Best practices to create an enabling environment for SME incubation in South Africa

The humble beginnings of business incubators date back to the 1970s in the USA and United Kingdom, where abandoned industrial buildings were converted to rent out to small businesses. South Africa (SA) was first introduced to business incubation in the 1980s when the Small Business Development Corporation (SBDC) established a number of business ‘hives’ and provided business space to entrepreneurs to operate their businesses. In their most basic form, business incubators provide a safe and nurturing environment for entrepreneurs to establish their small businesses. While in incubation, the Small and Medium Enterprises (SMEs) are supported with a number of services which assist their growth and development until they are able to exit the incubator as sustainable and viable businesses. Global incubator models have matured significantly, and now include assisting with business idea generation, accelerating business start-ups and commercialisation processes, and identifying high-growth orientated SMEs to assist them with gaining market access. The establishment of business incubators was a government-driven initiative, and more than 33 SME incubators exist in SA. Most of the incubators are government-funded, and have focused on the establishment and growth of SMEs to act as a catalyst to promote economic development and alleviate socio-economic challenges such as unemployment and poverty. Despite these noble objectives, incubation in SA has not been fully utilised, and a high SME failure rate still prevails in the country. One of the reasons for SME failure may be ascribed to the lack of an enabling SME incubation environment in SA. When compared to other developing countries such as Brazil with as many as 400 incubators, it is clear that the SA incubation industry still needs further development. The purpose of this study therefore was to ascertain the best practices of global business incubators in both developed and developing countries, and how SA incubators could learn from these best practices to create a more conducive and enabling SME incubation environment. Background literature on business incubation with a specific focus on best practices in world incubators in both developed and developing countries, was reviewed. Some of the literature reviewed included Aernoudt (2004), Buys and Mbewana (2007) and Chandra (2009). From the literature review, four main best practice areas were identified, namely strategic focus, sources of funding, incubator services, and the role of government. The study followed a qualitative approach, and an interview schedule was developed to seek the perceptions of incubator managers on how the four identified best practices can be utilised to create an enabling SA incubation environment. A survey was conducted by interviewing 14 incubator managers (twelve government and two private) in SA. Data was collected over a six-month period, using face-to-face and telephonic interviews. Data was analysed using the content analysis, constant comparison, grounded theory and case study methods. The biographical profiles of the incubator managers and incubators were presented in case studies. An initial analysis was made to identify themes and sub themes within the four best practices explored, using the constant comparison method. Thereafter a provincial comparative analysis was made, as well as a comparison of government funded versus privately funded incubators. The findings suggested that there is a relatively high turnover in incubator management, and that they often do not have incubator management experience. A provincial comparison of SA incubators revealed that their strategic focuses are greatly influenced by the industry prevailing in the various provinces. All SA incubators provide pre- and post incubation services, but few are utilising virtual incubation. Most SA incubators are government-funded, and some use a hybrid funding model. It was evident that most SA incubators are aware of government policies and programmes available to assist them on local, provincial and national levels. A comparison of the best practices of two developing countries and three developed countries, as well as suggestions made by SA incubator managers indicated that SA has indeed followed best practices from both developing and developed countries, but there are areas of non-alignment which provide scope for improvement, to create a more conducive and enabling incubation environment. This study recommends that incubators should have an entrepreneurial focus, and reposition and align their strategic focus with government policies and instruments. SA incubators must pursue opportunities for virtual incubation as well as linkages with academic institutions, in order to offer value-added services such as research, development and commercialisation of the product ideas. Incubators in SA must pursue a hybrid funding model with a combination of government and private funding, and generate some or their own income. With regard to the role of government, it is recommended that the roll-out of more industry-specific incubators be privatised, and that an overseeing body for incubation be established.

