The main focus is to discuss how the political disputes on the board of Partido dos Trabalhadores and on civil society influenced the decisions taken at Administração Popular. Furthermore, it will be pointed how the institutional arrangement, political arrangement and the agonism existing in board of the government’s administrative state system influenced the political articulations that closed up on the party and on the society. / Esta é uma pesquisa que interpreta os movimentos que influenciaram as disputas pela montagem e pela condução política das quatro gestões coordenadas pelo Partido dos Trabalhadores na Prefeitura Municipal de Porto Alegre entre os anos de 1989 e 2004: gestões cuja insígnia era a de Administração Popular. Especificamente, estuda o modo como as disputas políticas que aconteciam nos espaços de direção do Partido dos Trabalhadores e na sociedade civil influenciavam a tomada de decisões na Administração Popular. Ao mesmo tempo, em um caminho de duas mãos, como o arranjo político-institucional e o agonismo existente junto aos espaços de direção do sistema administrativo estatal do governo influenciaram as articulações políticas que foram consolidadas no partido e na sociedade.

Considering the period comprised among 1936 and 1949, marked by a succession of manifestations adversed to the sovietic ascendancy in the national and international plans, we are going to follow the discussed trajectories of three important cinematographic productions: Modern Times, The Great Dictator and Monsieur Verdoux. The deep admiration of intellectuals as Jacob Koutzii and Paulo Fontoura Gastal, don’t intercept that its respective cycles by the movies of this city considered a feeling of refused to the thesis allegedly subversive awarded to its creator, providing a succession of curious stories that are going to illustrate the pages of these studies. / Nesta dissertação, pretendemos analisar em que medida o anticomunismo e seus principais argumentos foram incorporados pelos mais destacados órgãos de imprensa da capital gaúcha durante a repercussão da filmografia política de Charles Chaplin em Porto Alegre. Considerando o período compreendido entre 1936 e 1949, marcado por uma série de manifestações contrárias à influência soviética nos planos nacional e internacional, acompanharemos as discutidas trajetórias de três importantes produções cinematográficas: Tempos Modernos, O Grande Ditador e Monsieur Verdoux. A profunda admiração de intelectuais como Jacob Koutzii e Paulo Fontoura Gastal não impediu que seus respectivos ciclos pelos cinemas desta cidade refletissem um sentimento de repúdio às teses supostamente comunizantes atribuídas ao seu criador, proporcionando uma série de curiosas histórias que ilustrarão as páginas deste estudo.
