No. of bitstreams: 1 texto completo.pdf: 384034 bytes, checksum: 32fff14051039ea69d38d66c82f9efb0 (MD5) Previous issue date: 2003-06-27 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / O presente trabalho teve como objetivo principal estudar o atendimento aos critérios de elegibilidade e indicadores de sustentabilidade pelas atividades de heveicultura, plantio de eucalipto para produção de celulose e resinagem de Pinus, bem como o potencial destas na geração de projetos candidatos ao MDL. Os objetivos específicos foram: realização de análise comparativa dos critérios de elegibilidade e indicadores de sustentabilidade propostos pelo MMA; análise das atividades com potencial para gerarem projetos florestais candidatos ao recebimento de CER s, através do Mecanismo de Desenvolvimento Limpo; verificação do atendimento aos critérios de elegibilidade e indicadores de sustentabilidade pelas atividades florestais estudadas; hierarquização das atividades florestais estudadas, com base nos indicadores de sustentabilidade propostos pelo MMA. De acordo com os estudos, quanto à análise comparativa dos critérios e indicadores do MMA, concluiu-se que: dado o seu pioneirismo, o documento proposto pelo MMA apresenta algumas deficiências, no entanto procurou-se, juntamente com estas, apontar possíveis melhorias, para que o referido documento possa se adequar melhor aos interesses da sociedade em geral. No que se refere à análise das atividades florestais com potencial de gerar projetos candidatos ao recebimento de CER s, através do MDL, verificou-se que: todas contribuem de forma significativa para o desenvolvimento sustentável do país; a expansão destas atividades depende da superação de algumas dificuldades apresentadas, e recursos advindos do MDL podem contribuir para tal fim. Quanto à verificação do potencial de atendimento aos critérios e indicadores, observou-se que: todas as atividades apresentadas mostraram-se elegíveis, uma vez que possuem potencial para atender integralmente às proposições dos dois critérios utilizados. Finalmente, no que se refere à hierarquização das atividades florestais estudadas, concluiu-se que a diferença na pontuação final foi pequena, sendo que a heveicultura foi a que apresentou a maior pontuação quanto aos indicadores do MMA, seguida da resinagem e do plantio de eucalipto para produção de celulose, respectivamente. Assim, a primeira teria, segundo o estudo, prioridade na atribuição de recursos e/ou incentivos oriundos do MDL visando sua implementação. / The present work had as main objective to study the attendance to the eligibility criteria and sustainable indicators by the activities of, heveiculture, eucalyptus planting for cellulose production and Pinus planting for resin production and its potential for generation of projects candidates to CDM. The specific objectives were: a) comparative analysis of the eligibility criteria and sustainable indicators proposed by MMA; b) analysis of the forest activities with potential to generate projects suitable to get CER s, through the Clean Development Mechanism; c) verification of the attendance to the eligibility criteria and sustainable indicators by studied forest activities service to the criteria and sustainable indicators by the studied forest activities; d) hierarchization of the studied forest activities, based on the sustainable indicators proposed by MMA. In agreement with the studies, as for the comparative analysis of the criteria and indicators proposed by MMA, it follows that: the document proposed by MMA presents some deficiencies, however there was a attempt to point possible improvements to adapt better those document to the interests of the society in general. Concerning to the analysis of the forest activities with potential to generate projects suitable to get CER s, through the CDM, it was verified that: all those contribute in a significant way to the sustainable development of the country; the expansion of those activities depends on the overcoming of some presented difficulties, and resources coming from CDM can contribute to such end. As for the verification of the potential to attend the criteria and indicators, the work showed that: all of the presented activities were eligible, once they can attend integrally to the propositions of the two used criteria. Finally, referring to the hierarchization of the studied forest activities, it follows that the difference in the final punctuation was small, and the heveiculture activity had the largest punctuation according to the indicators of MMA, following by the Pinus planting for resin production and the eucalyptus planting for cellulose production, respectively. Like this being, the first would have, according to the work, priority in the attribution of resources and, or incentives from CDM to its implementation.
