Halting White Flight: Atlanta's Second Civil Rights Movement

Focusing on the city of Atlanta from 1972 to 2012, Halting White Flight explores the neighborhood-based movement to halt white flight from the city’s public schools. While the current historiography traces the origins of modern conservatism to white families’ abandonment of the public schools and the city following court-ordered desegregation, this dissertation presents a different narrative of white flight. As thousands of white families fled the city for the suburbs and private schools, a small, core group of white mothers, who were southerners returning from college or more often migrants to the South, founded three organizations in the late seventies: the Northside Atlanta Parents for Public Schools, the Council of Intown Neighborhoods and Schools, and Atlanta Parents and Public Linked for Education. By linking their commitment to integration and vision of public education to the future economic growth and revitalization of the city’s neighborhoods, these mothers organized campaigns that transformed three generations’ understanding of race and community and developed an entirely new type of community activism.

Neighborhood Social Interaction in Public Housing Relocation

Nationwide, housing authorities demolish public housing communities and relocate the existing residents in an attempt to create more favorable neighborhood environments and to promote safer and more efficacious social interactions for public housing residents. Yet, studies of public housing relocation do not find strong evidence of beneficial social interaction occurring between relocated residents and new neighbors. Despite increased safety and relative increase in neighborhood economic standing, studies find relocated residents socialize outside of their new neighborhoods or else limit existing neighborhood interactions as compared to living in public housing communities. This raises the question of why relocated residents either do or do not choose to interact with their new neighbors within their new residential settings. In an effort to answer this question, I have conducted a study focused on neighborhood social interactions using public housing residents relocated from six of Atlanta, Georgia’s public housing communities. As a backdrop to the study, I present relevant literature concerning both the study of neighborhoods and the study of prior relocation endeavors. I argue that neighborhoods do provide important social landscapes for attempting to benefit public housing residents, though more research and a different framework of analysis are needed in order to manifest theorized outcomes of relocation for all residents involved. I then employ the use of both quantitative survey data from 248 relocated residents and qualitative in-depth interview data from 40 relocated residents to provide further insight into social interaction patterns after relocation from Atlanta’s public housing. This research finds that prior to relocation residents in public housing communities differed in terms of their ideal zones of action and preferred levels of inclusion and engagement in the neighborhood setting and in terms of their surrounding community scene. By examining these different ideal-types of residents in detail, I argue that prior to moving the residents, a better fit between resident and neighborhood can be constructed by housing authorities such that more beneficial social interaction outcomes can be achieved overall in the relocation process.

Colonial Homes: A Case Study of Community Participation Models in the Design Phase of Urban Redevelopment

This case study was designed to test the hypothosis that members of a residential community, when faced with a large scale development project, hold a broad range of opinions and ideas, rather than a single perspective. These opinions, drawn from a wide range of local experiences, represent a wealth of potential design ideas which may be lost if the development process assumes that public opinion is uniform and homogenous.Accordingly, research proceeded in meetings with the Collier Hills North neighborhood association with the purpose of ascertaining whether or not the the priorities of the community reflected in public meetings during development debate provided an accurate view of the preferences of neighborhood residents, due to the self-selecting nature of the population in attendance. After initial investigations into the perceived agenda of the residents of Collier Hills North regarding potential redevelopment issues surrounding the adjacent Colonial Homes apartment complex, the investigator prepared a survey instru-ment and delivered it in two stages; first, at a neighborhood association meeting, and sec-ondly via a door-to-door survey. Results of the suvey suggest that different priorities are placed on certain key issues by the self-selecting population that attended the meeting than the random sample of residents contacted by the interviewer during the second stage of the investigation. These differences exist in areas which could shape the framework of possible future discussions among residents, the developer and city hall regarding this potential redevelopment program. Results from the survey were then used to create a set of design priorities and strategies with the intention of balancing the needs of the interested parties.