Enterpreneurial orientation at Nelson Mandela Metropolitan University

In the knowledge world into which mankind has progressed, universities are engines of economic growth. Their role has changed from producers of labour force to equal contributors - along with government and industry- in regional and national economic and social growth and development. Universities that will survive and succeed in this new climate must embrace entrepreneurship - become entrepreneurially oriented. As in any other organisation corporate entrepreneurship processes explain how entrepreneurship is implemented and diffused throughout a university, and its members must perceive the internal organisational culture as innovation supporting for entrepreneurship to flourish. Hence, the importance of studying internal environmental conditions that influence / enable corporate entrepreneurship. This study investigated NMMU’s entrepreneurial orientation by first determining what an entrepreneurial university is and its key attributes. Next it identified the key structural factors influencing university entrepreneurship and enquired how these structural factors can be influenced to enhance entrepreneurship at NMMU. To this end, survey method was used to sample perception of the university middle managers. The study first determined the level of entrepreneurship in NMMU by measuring its entrepreneurial intensity and then attempted to locate its position on the entrepreneurial grid. Next the level of the university’s internal environmental support for entrepreneurship was determined. The university’s culture was found to be the key factor influencing entrepreneurship with time availability and work discretion as key internal factors through which NMMU’s entrepreneurial culture could be improved. Proactivity and frequency dimensions of entrepreneurship were found to lead to significant improvement in the university’s entrepreneurial output and based on the outcome of the study; suggestions were made on ways of incorporating findings to better improve entrepreneurial orientation.

An evaluation of entrepreneurial skills needed for emerging black entrepreneurs within the Western Cape

South Africa’s economy is in a phase of transformation. As part of this process, the South African government has identified the development of economic activities amongst previously disadvantaged black communities. However, this noble intent is challenged by a lack of entrepreneurial skills, which are seen as important elements in the economic development effort and necessary to achieve transformation goals and objectives (Smith, 2004). Since the apartheid era, South Africa has seen the emergence of two distinct economic sectors: a first world economy, consisting mostly of white owned and formal businesses, and a third world economy, consisting of mostly black owned and informal businesses. Economic activities of emerging entrepreneurs have been restricted to mostly the black townships and rural areas, whereas first world entrepreneurs have been actively involved in mainstream economic activities. The separation of emerging and first world entrepreneurs has resulted in a wide gap in entrepreneurial and technical skills and knowledge between the two. This imbalance has maintained a situation in which the minority of the population controls more than 80 per cent of the wealth of the country. Upon gaining independence in 1994, the new South African government embarked on the Reconstruction and Development Programme (RDP) to redress the imbalances of the past (GEM, 2001; GEM, 2002). The government has since also adopted the Growth Employment and Redistribution (GEAR) macroeconomic strategy to grow the economy, create employment and redistribute wealth. To accelerate the implementation of GEAR, the government has passed a number of Acts, namely: The National Small Business Promotion Act (102/1996), Skills Development Act (97/1998), Affirmative Procurement Act (5/2000), Mineral and Petroleum Resources Act (28/2002) and, most recently, the Mining Charter (2003), Petroleum Charter (2003), Financial services Charter (2003), and the Information Communications Technology (ICT) Charter (2004). Small business has been seen by government as a vehicle to create employment, promote economic growth and redistribute wealth; as such the promotion of entrepreneurship has been identified as a critical aspect of GEAR. However, despite supportive legislation and programmes, South Africa’s entrepreneurship rating remains below average, as evidenced by the findings of the Global Entrepreneurial Monitor reports (GEM, 2001; GEM, 2002). The wide gap in skills and knowledge between emerging and first world entrepreneurs in South Africa is a contributing factor to the country’s poor rating – and it is expected to widen as the new knowledge economy unfolds, if corrective measures are not taken by the government or private sector.

