A Study of KM Performance Based on Organizational Learning perspective

In the dynamic era, knowledge management is an important means that enterprises show one's talent and maintain the advantage of the competition. If enterprises can manage knowledge well, it can grasp and win the first chance of strength. And in order to maximize the knowledge management effectively, enterprises need to utilize the performance index to weigh the effect, and then improve it. In enterprises, the goal of organizational learning is creating knowledge and using knowledge to solve problems. So organizational learning closely linked with knowledge management. This study attempts to investigate the impact on KM performance based on the organizational learning perspective. As enterprises want to improve the performance index of knowledge management, they only need to find out key factors to the performance index, and then improve it. Furthermore, different KM strategies can help to find out influences on KM performance. When the KM performances of enterprises are not satisfactory, enterprises need to inspect the KM strategy to adopt suitably and adjust the KM strategy accordingly. This study also investigates how organizational learning enabler impacts organizational learning. This study used questionnaire investigation to prove the research model is fit or not, and used ANOVA and regression analysis to test all hypotheses. The result of the study shows that organizational learning has influence on knowledge management performance. Organization position and task complexity will enable organizational learning, and through different KM strategies, the impacts of KM performance based on organizational learning are different.

Study On The National University Performance Management System By A Case School Using Balanced Scorecard

In the past decade, the number of universities and colleges grew rapidly. The nature of the advanced education has also changed substantially. The change of the elite education into the democratic education could remove the pressure for students to enter a higher and more prestigious educational institute, but it causes the financial problems on the government and also the deterioration of educational quality. It leads to the dispute about distribution and application of university¡¦s resources, promotion of the university¡¦s competitiveness and the diversification of advanced education. Due to the fierce competition of the advanced education environment that grows gradually, the performance of operation and management of national universities become more important. This research chose one national technical university as the sample to discuss its performance management system and applied the concept of Balanced Scorecard on the case based on the characteristics of the school, so that it can design an appropriate performance management system, which is exclusively suitable for every different school. This research conducted interviews and distributed questionnaires for a further discussion. After compiling the results from interviews and questionnaires and information gathered from literature review, the main conclusion could be summarized as follows: 1. The current performance management system of the case school is not complete. It could not integrate long-term strategies and the bonus system properly that should be improved. 2. The performance management system of Balanced Scorecard¡¦s framework could fully carry out the strategies of the research case school. It helps promote the cooperation between departments, solve the difficulties the university is facing, and it is efficient to deal with the future changes of the advanced education. 3. The most representative performance measurement indexes of each perspective of the research case school include ¡§the ranking of students joint recruiting¡¨ for customer perspective, ¡§the rate of freshmen¡¦s enrollment¡¨ for financial perspective, and ¡§the satisfaction of in-campus learning environment¡¨ for internal business process perspective. As for the learning and growth perspective, ¡§the willingness of cooperation required for both the ability and position of faculty¡¨ can represent the index. 4. National universities always have distinguishing features, prospect and the projects of middle-long term. Using four perspectives of Balanced Scorecard to establish measuring criterion and standards that can build a well consideration and direction for action-project of competition for school¡¦s strategies. In this study, we found that the four different perspectives can obtain a uniform chance for development by questionnaires from directors of the case school and experts of the universities in south area. From interviewers, we also got the results that the Balanced Scorecard can be used in other national universities. Based on reasonable performance results, the Balanced Scorecard could be applied for all national universities. The conclusion could be a reference for the research case school to apply the Balanced Scorecard on the performance management system in the future, so that when the university encounters the impacts of fast-paced society, it could adopt the appropriate methods and respond in real time. The process and method adopted in this research could also provide the national universities a reference to develop their own perfect performance management system.

