An assessment of the perception of the role of the Christian religious leader in the political process: the case of the Nelson Mandela Bay Municipality

The Church and clergy, during Apartheid played a significant role in the South African political process. It was possible to divide the church into three distinct groups, pro-government, anti-government and neutral churches and clergy. The Dutch Reformed Church because of its close association to the National Party was often dubbed the “National Party of Prayer.” They played an important role in providing moral legitimacy for the regime. On the other hand, church leaders including Allan Boesak and Desmond Tutu were synonymous in their fight against apartheid. The Church still plays a significant role in a democratic South Africa. By virtue of Stats SA 2011 which states that just under eighty percent of South Africans have Christian affliations. However, democratic South Africa has secular constitution which clearly indicates the separation between church and government. Clergy find themselves in an ambiguous situation in a ‘secular state.’ What exactly is the broader role of the Church and in particular clergy in democratic ‘secular’ South Africa? The ambiguity is also fuelled by politicians who often request clergy’s participation in the political process and on other occasions state that clergy should keep to “church business” Part of this enquiry is be answered by asking clergy what they believe their role is. In 2014 a selection of Christian leaders in the Nelson Mandela Bay area decried the governance in the NMBM and South Africa in general. It is to be seen as awakening of clergy in the political process. The objectives of the study are as follows: to look at how Christian religious leaders construct their role in a post-apartheid context with a specific focus on the NMBM, to capture the views of government and political parties1 on what role the Church should play in post-apartheid South Africa, A comparative thematic analysis to determine if there are any similarities or differences in how the Church perceives their political role vis-à-vis the perception of government.

Factors in the success or failure of selected urban agricultural projects in Nelson Mandela Bay

Sustainable agriculture is explained by Reddy (1995: 22) as the ability for agricultural projects to produce crops and at the same time be able to maintain production without failing. With growing populations in urban areas, the importance of urban agriculture has become increasingly important. This research aims to study the factors that contribute to the success and failure of selected urban agricultural projects within the Nelson Mandela Bay by looking at how the community benefits from two selected community projects. It is however important to note that there are various factors contributing to the success and failure of any project. This research looks into the viability of the environment that the projects are in, the level of community membership, ownership structures, how messages are communicated between stakeholders, and the purpose of the project as well as the resources available to see the project through. Urban agriculture becomes a very important practice to the urban poor, as it subsidizes household income when the produce is sold and reduces expenditure when it is consumed (Kirkland, 2008: 23). Zooming into the Nelson Mandela Bay, it is evident that this practice is also beneficial for the communities in which the projects operate, however, challenges such as theft make such projects dependent on funders and donors.

An investigation of community conflict over basic service delivery in New Brighton township, Nelson Mandela Bay Municipality

South Africa has been experiencing service delivery protests especially in the African communities. These protests are a manifestation of conflict and dissatisfaction of communities in the ruling party in government. In order to reduce conflict, it is critical that the ruling party in government addresses the basic needs of these communities as the people start to lose confidence in the government. The study seeks to investigate whether service delivery protests could be prevented through improved provision of basic services in the communities, focusing in the New Brighton Township community, in Nelson Mandela Bay Municipality as the area of study. The provision of basic services is important for the livelihood of any community. The study analyses the extent to which poor service delivery can lead to community conflicts or revolt against the ruling party in government. Some areas of New Brighton Township community are experiencing a backlog of basic service delivery. Members of this targeted community fall within the previously disadvantaged category and expected the ruling party in government to meet their basic service needs. Chapter one provides an introduction which gives a brief overview of the study, problem statement, aims, research objectives and questions, preliminary literature review and research methodology to be employed by the study. Chapter two provide a literature review of community conflicts in relation to basic service delivery needs and peoples’ expectations. Chapter three provide the legislative framework for the developmental local government and the role of section/chapter nine (9) institutions especially the Public Protector’s role in relation to conflict. Chapter three will also provide reasons for the establishment of Local Municipalities. Chapter four provides proposals for the approaches and strategies to eliminate conflicts and policy implications. The chapter also provide an analysis of the participants’ responsesfrom the questionnaires. Chapter five will be a summary with concluding remarks and recommendations, as proposals with mitigating measures arising from the research.

Recreational resource management in Nelson Mandela Bay: a choice experiment application

This dissertation represents one of the limited South African studies that attempts to estimate the recreational value of the identified set of bathing beaches within the local municipal area of the Nelson Mandela Bay (NMB). More formally, this research presents the findings of selected stated preference study used for the monetary measurement of the benefits of the improvements to the NMB bathing coastlines. Using the choice experiment method, this dissertation examines the beach users’ preferences for beach management at various beaches in NMB. The choice experiment analysis was designed to elicit individuals’ willingness to pay for the selected changes. The results are used to assess the relative importance of each beach characteristic identified. The survey is implemented on the users of beaches in NMB. The beach characteristics or attributes by focus group discussions were namely (1) bathing water quality (2) public safety by means of visible policing (3) the presence of dog mess on beaches and (4) availability of lifeguards on duty. The monetary attribute selected by focus groups as most appropriate was an additional environmental water charge. The five attributes had varying levels, one corresponding to the current scenario (status quo) and the other levels to the marginal change. These attributes and their levels were combined to generate different management options, each associated with a 'monetary price'. Respondents were asked to choose their preferred alternative within the choice sets, each consisting of three management options where one alternative was the status quo. The estimation strategy consisted of estimating a conditional logit model. Results revealed that people are willing to pay to (1) keep the water quality at the excellent current level (2) for improvements in public safety through visible policing (3) the continued of the presence of dogs on beaches and (4) for an increase in the number of lifesavers on the bathing beaches. The findings of the analysis are used to inform the Nelson Mandela Bay Metropolitan Municipality (NMBM) on the improvements most preferred by beach users in the context of beach management.

