No entanto, a base de conhecimento sobre os processos e relações de trabalho desses trabalhadores no interior do sistema de saúde é pequena, particularmente no campo da vigilância sanitária. O processo formativo oferecido aos técnicos pelas Escolas Técnicas do Sistema Único de Saúde também carece de estudos mais sistemáticos. Ainda assim, a política de saúde considera que a formação técnica oferecida aos trabalhadores de nível médio contribui decisivamente para a mudança nas relações e no processo de trabalho em vigilância sanitária. Adotamos como ponto de partida o questionamento desta premissa. Ou seja, discutimos em que medida a formação técnica oferecida para trabalhadores de nível médio contribui para mudança nas relações do processo de trabalho em vigilância sanitária. Partimos do pressuposto que a desenvoltura do técnico em VS, não se relaciona apenas com a formação técnica adquirida nas escolas do SUS, sendo preciso se apropriar do trabalho com o envolvimento do trabalhador. Consideramos, assim, que é imprescindível compreender tanto o trabalho real desenvolvido pelos técnicos de nível médio como o processo formador; só assim será possível analisar o potencial transformador de ambos. Sendo assim, o objetivo desse estudo é analisar as relações entre o trabalho dos técnicos de nível médio no campo da vigilância sanitária (VS) e a formação profissional. Descrevemos o trabalho técnico desenvolvido no cotidiano do serviço de saúde de VS e discutimos as aproximações teóricas, conceituais e práticas entre o trabalho e a formação em VS. Para a consecução do trabalho realizamos um estudo de caso no município de Blumenau (SC), utilizando como técnicas de pesquisa entrevistas estruturadas, grupo focal e análise de documentos. / The mid-level workers account for about 60% of activities in the health system. However, the knowledge base about the processes and work relationships of workers within the health system is small, particularly in the field of health surveillance. The technical training process offered by Technical Health System Schools also needs more systematic studies. Still, health policy considers that the technical training offered to mid-level workers contributes decisively to changing in relationships and in the work process in health surveillance. We take as a starting point the question to this premise. In other words, we discuss to what extent the technical training offered to mid-level workers contributes to change the relations of the work process in health surveillance. We assume that the HS technician´s resourcefulness, is not just related to the technical training acquired in the schools of SUS, requiring to take over the work with the involvement of the worker. Therefore, we consider it essential to understand both the real work developed by the mid-level technician as the formative process; only then we will be able to analyze the transformative potential of both. Thus, the objective of this study is to analyze the relationship between the work of mid-level technicians in the field of health surveillance and the vocational training. We describe the technical work in the daily life of the health service of HS and discuss the theoretical approaches, concepts and practices between the work and training in HS. To attainment of the work, we conducted a case study in the city of Blumenau (SC), using as research techniques structured interviews, focus groups and document analysis.