The performance study of an enterprise by introducing BSC

ABSTRACT The domestic economic activity has been still in recession for several years. Besides moving outwards, the enterprises gradually decreased predominance in competition and are obliged to try every endeavor to find out any of proper management system. Hoping via applying diversified thinking model and managing skills that could revive the enterprises. Firmly, improve the management performance and promote the competence. The Balanced Scorecard¡]BSC¡^,a new management method, has been presented in such an occasion¡]by Kaplan & Norton in 1990¡^.This management system starts from erecting the company¡¦s vision and mission, further to choose his own strategy. However these strategic targets are planned to form a strategy- map, which consisting of four dimensions. Moreover in each dimension respectively to have various Key Performance Index¡]KPI¡^and those KPI will drive future performance -evaluation-indicators. Precisely speaking that BSC can transform the strategic targets into practical actions. As BSC can link strategy with execution, evaluation and learning to be a feedback loop so that performs to test strategy and adjust it to conform to the variation of external environment. Finally a company, which has applied above system will form a high-performing organization. This case study is based on the biggest domestic integrated stainless steel producer. Reviewing its constructed procedure of introducing the BSC and comparing its actual performance data of before and after applying of BSC system. At the same time, reconfirm by analyzing the outcome of questionnaires & visiting data. Hopefully, to prove applying BSC is an effective way to improve management performance. About this section, first of all, referring to data collection, to collect the questionnaires which are respondent from all of department managers and customers of case company. Secondly, to choose specific top managers of main departments of case company for deep visiting- survey. Finally, to analyze above data and get the following conclusions: 1. There are still some unrevealed problems existing in case company after the analysis of data acquired. 2. There is an only effective way to promote management performance that should be under a combination between monitoring KPI and incentive system. 3. The BSC can promote the management performance indeed. This study can offer a reference for other related steel producer or other enterprises to adopt the BSC in future. Absolutely, to construct such a system could make company act efficiently response against the impacts resulted from the fast variation of external environment and no doubt that could keep the management more flexible and more competent forever. Development of a Performance Index for Stormwater Pipe Infrastructure using Fuzzy Inference Method

Stormwater pipe infrastructure collects and conveys surface runoff resulting from rainfall or snowmelt to nearby streams. Traditionally, stormwater pipe systems were integrated with wastewater infrastructure through a combined sewer system. Many of these systems are being separated due to the impact of environmental laws and regulations; and the same factors have led to the creation of stormwater utilities. However, in the current ASCE Infrastructure Report Card, stormwater infrastructure is considered a sub-category of wastewater infrastructure. Stormwater infrastructure has always lacked attention compared to water and wastewater infrastructure. However, this notion has begun to shift, as aging stormwater pipes coupled with changes in climatic patterns and urban landscapes makes stormwater infrastructure more complex to manage. These changes and lack of needed maintenance has resulted in increased rates of deterioration and capacity. Stormwater utility managers have limited resources and funds to manage their pipe system. To effectively make decisions on allocating limited resources and funds, a utility should be able to understand and assess the performance of its pipe system. There is no standard rating system or comprehensive list of performance parameters for stormwater pipe infrastructure. Previous research has identified performance parameters affecting stormwater pipes and developed a performance index using a weighted factor method. However, the weighted performance index model does not capture interdependencies between performance parameters. This research developed a comprehensive list of parameters affecting stormwater pipe performance. This research also developed a performance index using fuzzy inference method to capture interdependencies among parameters. The performance index was evaluated and validated with the pipe ratings provided by one stormwater utility to document its effectiveness in real world conditions. / Master of Science

Developing a NSW rural property investment performance index

This thesis is based on the analysis of all rural property sales transactions that occurred in NSW over the period 1990-2000 and is the first complete state wide analysis of a rural property market in Australia. Previous studies on rural land performance have been restricted in both limited time periods and limited location areas. The importance of rural property, as an investment asset has been recognised in the US and UK with both countries having a rural property performance index. These indices are similar in construction, quality and reliability as the commercial property, residential property and share market indices that are also available in these countries to analyse the performance of these investment assets. Until the development of the rural property capital and total return indices in this thesis, there has never been a comprehensive and complete set of rural property investment indices available to assess the risk/return performance and investment portfolio benefits of rural property in Australia. The actual construction of the indices in this thesis have been based on the current indices produced by the Property Council of Australia for office, retail, industrial and hotel property in Australia. Based on the work in this thesis, rural property investment performance can now be compared to all major investment assets available in Australia. This research will be ongoing to ensure that the performance of rural property will be available on a semi-annual basis for use by all institutions, companies and individuals with an interest in the investment potential of rural property in Australia / Doctor of Philosophy (PhD)