Examination of Housing Price Impacts on Residential Properties Before and After Superfund Remediation Using Spatial Hedonic Modeling

Although recent brownfields redevelopment research using theories of real estate valuation and neighborhood change have indicated negative effects on surrounding residential housing, little evidence exists to show price impacts and sociodemographic change after remediation. This study examines the extent and size of the economic impact of Superfund sites on surrounding single-family residential properties before and after remediation in Miami-Dade County and examines trends for contemporaneous sociodemographic changes. The study combines the economic impact from changes in environmental quality with contemporaneous sociodemographic changes within the purview of environmental and social justice. This study uses spatial hedonic price modeling on a comprehensive dataset of property-level data, with corresponding sales prices of housing transactions while controlling for other structural, neighborhood, and submarkets characteristics for assessing economic impact. Findings revealed that housing sales prices for single-family residential properties significantly increases as distance to the nearest contaminated Superfund increases. Following remediation, this negative impact declined and housing values increased significantly in neighborhoods with remedied Superfund sites albeit more so in low housing submarkets than premium submarkets. Spatial hedonic models outperformed traditional OLS models in presenting unbiased efficient parameter estimates, correcting for spatial dependence. Although no evidence for gentrification was observed, there existed significant differences between certain sociodemographic characteristics of neighborhoods around contaminated Superfund sites and those of properties located elsewhere leading to concerns of environmental and social justice. Findings suggest that low-income minority populations are more likely to be living in neighborhoods around contaminated Superfund sites and experience a greater negative effect on housing sales prices; these sites are also less likely to be remedied as compared to sites located elsewhere. The findings highlight not only the revealed preferences of homeowners with respect to environmental disamenities, but also help inform policymakers and researchers of the impact of brownfields redevelopment on economic and sociodemographic characteristics of a growing urban region with evolving cultural and social diversity. Incorporating influences of housing submarkets, neighborhood amenities, and spatial dependence help provide a holistic and comprehensive model for examining environmental disamenities and provide a better understanding for neighborhood change.

Designing diverse neighborhoods

This thesis argues for diversity as an important element for urban neighborhoods. This argument is framed by three questions. First, what are the recent findings from urban design, planning and architecture research and practice about achieving neighborhood diversity? Second, what are the physical ingredients of traditional, diverse urban neighborhoods that enable diverse populations, lifestyles and incomes? Third, what design strategies can be formulated, based on the evidence above, to design and implement diverse neighborhoods? Three neighborhoods in Atlanta are the focus of the detailed analysis of diversity. These are: Inman Park, Ansley Park and Virginia-Highland. These three neighborhoods were chosen because of their similarities. They all appear to be single family detached neighborhoods but are actually diverse in terms of housing type and owner/renter occupancy; they are perceived to have unique identities in architectural styles, but actually have a diversity of styles and ages of buildings. They all are perceived to be fully gentrified but in fact, house diverse populations in terms of age, income, race and lifestyle. The conclusions of this thesis include written recommendations, based on current neighborhood design ideas as supported by the analysis of Atlanta neighborhoods.

The transition to low speed vehicles for intra-city travel

A transition to low speed vehicles (LSVs), a federally-designated class of vehicles smaller, lighter and slower (limited to maximum speeds between 20 and 25 mph) than conventional automobiles, for intra-city travel offers several advantages. Their smaller size provides roadway space for other modes such as cycling and reduces the amount of land dedicated to vehicles. Their lower maximum speeds are more compatible with operation in populated areas where cars traveling at 30 mph prove deadly for pedestrians and people biking, and their energy usage and emissions are less than conventional automobiles. Communities such as Lincoln, CA, Peachtree City, GA, and those in the South Bay Cities and Western Riverside Councils of Governments in California recognize the benefits of using LSVs and actively provide infrastructure and programs to support their use. Considering the advantages of LSVs, this dissertation demonstrates potential ways to transition to LSVs and seeks to answer a question considered key to their adoption as the means of motorized travel in the city: Could LSVs also offer a travel time advantage? The basis for this seemingly paradoxical question is the observation that because of their smaller size, lower weight, and slower speed, more space- and operationally-efficient intersections, such as LSV-scaled roundabouts, overpasses and interchanges, are possible within the existing right-of-way to replace signalized intersections. The hypothesis that LSVs can offer comparable or better travel time compared to conventional automobiles assumes the removal of intersection delay will allow LSVs to make-up for their slower speeds. The methodology to test the hypothesis uses dynamic traffic assignment to compare average system, corridor and origin to destination travel times for conventional automobiles and LSVs in a subnetwork of Austin, Texas during transition periods when both vehicles are permitted and when only LSVs may be used for intra-city motorized travel. The findings indicate LSVs can offer similar and in some cases better average travel times than those for conventional automobiles, especially for the LSV-only network. However, careful planning is required during the transition stages when both vehicle types are in operation to maintain acceptable travel times for both conventional automobiles and LSVs. / text
