above, I show that the policy affected how fishermen shift their effort across fisheries at the individual level, but community level attributes remain unchanged. This work demonstrates how such social-ecological system level policy analysis may be conducted.</p><p> Overall this dissertation helps move us towards a set of tools managers can use to evaluate policy efficacy in commercial fisheries in the face of rapid environmental change while balancing ecological integrity and human well-being.</p>

A Resource Curse for Institutions: Rent Dependency and Quality of Government

Thesis advisor: Richard, S.J. McGowan / The Natural Resource Curse literature proposes to explain why and to what extent resource-wealthy countries have poor economic growth outcomes. Most research focuses on direct economic explanations, considering the role of governing institutions exogenously if at all. One emerging branch of explanations attempts to address this shortcoming, focusing on the indirect effects of institutional deterioration on economic outcomes in resource-rich countries. I add to this emerging literature by performing an econometric analysis of 16 oil-producing nations, examining the impact of national oil rent dependency on 12 dimensions of government quality from 1987-2008. I find that oil dependency has a significant negative impact on government quality in 11 of the 12 dimensions. I also find that controlling for preexisting levels of democracy does not significantly mitigate institutional resource curse effects. A System Dynamics Approach to the Political Economy of Resource-dependent Nations

"Development on the basis of extraction and export of natural resources is a dynamically complex problem. Empirical evidence shows that while some nations have been successful to translate natural resource wealth into long-term development but many have failed too. In this dissertation a system dynamics approach is taken to understand why this is happening and what strategies could facilitate a resource-based development process. In this regard, Mashayekhi’s model of oil-dependency of Iranian economy as one of the few relevant system dynamics examples is updated and revalidated. The results show that despite its capability in showing the dynamics of the problem from an economic perspective it lacks socio-political features that are necessary to address the most fundamental issues of resource-based development. It is shown that Katouzian’s theory of “arbitrary state and society” could fill this gap. The theory is, thus, translated into a system dynamics model so that it could be tested for internal consistency and used for policy analysis. The model is able to explain long-term socio-political-economic instability of a resource-dependent society. On the basis of Mashayekhi’s model, Katouzian’s theory, and other fundamental explanations of natural resource dependency that are available from the literature, a generic eclectic model is developed. The model has gone through a comprehensive list of confidence-building tests. Controlled experimentation through Monte Carlo simulations show that, on the contrary to the current belief, it is unlikely that natural resource wealth be harmful for social welfare. Results also revealed that rule of law is a crucial factor that affects trajectory of the socio-political-economic development. Other findings are as follow. Civil resistance (disobedience) can be harmful for the system in the long-run. While sanctions could affect the economy it has barely an impact on socio-political settings of a society. Finally, wage stabilization, facilitation of social mobility, and privatization of natural resource revenues within certain limits) could help the resource-based development to achieve better outcomes."

A View from Within| Notes and Insight from an Institutional Ethnography of the National Commission for Natural Protected Areas in Tulum, Mexico

<p> National parks and protected areas are an integral component of the Mexican government&rsquo;s long-term natural resource conservation strategy. They comprise over 90 million hectares throughout the country. However, the establishment and upkeep of these protected areas often incites conflict both between and among local actors. From poachers taking protected resources to indigenous peoples exercising their rights, protected areas have become a source of political, economic, and moral contention across the globe. In addition, their effectiveness in either ecological or sustainable development terms has been ambiguous at best. </p><p> Tulum, Mexico exemplifies this dilemma. The site of pre-Columbian Mayan architecture, Tulum is now facing explosive economic growth driven largely by an international tourism industry. This fragile ecological site and vulnerable cultural community have the potential to be seriously impacted by mass tourism. Accompanying the myriad social, political and ecologic implications of tourism are real challenges for park managers, who are placed in the delicate position of attending to federal objectives while mitigating on the ground realities. </p><p> This report chronicles nearly two months of ethnographic field work conducted with The National Commission for Natural Protected Areas, a federal government agency responsible for the management and administration of protected areas in Mexico. Preliminary results suggest that effective management strategies of protected areas are constrained due to &ldquo;top down&rdquo; and hierarchical management philosophies and approaches that do not adequately incorporate the multiple challenges faced by local communities, especially in light of the burgeoning tourism pressures. This report recommends the implementation of a participatory applied ecological management framework that adequately includes perspective from local actors. Hopefully, Tulum can come to represent a locality in which internationally-based tourism development can coexist with an increasing capacity for the adaptive management of natural protected areas.</p><p>

Natural-Resources Education in Utah's Public Schools

Several aspects of natural-resources education were explored in this study. First, a statewide survey of science, social studies, and elementary teachers was conducted to determine the current form and extent of natural-resources education in Utah. Returns were received from 51% of the surveyed teachers. The percent of time devoted to natural resources, the factors affecting natural-resources instruction, and the need to improve that instruction were assessed. Utilizing that information, the Natural-Resources Curriculum Framework was developed. The Framework is designed to provide educators with the essential concepts to be included in a comprehensive natural-resources program. Finally, examples of classroom support materials were created as extensions of the Framework. These materials, specifically designed for geography teachers, cover a wide variety of concepts involving natural resources.

