Resumo: O objetivo da presente dissertação é investigar os fatores que conduziram a escolha do local para a implantação de uma refinaria de petróleo. Dentre as treze refinarias existentes no Brasil, escolhemos a localizada no município de Paulínia (SP): a Refinaria do Planalto (REPLAN), pertencente à PETROBRAS. Sua implantação se deu em pleno regime militar, em um momento histórico em que as decisões se pautavam por critérios mais estratégicos, principalmente com relação ao setor energético. A literatura aponta para motivações políticas, mas razões estratégicas também podem explicar a escolha do município de Paulínia como local da refinaria. No estudo, apresentamos as principais características e a descrição da indústria petroquímica brasileira, com um breve histórico dos primórdios da exploração do petróleo e da implantação de refinarias no País. Assim, espera-se elucidar a escolha de Paulínia como local para a implantação da refinaria. Examinam-se, as políticas econômicas e industriais implementadas desde o período de 1968 até os anos de 1990, quando esse setor passou por processos de reestruturação, considerando que o Estado desempenhou um papel de grande relevância no processo de desenvolvimento desse segmento. Nota-se que a implantação da maioria das refinarias da PETROBRAS e das centrais de matérias-primas ocorreram em períodos próximos, ou seja, antes mesmo de um pólo iniciar suas atividades, um outro já estava sendo idealizado. Os resultados da pesquisa apontam que a escolha da localização para a implantação da refinaria no município de Paulínia foi pautada numa combinação de enfoques políticos, estratégicos e econômicos. / Abstract: This dissertation aims to investigate the factors that had lead the choice of the location of an oil refinery. Amongst the thirteen existing refineries in Brazil, we have chosen the one located in the city of Paulínia (SP): the Refinery of Planalto (REPLAN), pertaining to the PETROBRAS. Its particular choice was made in full military regimen, at a historical moment, where the decisions were about strategical criteria, specially in related to the energy sector. Literature points out political motivations, but strategic reasons, also may explain the choice of the city of Paulínia as local of the refinery. In the text we present the main characteristics and the description of the Brazilian petrochemical industry, with a historical briefing of the primórdios of the sprouting of the oil in the Country and the implantation of the refineries. Thus, one expects to elucidate the choice of Paulínia as local of the implantation for the refinery. They are also examined, the economic and industrial policies since the period from 1968 until nineties, when this sector experienced reorganization processes, considering that the State the role had great relevance in the process of this segment development. It should be noticed that the implantation of the majority of the refineries of the PETROBRAS and the raw material plants had occurred pratically at the same period, i.e., before activities initiate in a plant, a other was already being idealized.