Developing an incubation strategy for Oudtshoorn

Business incubators, as recognised in their contemporary form, have a history dating back to the 1970s in the United Kingdom and the USA. South Africa is no stranger to this concept of business incubation either: Since the 1980s the Small Business Development Corporation (SBDC) operated business “hives” as clusters of small enterprises. Business incubators are support facilities that empower and stimulate small-entrepreneurial businesses – from the financially vulnerable start-up period, until the time that the fledgling company is ready to operate more autonomously. Business incubators provide, as part of their services, affordable space, financial-management services, sound business advice and other development services. Incubation stimulates the development of small-entrepreneurial businesses and, to this end, helps stimulate the economy. Thus, for South Africa to invest in the development of small growing businesses, is to invest directly in its larger economy and to address its own development challenges like employment-creation, income-generation and the alleviation of poverty. It is in this context that this study discusses the development challenges of one of the rural areas in South Africa, Oudtshoorn, and aims to provide a viable strategy of business incubation for this area, in anticipation that in future lessons can be drawn from this and applied to other rural areas. Oudtshoorn is a town in the Klein Karoo, in the Western Cape Province of South Africa. The strongest sectors in Oudtshoorn’s economy are agriculture and tourism. These two sectors should provide the basis for an empowering business incubator to strengthen and enhance smaller businesses in the town. The study focuses on the development challenges of South Africa and, in particular, a rural town such as Oudtshoorn, the importance of investing in small entrepreneurial businesses so as to strengthen the country’s economy. the nature an significance of a business-incubation strategy for the Oudtshoorn area. Background literature on South Africa’s development challenges was collated as well as information gathered on small-business support and incubation in particular. Literature was retrieved from local institutions as well as national and international sources. Case studies of incubators in South Africa and in other countries were included to enhance the understanding of the importance of business incubation. In addition, the researcher’s close networks with the Oudtshoorn municipality, the local Red Door office and the different role-players in the small-business support sphere allowed for an in-depth assessment of support for such an incubation project and the critical obstacles it may encounter en route.

Evaluating the effectiveness of the business funding model in developing small, micro and medium sized enterprises (SMMEs) with particular reference to OR Tambo District Municipality

A great deal of taxpayers’ money has gone to a lot of SMME development initiatives. Despite this effort over the past 17 years, South Africa (SA) lags behind other developing countries, in promoting the growth and sustainability of SMMEs. The impact and achievements of government initiatives have fallen disappointingly short of aspiration (Business Development in South Africa. 2009. Occasional paper). Aims and Objectives: •To evaluate and reflect on the OR Tambo District Municipality SMME funding model and establish whether it has made the desired impact. •Determine if funds that have been channelled by the SA government to SMMEs for business expansion, start-ups, grants, and special industry development have yielded quantifiable results and •Assess the private funding institutions in assisting destitute entrepreneurs in the OR Tambo District municipality. Research methodology: The study was conducted using qualitative research and a questionnaire was used as a data collection tool. The researcher was able to get valuable information on stakeholders in the SMME sector. The stakeholders (SMMEs and funders), formed the core research sample. Results: findings suggest that the OR Tambo Municipality has a funding gap and the current funding model both from public and private funders is not effective in developing SMMEs in the municipality. The overwhelming majority of SMMEs agreed that there is a funding gap between funders and enterprises that seek funding in the ORTDM. “Financing gap” terminology, Underhill Corporate Solutions (UCS) (2011:52) defines it as, ‘a sizeable share of economically significant SMEs cannot obtain financing from banks, capital markets or other finance suppliers.’ About 90 percent of the interviewed SMMEs agreed that there is huge funding gap and 10 percent disputed this and said that there is no funding gap; rather, it’s a funding mismatch between the funders and SMMEs which needs to be tackled by all SMMEs stakeholders. The funding model needs to be revamped so it can also be accessible to start-ups, the unemployed, people with less business management experience and limited skills, and to all sectors of the economy. Various recommendations and suggestions for further research are made based on the research findings. Conclusion: The study has shown that the current SMME funding model is not effective and does not assist in developing SMMEs in ORTDM. The research findings depict the funding plight of SMMEs in South Africa; the SMME plight in ORTDM is more real than imaginary. 70 percent of SMMEs expressed less confidence in government SMMEs agencies in terms of assistance. The bigger portion of SMMEs felt that the funds channelled to government agencies were not providing significant assistance in developing SMMEs in ORTDM. Recommendations: The conclusive response from the sample, reflect structural challenges in the current funding model. About 70 percent of funding institution`s officials said “yes”, the low yield on SMME growth is a matter of funding. The funds which were meant to fund SMMEs for one reason or the other do not reach SMMEs which are looking for funding. Hence the funds channelled in the sector in the last 17 years have not yielded the desired results. 40 percent interviewed government officials conceded that there is serious political meddling in funding SMMEs in the whole province and ORTDM could not be an exception to this rule. 80 percent of interviewed SMMEs in ORTDM said funding was their main problem, and the other 20 percent indicated that their problem was not a matter of funding. The public and the private sector must revise the current funding model or devise another funding model that will: •bridge the existing current funding gap, •distribute the SMME allocated budget and achieve maximum efficiency in budget allocation.