Modelling Fertiliser Use in the Glenelg Hopkins Catchment

The improvement of water quality in the streams of the Glenelg Hopkins catchment is a priority of the Glenelg Hopkins regional strategy. A major source of water pollution in the region is linked to agricultural activities as high nutrient levels from runoff have the potential to increase the incidence of blue-green algae in the waterways. Land use change, reduced rainfall, more frequent extreme rainfall events and higher temperatures associated with climate change are likely to exacerbate this trend. Water testing data of the Total Phosphorus (TP) levels in the Hopkins River and at other sites within the Hopkins Catchment indicate increasing incidence of TP above the Environment Protection Authority's target levels for extended periods of each year. Earlier research indicated that phosphorus in runoff increases when pasture fertility increases and that fertiliser management practices should be considered as an element of preventative action for reducing nutrient pollution. During our research, a survey was undertaken in the Hopkins River catchment, to determine the current management of phosphorus (P) fertilisers on grazing and mixed enterprise farms, the attitude of farmers to natural resource management and their understanding of nutrient pollution. The survey also gathered information on the way farmers made fertiliser management decisions. If cooperation relating to phosphorus fertiliser application could be facilitated between groups of farmers, it may be possible to reduce nutrient runoff into the Hopkins waterways. Cooperative game theory has successfully been used worldwide in the resolution of environmental problems where there is an economic impact to the decision making process. In this project, the amount of phosphorus applied per hectare was used in a cooperative game theory model assessing the potential for cooperative action on phosphorus management by groups of farmers, based on the trade off between the economic cost of pollution to the region waterways and the economic production benefits to the individual. The outcome of this work was individual optimal strategies for fertiliser application, allowing individual farmers to reduce their impact of agricultural production on the health of the catchment. Involving the farmer groups, while undertaking the project, raised awareness amongst the farming population of the regional nutrient pollution caused by runoff from agricultural land, and enlisted their assistance towards adopting a cooperative approach to the problem. In addition, the results have been mapped using a Geographical Information System (GIS) for visual presentation and to demonstrate the use of this process in natural resource management with the farmer groups.

Information system success: evaluation of a carbon accounting and sequestration system

The primary aim of the research conducted for this thesis was to develop a predictive model of information systems success for a publicly-available, web-based application that provides information to users on both the value of carbon credits that result from sequestration of carbon in a forest as well as potential earnings from supply of saleable timber. The application, also developed as part of this research, is called the CO2 Calculator. In addition attitudes of respondents to climate change and carbon sequestration were also gauged to ascertain their knowledge of key environmental issues relevant to the system.The model used as the foundation for the research is the DeLone and McLean (1992, 2002, 2003) model of information systems success. This model was adapted to measure information systems success for the CO2 Calculator which is a publicly available, web-based application rather than a proprietary, task-specific, organizationally focused application as measured in the prior research.Data was collected via a survey dispatched by email to users who accessed the CO2 Calculator. The survey instrument used builds on the existing work of Torkzadeh and Doll (1988, 1999), Seddon and Kiew (1994) and Torkzadeh et al. (2005). All of these researchers used variations of the End User Survey (EUS) to collect data on end users’ perceptions of the success of various applications, all of which were internal, organisationally-focussed, task specific, proprietary systems. This meant the survey items used for the current research were adapted to measure users’ attitudes to a publicly-available, web-based application that had no task-specific roles in an organisation.Analysis of the data proceeded in two distinct phases. The first phase was the examination and presentation of descriptive information about the demographic characteristics of the sample and the users’ attitudes to climate change, carbon sequestration and the overall success of the CO2 Calculator. The descriptive data indicated the respondents are a technologically literate group who have concerns related to environmental management and the use of land for sustainable practices. It also showed that the users were extremely satisfied with the CO2 Calculator.In the second phase Exploratory Factor Analysis (EFA) was used to examine the constructs underlying the data and Structural Equation Modelling (SEM) was used to examine the relationships among the constructs. Both the EFA and SEM resulted in structures and relationships that differed from the hypothesised outcomes and revealed a set of constructs and relationships that were clearly associated with the success of a publicly-available, web based application with different theoretical associations than those found by previous researchers examining organisationally-focussed, proprietary applications.Regression analyses were also conducted to check the relationships among constructs that were omitted from the final structural model, but were on the hypothesised model. Support for their inclusion in further studies was found as the analysis identified that the scales used to measure these constructs were significant predictors of the outcome variables although not when networked with those constructs that were on the final measurement model.Notwithstanding the limitations of the research, it has resulted in the identification of a predictive model of information success for web-based, publicly available, nonorganisationally focused systems.