Procedure for selecting appropriate steels for machine design

Selection of steels for industrial purposes usually means choosing a type of steel to make a part or a product. The steel that is chosen must meet all the designer requirements. A quantitative selection procedure has been used to analyze the large amount of data involved in this selection process so that a complete and systematic evaluation can be made. The designer is responsible for the selection of steel, and this selection requires the designer to find data and information on the mechanical properties required, and also learns ways to improve these properties through different heat treatment processes. When a large number of steels and a large number of specified mechanical properties are being evaluated for selection, the weighed properties method can require a large number of tedious and time-consuming calculations. In such cases a computer program could greatly facilitate the selection process. This thesis reports the selection of steels for gears, shafts, fasteners and springs where the steps involved in the weighted properties method which is written in the form of a simple computer program to select steels from a data bank. This program also includes the digital logic method to help in determining weighing factors. The steels are ranked according to standard designation; BS, AISI, and DIN. It has been found that alloyed steels hardened and tempered at 2050C are most suitable for gears, shafts, fasteners, and springs when higher mechanical properties required, and carbon and low alloyed steels when cost is the main consideration.

A Study of mechanical maintenance Key Performance Index by AHP Method-A Case Study of CSC U-Plant

Outsourcing is a popular name in the employ market. It is a common situation for enterprises to adopt the outsourcing system instead of hiring employees in order to achieve the goals of cost-down and elevate the competency of enterprises. Especially at the lower level technical and heavy physical- loaded industries. China Steel Corporation (CSC) has been experiencing of applying the outsourcing system on site-work over thirty years. CSC and the subcontractor are becoming a symbiosis relationship. Nevertheless, most of the documents focused on the research between the workforce flexibility and organization performance of the subcontract system, it¡¦s rare to investigate the integral job performance which are resulted from the cooperative working model in specific factory. Moreover, there are problems to be improved during the long period operation experiences under the similar symbiotic structure, such as work safety, quality, efficiency, management of manpower etc. which lead to results that are unsatisfied working performances. But there is no actual performance evaluation system to verify. This research conducts to find out the key successful factors and construct the key performance index of mechanical maintenance for job performances evaluation. It can be utilized to promote continuously for synchronizing maintenance performances of CSC and subcontractors. Eventually, enterprises¡Boutsourcing employees and subcontractors can get the best of benefits from each other. This research applies the method of Analytic Hierarchy Process (AHP) to conduct interviews from experts and questionnaires survey. It was capable to be calculated the key performance factors weight for the references of the performance evaluation standard. Furthermore, the key points of recognition of maintenance performances from supervisors were analyzed the weight differentiations of sections¡Bpositions¡Bfield experiences from the EXCEL statistic program. The final conclusions were: 1 The priority to weight Key Performance Indexes of mechanical maintenance on main hierarchy structure are management of manpower(0.346), equipment maintenance(0.27), preparation of material(0.148), working environment(0.122) , working method planning(0.113)¡C 2 The top 80 % of KPI¡¦s weight include 14 items listed as below: 2.1 promotion of reliability of equipment maintenance. 2.2 reduce the rate of resignation. 2.3 promotion of numbers of qualified for the testing of technical and operation licenses. 2.4 decreasing the waiting time of materials during the repair period. 2.5 increase periodical training hours. 2.6 elevate the level of education. 2.7 reduce accident occurring rate. 2.8 reduce the times of safety working accidents 2.9 reduce the trouble shooting time. 2.10 raise the rate of presence. 2.11 reduce the break down hours of equipments. 2.12 reduce the numbers of break down equipment. 2.13 raise amounts of equipment improvement proposals. 2.14 raise amounts of operation method improvement proposals. 3 From the individual survey analysis, it shows that there are obvious differentiation related to the management of manpower¡Bequipment maintenance¡Bworking environment. 4 Based on different sections perspectives, it shows that even though most of the sections are consistent, but having diverse recognition were found. It means that only a slice difference can be observed overall. 5 Based on different positions perspectives, it shows that different levels of authority are consistent in top two KPI indexes on main structure. the others indexes have slice differences. 6 Based on different experienced perspectives, it shows that reverse result occurred between veterans and people who are not experienced for long time of work, and the former focus on the management of manpower; the latter focus on equipment maintenance.