Employee perceptions of self-employment

The perception that someone has of an entrepreneurial career ultimately influences his/her decision to pursue such a career path. By investigating employees' perceptions of owning a business, this study provides insights regarding the question of why so few South Africans embark on this path. Entrepreneurship is regarded by many as the solution to South Africa’s employment and economic problems. As such, an understanding of the reason why some people become entrepreneurs and others do not could provide solutions on how to stimulate entrepreneurship among all South Africans, and hopefully increase the levels of entrepreneurship in the country. The purpose of the study was to contribute to the field of entrepreneurship by investigating the perceptions and attitudes that employees have regarding an entrepreneurial career, that is, to ask employees what they think having their own business might be like. By investigating these perceptions, the researcher looked for reasons why many individuals remain in the employment of others rather than embarking on an entrepreneurial career, as well as establishing whether these employees had intentions of starting their own businesses, Therefore the primary objective of this study was twofold, namely to establish the perceptions that employees have regarding self-employment, running their own business or following an entrepreneurial career, and to establish the influence of these perceptions on their entrepreneurial intentions. After conducting a comprehensive literature study and examining the various models of intentions, attitude towards the behaviour was identified as having the strongest influence on entrepreneurial intentions. Attitude towards the behaviour is the extent to which an individual makes a favourable or unfavourable evaluation of the behaviour in question, and additionally is a function of beliefs applicable to the behaviour. Attitude towards the behaviour is closely related to perceived desirability, and “desirability” is a form of value. More specifically, work values have the propensity to significantly predict career choice. For the purpose of this study, the 14 work values identified by Farrington et al. (2011) served as the factors to be investigated in establishing the perceptions of an entrepreneurial career. The independent (work values) and dependent (entrepreneurial intentions) variables investigated in this study were defined and operationalised. Reliable and valid items were sourced from existing studies. Respondents were identified by means of convenience and snowball sampling, and a structured questionnaire was made available to the respondents. The data gathered from the 184 usable questionnaires was subjected to various statistical analyses. The validity and reliability of the measuring instrument were confirmed by means of an exploratory factor analysis and calculating Cronbach-alpha coefficients. Descriptive statistics were calculated to summarise the sample data distribution. Pearson’s moment product correlations were calculated to establish the correlations between the various work values and entrepreneurial intentions. Furthermore, a multiple regression analysis was undertaken to investigate whether relationships existed between the perceptions of an entrepreneurial career in terms of several work values and entrepreneurial intentions. The following work values were identified as influencing the entrepreneurial intentions of employees working in small businesses: - Stimulating; - Stability and advancement; - Flexibility; - Autonomy. The more the work values above were perceived to be experienced when following an entrepreneurial career, the more likely it was that the respondents in this study reported intentions of following such a career. In order to investigate the influence of the various demographic variables on the independent and dependent variables, an Analysis of Variance was performed. In addition, the post-hoc Bonferroni test was done to identify significant differences between the means scores of the various categories within each demographic variable. The practical significance of these differences was assessed by means of calculating Cohen’s d. The results showed a significant positive relationship between the demographic variable Population group and the dependent variable Entrepreneurial v intentions. In addition, relationships were identified between Population group and the intrinsic work values Challenging and Stimulating, the extrinsic-related work values Financial benefit and security and Stability and advancement, and the social-related work value Serving the community. A significant positive relationship was also reported between the demographic variable Entrepreneurial parents and the intrinsic-related work value Stimulating, the extrinsic-related work value Future prospects and the social-related work value Serving the community. The demographic variable Age showed a significant positive relationship with the extrinsic-related work value Financial benefit and security. This study has contributed to the field of entrepreneurship research by focusing on employee perceptions of entrepreneurship, and the influence of these perceptions on their intentions to become entrepreneurs. As far as can be established, no other study has adopted this perspective for understanding entrepreneurial behaviour in South Africa or abroad. Furthermore, no study has specifically focused on investigating entrepreneurial intentions among employees of small businesses.

