The gap between those international recommendations and the Brazilian penal execution, especially in Rio Grande do Sul, arouses certain repercussions on the present situation of Presídio Central de Porto Alegre, a prison that has motivated the representation against Brazil at OAS due to human rights violations. The text unfolds certain myths on Presídio Central de Porto Alegre, and the author reaches for an outside non institutional/institutionalized perspective coming from its visitors on the daily life in that institution. / Esta dissertação tem por objeto o Presídio Central de Porto Alegre a partir do olhar de fora, dos visitantes que lá permanecem em fila para poderem visitar seus amigos e familiares. O ponto de partida é um histórico da escolha da prisão como meio de punição para situações problemáticas e as diferentes formulações propostas de sistema prisional, culminando com as recomendações internacionais quanto ao tratamento dispensado aos presos a partir do respeito aos direitos humanos. Emerge, então, o descompasso entre as recomendações internacionais e a execução penal no Brasil e, em especial, no Rio Grande do Sul, repercutindo na situação atual do Presídio Central de Porto Alegre, casa prisional que suscitou a representação do Brasil à OEA por violação de direitos humanos. O texto passa a desconstruir certas falácias sobre o Presídio Central de Porto Alegre, e busca, na fila de seus visitantes, um olhar de fora, não institucional/institucionalizado, do que é esta casa prisional na sua vida cotidiana.