The aim of this research is to evaluate the efficiency of service delivery in specific communities, namely Wards 22 and 36, in order to assess whether residents of those communities understand the service delivery process and whether there is enough communication and relationship within the councillors and residents. It is aimed at looking at the relationship between ward councillors and the residents of the community that they are given to represent. Service delivery is something that South Africa has been battling with for years. As much as there is progress within our country, a lot still needs to be done in order to satisfy the citizens of this country. That is where the purpose of this research thus come in, it looks at what the municipality has done to assist its people in matters that are urgent, such as housing, running water and electricity, to name a few. As stated above, this research looks at the implementation, or lack thereof of the municipality, on things that they had said they would attend to in the two wards, ward 22 and ward 36.

The study was undertaken to satisfy the following objectives of the research study: To determine the livelihoods of residents of a low income housing development;  To assess the role played by the local economic development initiatives in the Kuyga community; and  To make recommendations regarding policies and actions that could reduce the unemployment rate and create sustainable and viable livelihoods for the Kuyga community in Nelson Mandela Bay Municipality. To note, what triggered the researcher to undertake the study, are the high levels of unemployment, poverty and poor monitoring of the local economic initiatives within the area. In this study, the researcher explores the livelihoods of the Kuyga community and the opportunities for creating more sustainable and viable livelihoods. Attention is drawn to Government policies, Local economic Development as well as Integrated Development Plans of the Nelson Mandela Bay Municipality, simultaneously realising that the South African government cannot work in isolation to deliver all the community needs effectively as expected.

Strategies and approaches that sustain community health committees in Nelson Mandela Bay Health District

Primary health care has been the cornerstone of South Africa's health policies since its transition to democracy in 1994. In order to optimise the effectiveness of primary health care, the South African government introduced community health committees hich were intended to facilitate primary health care at the grassroots level through community participation. As statutory bodies outlined in the National Health Act, 61 of 2003, and in provincial legislation, Community Health Committees were to be the liaison between communities and government and assist government in improving health services in communities. Since being re-established in 2010, Community Health Committees in the Nelson Mandela Bay Health District, Eastern Cape Province, South Africa have sought to fulfil this role and have remained sustainable. This research was aimed at investigating the strategies and approaches which sustain Community Health Committees in Nelson Mandela Bay Health District. It focused on eliciting information regarding the factors that sustain Community Health Committees, factors that threaten their sustainability and factors that motivate continued membership in Community Health Committees. Qualitative research methods of key informant interviews, observations and focus groups were used and analysed to identify these factors. The findings indicated that Community Health Committees struggle to remain sustainable because of various threats to their functioning. The major threat identified was the disengagement of the Department of Health in the operations of the Community Health Committees. The Department of Health was not visible; rather it was passive and unresponsive to the reports submitted by Community Health Committees on behalf of their communities and provided no re-imbursement for administration costs. Despite threats to sustainability, these Community Health Committees had commitment, passion and drive to assist with the health improvement of their communities in partnership with health facilities in their communities. Good interpersonal relationships in the Community Health Committees, good professional relationships with the health facility staff and the liaising role played by health facility management are some of the factors that contributed to sustainability. Recommendations were made at the end of the study that may assist the Nelson Mandela Bay Health District and the Department of Health to create a working environment that will be conducive to the sustainability of Community health Committees.

Factors influencing wetland distribution and structure, including ecosystem function of ephemeral wetlands, in Nelson Mandela Bay Municipality (NMBM), South Africa