A Study on feedback influence of performance index of the Balanced Scorecard Strategy with system dynamics - Take private Fixed Network Company as an example

The introduction of the Strategy Maps cooperate with the Balanced Scorecard(BSC) of Kaplan and Norton of 2003, the application and studying more and more on the practice and academy. In some papers mention the current BSC theory of the limit; there are no any research of interaction influence relation in BSC, Strategy goal, Performance Index and taking action etc. But it is the complicated dynamics relation between the BSC strategy action and the internal process of organization. Most of managers often pays close attention to neglecting the strategy goal long-termly in a short time, the side effect and sequelae caused by the fact that take action in strategy are influenced, form and judge the situation which feedbacks information by accident even more, namely the one that cause strategy planning is improper, then make the push benefit of the strategy goal not so good as expectancy. It can solve the problem of dynamic, If combine in BSC with the system dynamics method. Interaction mechanism and method of probing into enterprise's strategy goal and performance while measuring that the purpose of this research is here, draw the strategy map and weigh the goal and weigh the causality of the project with enterprises, Set up system dynamics model in accordance with its causality, analyze the result observed in simulation, find out the factor that drive succeeds, select the key index needed in order to finish the strategy goal. The main purpose, (1) to set up: The expansion of strategy map and Balanced Scorecard, and utilize the system dynamics method to carry on planning, simulation, procedure and tests. (2) To analyze: Through the interaction simulation of the test between performance index and strategy goal, looking for the best key performance index and the revise of policy and strategy. The research approach adopts the system dynamics method mainly, the materials which carry on case study are collected and analyzed; ' The procedure of planning, design and measurement of enterprise's strategy goal ' utilizing this research to be put in order, by the expansion of the strategy map and Balanced Scorecard, carry on the setting-up, simulation, test and analyzing of the system dynamic model. Use to propose the conclusion of this research. Study the conclusion: (1) with the causality of the BSC strategy goal project, there is influence of side effect and sequelae. (2) Imitate the execution achievement of the BSC strategy goal action scheme with the system dynamics method, can be the reference for policy planning and adjustment of the strategy. (3) With the side effect in the strategy goal causality of the Balanced Scorecard, support to conclude the performance index measurement. (4) Utilize the simulate test of system dynamics, look for the leading index in the system. (5) Study and put in order the basic system dynamics model of Balanced Scorecard. Expect that enterprises can use system dynamic to improve the whole benefit for a long time of enterprise's strategy goal to organize effectively. Lastly, to address the research result that in meaning on of managing, study limitation and the suggestion with follow-up research.

The movement of heavenly bodies, the interchanging of four seasons, the changes of the environment. This is how the universe revolves, it¡¦s like the changes of the environment when you manage your business. There are many businesses that vanish every year in Taiwan; also there are many businesses that become more & more prosperous, how come? The main reason why businesses vanish is because they cannot timely adopt the rapid changes of the environment, and they could not fully adjust to the new changes on the operation of the business. There is no simple reason for the reformation of the organization; there are also no inevitable ways of success. In facing many changes of the environment, what must a business do so that it can be retained longer? How does it deal with change in trend? Does it continue to apply different suitable transformation in the business interior? Using contingent transformation, to make the foundation of the business prolong? The restructuring of the organization must be carry out simultaneously because of the changes in environment, it is a never ending work without limits, during the process it is inevitable to invest large amount of manpower, material resources, as well as producing a considerably large amount of paper works and information. The Composite Index of Fund Performance --Factor Analysis Method

¡@¡@The motivation of this research is to construct a Composite Index of funds which can help investors to choose funds with better ¡§future¡¨ performance. ¡@¡@The Composite Index in this thesis includes 14 kinds of indexes, such as Sharpe, Treynor, Sortino, and etc. Each kind of index is calculated by 4 different time lengths, they are 1 month, 3 months, 6 months, and 1 year. Therefore, there are 56 indexes in the Composite Index (CI). ¡@¡@Factor analysis method was used to analyze fund performance from 1998/01 to 2000/12, and the perfect weight combination to make 56 indexes become one CI was found out. In order to prove the performance of the CI in selecting funds, funds were distributed into 5 groups by their Composite Index scores every month. Therefore, we had group A to E from high CI score to low CI score. We calculated these funds¡¦ returns in the next month, and cumulated them by group from 2001/01 to 2005/12. After calculating, the cumulative returns of group A are 74.47% higher than group E, annual returns are 11.99%, and Sharpe index is 1.41. It shows that Composite Index can really distinguish the future, at least in one month, performance of stock funds. Investors are recommended to change their fund portfolios by latest CI scores once a month. Therefore, the Composite Index is more suitable for fund-of-fund manager, because their transaction costs are lower. ¡@¡@This thesis was awarded by ¡§Industry-University Cooperative Research Project¡¨ of National Science Council, and is going to be developed in PRISS system, a financial analysis software of Folion Financial Technology Co., Ltd. Therefore, a more systemized, programmed, and efficient environment for this kind of research is expectable.