The role played by business development services providers (BDSs) in improving access to finance by start-up SMEs in the Buffalo City Municipality

Small and medium enterprises (SMEs) are very important to employment creation, poverty alleviation and the sustainable economic development of a nation. Encouraging SMEs, especially start-ups is crucial for sustainable economic growth. However, the failure rate of start-up SMEs in South Africa is one of the highest in the world. In reviewing the literature of the causes of the failure of start-up SMEs, access to finance emerged as a prime challenge. Start-up SMEs find it very difficult to obtain external finance from commercial banks and venture capitalists. The national and provincial governments in South Africa have realised that access to finance is a major constraint to the growth and survival of start-up SMEs and have put in place certain measures to improve access to finance by start-up SMEs. One of the primary measures put in place by government to improve access to finance by start-up SMEs is the provision of Business Development Service by some government agencies. This research investigates the role of Business Development Services Providers (BDSs) in improving access to finance for start-up SMEs. Questions arise as to why the failure rate of start-up SMEs is high in South Africa despite all these government measures aimed at assisting start-ups to access finance. Empirical research was conducted to investigate the role of BDS in improving access to finance by start-up SMEs. The instrument used for data collection was the self-administered questionnaire. The statistical analyses included descriptive statistics, T-test, ANOVA, correlation and regression analysis. The Cronbach‟s alpha was used as a measure of reliability. The results of the study revealed that: Access to finance is still a major problem hindering the survival of start-up SMEs. There is a lack of awareness of BDS providers and their services by the majority of start-up SMEs. There is a significant positive relationship between the use of BDS by start-up SMEs and success in accessing finance. Start-up SMEs that are aware of BDS do make use of the services. The results suggest that BDS are important to improving access to finance by start-up SMEs. However, there is a need to build awareness and encourage the use of BDS by start-up SMEs to improve their access to finance and ultimately increase their chances of survival.

The importance of growth, innovation and strategy in engineering entrepreneurship

M.Ing. / The purpose of this research dissertation is to test the hypothesis that entrepreneurial engineers are not familiar with innovation, growth and business planning strategies, or simply do not apply them. The hypothesis is investigated with the help of case studies and published works; outlining the different methods and principles employed by relatively new business ventures to ensure continued success. The scope of this research dissertation is limited to why there is a need for well managed growth, continual innovation and the strategic positioning and planning in business. The form of research design chosen for the experimental program is characterised and based upon the "Method of Data Collection", outlined in Cooper and Schindler: Business Research Methods, 7iT h Ed., 2001. The refined method is based upon a Two Stage Design incorporating a Non probability, Convenience Sample. The literature review of this research dissertation will be viewed as the Exploratory Section of the Two Stage Design, as outlined by Cooper and Schindler. The results of the survey which was carried out indicate that entrepreneurial engineers have an equal chance of being familiar or not familiar with the concepts of innovation and growth. Those who were familiar with the concepts were more likely to have knowledge of the entrepreneurial strategies regarding the concepts and to implement the strategies. Entrepreneurial engineers were likely to be familiar with business strategies, and those who were familiar, were more likely to have strategic architecture and intents, but less likely to have company missions than those who were not familiar. There seemed to be no correlation between the field of engineering or the field of business, and the likelihood of familiarity with the concepts. However, engineers who had business and management experience prior to starting their business ventures were more likely to be familiar with the concepts, but no more likely to implement them than engineers without prior experience. The literature review and the survey carried out agree with the initial hypothesis that entrepreneurial engineers starting relatively new business ventures either were not familiar with the concepts of innovation, growth and strategy, or simply did not apply them. However the agreement between the survey results, and the hypothesis and literature review, are not to the extent that was originally expected.

