A strategy to transform municipalities into high performance organisations

D.Comm. / The objective of this study was to explore a group of key employees‟ experiences and perceptions at the Metropolitan Municipality of Tshwane of the service performance of the municipality they work for, as well as to develop a social science tool – a model – that could be used to help this institution play its role of delivering effective services to its residents in the country‟s democratic dispensation. A combination of qualitative and quantitative research methods in the form of a mixed method approach was used in this study. The existing quantitative instrument was buttressed by the empirically derived qualitative insights to form an instrument that was later distributed among employees of the Metro with a view to developing a “mixed model” of a high performance organisational culture for the institution involved. During the qualitative phase of this study interviews were conducted using a grounded theory approach. Two stakeholders and six members of staff were interviewed. The result of the interviews was a qualitatively derived pattern of interrelated concepts in the form of a “shared vision” model, consisting of rich descriptive data which were carefully analysed using a grounded theory methodology,i that is, the development of theory that is derived from an analysis of qualitative data. The computer-assisted data analysis tool, Atlas.ti, was also used to support the qualitative data analysis process. The qualitatively derived model displayed overall groundedness of between 1 and 4 and a density of between 1 and 13. To confirm the trustworthiness of the findings, member checking was done with the research participants. The second phase of the study was effected by distributing a questionnaire to 800 randomly selected Metro employees. Of the 800 questionnaires sent out, 474 were completed and returned, thus constituting a response rate of 59.25%. The returned questionnaires were deemed adequate for conducting a factor analysis. A first-level factor analysis was consequently conducted on intercorrelation matrices of the 14 theoretical dimensions. A second-level factor analysis on a sub-score intercorrelation i Glaser and Stauss (1967). iv matrix followed and resulted in three factors being extracted. Iterative item analyses then yielded acceptable metric properties for each dimension and a Cronbach alpha coefficient ranging between 0.703 and 0.964, which was deemed acceptable scale reliability for the model. To arrive at the desired model, the findings of the two phases of the “mixed method” approach were connected and interrelated such that data from the quantitative phase played a supportive role to data from the qualitative phase. The derived model consists of the inner core and the outer core. The elements of the outer core which were qualitatively derived by means of grounded theory provided a “thick description” of the discourse and gave the research participants a “voice” in the inquiry. The elements of the outer core were identified as good governance, clean and efficient administration, and community involvement. The elements of the inner core, on the other hand, were elicited through deductive reasoning and gave the model a quantitative grounding through the use of factor analysis. These elements included leadership, delivery processes and stakeholder satisfaction. The results of the two methods were thus integrated into a model called the New Empirical High Performance Organisational Culture Model (NEHPOM). To test Metro senior management‟s views of the model, a nominal group session was conducted. This session granted acceptance of the model, indicating, among other things, that the model would help to create synergy between governance, residents and leadership of the Metro.

The methodology employed in this study is the case study approach. The results of this study indicate that Georgia's recall law is effective. The results are significant because they indicate that voters in Georgia have an effective means to challenge and oust elected officials who are no longer satisfactory to them.

The beneficiarii consularis in the western provinces of the Roman Empire

Beneficiarii consularis were members of the military staffs attached to Roman provincial governors of the Principate, and are well attested epigraph!cally, both at provincial capitals and at outposts along major roads and frontiers of the Western military provinces. They were usually experienced legionaries approaching retirement. and were of senior principalis rank. Each legion in a province provided the governor with (probably) sixty men of this rank. The governor's staff (the officium consularis) assisted the governor in ail his duties, administrative, judicial and military, and the beneficiarii were employed in a variety of roles, appearing in the sources as arresting officers, messengers, servants to the governor and general assistants. To indicate their status as officiales of the governor, they carried a decorated lance-symbol when operating away from the officium. In Britain and the two German provinces they were evidently outposted, apparently for periods of six months at a time, along the roads linking the provincial capitals with the frontiers, with neighbouring provinces, and with Rome, in contrast with the other Western provinces where, for the most part, no such stationes are attested. The stationes have usually been regarded as police posts for the protection of the roads, but this seems unlikely. Although a few stationes fall outside the general pattern and can perhaps be associated with the control of imperial estates, the majority are to be linked with frontier defence. Since the main network of stationes, both in the Germanies and in the rest of Europe first appears in the 160's, they may be seen as a response to the Chattan and Marcomannic attacks. The evidence is consistent with the interpretation of the stationes as relays for the improvement of military communications, those on the frontiers perhaps having an additional role in the coordination of military intelligence-gathering.

Training and skills development for senior municipal officials in the Johannesburg Metropolitan Municipality

M.A. (Public Management and Governance) / Local government in South Africa faces many challenges. It is argued that these challenges could be addressed through training and skills development among senior municipal officials. This study set out to investigate the training and skills development challenges for senior municipal officials in the Johannesburg Metropolitan Municipality. The study further argued that training and skills development have the potential to direct thinking, activity and resources for the Johannesburg Metropolitan Municipality to achieve its strategic outcomes, especially the pressing issue of service delivery. This study found that despite a large financial budget being allocated to training and skills development in the Johannesburg Metropolitan Municipality, the budget is not adequately spent. The reason behind this, amongst others, rests on insufficient information regarding training opportunities, the relevant units not completing their training application requirements on time and the lack of capacity to inculcate a culture of lifelong learning. It has been found that the Johannesburg Metropolitan Municipality lacks the relevant planning and skills development initiatives for training and developing its senior managers. Investing in training and skills development would result in a cadre of senior managers who possess the relevant competencies to turn the Municipality into a world class African space. Finally, this study would prove beneficial to both policy-makers and the Department of Human Resource Development in the Johannesburg Metropolitan Municipality in that it could improve the skills development deficit.