The Nelson Mandela Bay Municipality (NMBM) is a semi-arid area along the southern coastline of South Africa (SA). Until recently, there was no systematic approach to research on wetland systems in the NMBM. The systematic identification of wetlands was made more difficult by the relatively large number of small, ephemeral systems that can be difficult to delineate. This has meant that fundamental knowledge on wetland distribution, structure and function has been limited and, consequently, management and conservation strategies have been based on knowledge on systems from other regions of the country. Environmental processes occur at different spatial and temporal scales. These processes have an effect on the abiotic factors and biotic structure of wetlands, resulting in inherently complex systems. The location of the NMBM provides a good study area to research some of these environmental and biological attributes at different spatial scales, due to the variability in the underlying geology, geomorphology, vegetation types and the spatial and temporal variability in rainfall, within a relatively small area of 1951 km2. Thus, the aim of this study was to determine the factors influencing wetland distribution, structure and ecosystem functioning within the NMBM. The first Research Objective of work presented here was to identify wetlands using visual interpretation of aerial photographs. A total of 1712 wetlands were identified within the NMBM using aerial photographs, covering an area of 17.88 km2 (Chapter 5). The majority of these wetlands were depressions, seeps and wetland flats. Valley bottom wetlands (channelled and unchannelled) and floodplain wetlands were also identified. A range of wetland sizes was recorded, with 86% of the wetlands being less than 1 ha in size and the largest natural wetland being a floodplain wetland of 57 ha, located south of the Swartkops River. The identified wetlands were used to create a wetland occurrence model using logistic regression (LR) techniques (Chapter 5), in accordance with Objective 2 of the study. An accuracy of 66% was obtained, which was considered acceptable for a semi-arid climate with a relatively high degree of spatial and temporal rainfall variability. The model also highlighted several key environmental variables that are associated with wetland occurrence and distribution at various spatial scales. Some of the important variables included precipitation, evapotranspiration, temperature, flow accumulation and groundwater occurrence. Wetland distribution patterns were described in Chapter 6. Spatial statistics were used to identify whether wetlands are clustered and, therefore, form mosaics within the surrounding landscape (Objective 3). Systems were found to be highly clustered, with 43% of wetlands located within 200 m of another system. Clustering and wetland presence was especially prominent in the southern portion of the Municipality, which is also associated with a higher mean annual precipitation. Smaller wetlands were also significantly more clustered than larger systems (Average Nearest Neighbour statistic, p-value < 0.0001). Average distances also significantly varied according to HGM type, with depressions being the most geographically isolated wetland type compared to the other HGM types. Overall, distances between wetlands indicated good proximal connectivity. Potentially vulnerable areas associated with wetland systems were identified successfully using landscape variables, in accordance with Objective 4. These variables were: land cover, slope gradient, flow accumulation, APAN evaporation, mean annual precipitation (MAP) and annual heat units. The existing Critical Biodiversity Network was also used in connection with these variables to further identify potentially vulnerable areas. The abiotic and biotic characteristics were decribed for three hydrogeomorphic (HGM) types at a total of 46 wetland sites (Chapter 7), as per Objective 5. Depressions, seeps and wetland flats were sampled across the different geological, vegetation and rainfall zones within the NMBM. The wetland sites were delineated up to Level 6 of the Classification System used in SA, and the various abiotic and biotic characteristics of these systems were defined. A total of 307 plant, 144 aquatic macroinvertebrate and 10 tadpole species were identified. Of these species, over 90 species were Eastern Cape and SA endemic species, as well as three threatened species on the IUCN Red List. Multivariate analyses (including Bray-Curtis similarity resemblance analyses, distance-based redundancy analyses, SIMPER analyses and BIOENV analysis in Primer), together with environmental data, were used to define community structure at an HGM level, in accordance with Objective 5. The importance of the spatial scale of the environmental data used to define plant and macroinvertebrate community structure was described in Chapter 7, to address Objective 6. The results showed that both broad-scale and site-level characteristics were important in distinguishing community structure within the HGM types that superseded general location, the sample timing or the stage of inundation. These results also indicated that a combination of both landscape and site-level data are important in defining the community structure in the various HGM types. Some of the important environmental variables that explained some of species assemblages were similar to those in the wetland occurrence model (Chapter 5), with some additional hydrological and soil physico-chemical parameters (e.g. soil electrical conductivity, soil pH, and surface and subsurface water nutrients). These significant variables indicate the complex, multi-scalar role of environmental attributes on wetland distribution, structure and function.

The health and injury risks faced by emergency medical workers in the Nelson Mandela Bay Municipality

This study investigated the health and injury risks faced by emergency medical workers in the Nelson Mandela Metropolitan Municipality. The aim of the study was to establish the emergency worker`s awareness, level of knowledge and attitude to practices of health and safety issues. The study sample consisted of eighty (80) emergency medical workers stationed in Port Elizabeth and Uitenhage. A self- administered questionnaire was developed and used in an empirical survey to collect data from the respondents on information such as health and safety knowledge, behavior, experiences, attitudes, beliefs and opinions in their workplace. The results of the study indicated that 90% of the workers experienced all occupational hazards identified in the questionnaire. Percutaneous injuries were found to be at 48%, PTSD was rated at 40% due to horrific accidents and incidents complicated by violent threats and armed robberies with emergency workers being victims. Musculoskeletal injuries were found to be very common. Ordinary stress was caused by dissatisfaction over human resources issues and structural changes by the management internally. The findings revealed that some workers took incapacity leave for long periods, sometimes more than three years at a time. The emergency workers are at high risk of being infected by ordinary TB or the more complex type, the DR-TB in their line of duty. The study revealed that there were no health and safety structures in the institution; as a result there was no formal documenting and identification of hazards in order to implement measures to protect the workers from future incidences. Health related absenteeism was high when employees were exposed to such hazards and replacement of skill was not implemented. The main recommendations included wearing of personal protective equipment, safe disposal of sharps objects, guidelines for lifting objects, introduction of organizational safety culture and safe transportation of PTB patients.