In this scenario, this study aims to analyze how business failure provides entrepreneurial knowledge for entrepreneurs of micro and small enterprises in creating new business. Therefore, we proceeded to the integration of two conceptual research models from the insertion of Cope's learning journey (2011) in the bulge of the framing outlined by Politis (2005) on entrepreneurial learning. We described the entrepreneurial career experiences until business interruption, as well as the learning journeys. Apart from that, we analyzed the learning dimensions of business failure addressing the transformation of career experience into entrepreneurial knowledge. We adopted a qualitative research design with an in depth exploratory approach (Mason, 1996), which is characterized by a longitudinal cross-sectional view. Eight entrepreneurs were selected by convenience and availability. We used snowball methodological technique and the contacts were established by appointment with several entrepreneurs in the study area. For gathering data, it was decided to use interviews based on script and they were applied between May 2013 and October 2014. The interviews were recorded, transcribed, classified, coded and analyzed. We used the thematic content analysis taking narrative as basis. Given the evolution of entrepreneurial learning process and the consequent acquisition of knowledge through lived experiences, the research found out that all entrepreneurs, in the time they faced the failure of their business, showed a spontaneous and instant reflexive action, because they did not fall inert in face of the reasons that led them to slow down and close their activities. Thus, we infer that this knowledge is suitable to increase the ability of understanding and interpreting new events and circumstances, and thus, overcoming the adversities and obstacles concerning entrepreneurial activity, enable entrepreneurs to open a new business. Finally, we present theoretical and practical contributions of this study, as well as the research limitations and suggestions for further researches. / O papel que a experiência advinda do insucesso pode desempenhar no ambiente empresarial, nos últimos anos, tem apresentado um relevante interesse para o empreendedorismo. Nesse cenário, este estudo tem por objetivo analisar como o insucesso empresarial propicia aprendizagem empreendedora em empreendedores de micro e pequenas empresas que criaram novos negócios. Para tanto, procedeu-se a integração de dois modelos conceituais de pesquisa a partir da inserção da jornada de aprendizagem de Cope (2011) no bojo da sistemática delineada por Politis (2005) sobre aprendizagem empreendedora. Foram descritas as experiências de carreira empreendedora até a descontinuidade dos negócios, assim como as jornadas de aprendizagem. Além disso, foram analisadas as dimensões de aprendizagem do insucesso empresarial abordando a transformação da experiência de carreira em conhecimento empreendedor. Foi adotado um delineamento de pesquisa qualitativa com abordagem exploratória e em profundidade (MASON, 1996), que se caracterizou pelo corte seccional com perspectiva longitudinal. Oito empreendedores foram selecionados por conveniência e disponibilidade. Utilizou-se a técnica metodológica snowball e os contatos foram estabelecidos por indicação com vários empreendedores na área de estudo. Para a coleta de dados optou-se por entrevistas baseadas em roteiro, que foram realizadas entre maio de 2013 e outubro de 2014, e que foram gravadas, transcritas, classificadas, codificadas e analisadas. Utilizou-se a análise temática do conteúdo tendo a narrativa como alicerce. Dada a evolução do processo de aprendizagem empreendedora e a consequente aquisição de conhecimento a partir das experiências vivenciadas, a pesquisa constatou que todos os empreendedores, ao tempo em que se depararam com o insucesso de suas empreitadas, apresentaram uma ação reflexiva imediata e espontânea, pois não se quedaram inertes frente aos motivos que os levaram a desacelerar e encerrar suas atividades. Sendo assim, infere-se que tais conhecimentos são aptos a incrementar a capacidade de entender e interpretar novos eventos e circunstâncias e, então, através da superação das adversidades e dos obstáculos inerentes a atividade empresarial, habilitar os empreendedores para a criação de um novo negócio. Por derradeiro, são apresentadas as contribuições teóricas e práticas deste estudo, assim como as limitações da pesquisa e as sugestões para pesquisas futuras.
