nÃo hà / Motivated to understand the public planning process of the State of Cearà achieved-whether this survey whose primary focus is to make a retrospective of the plans of the Government of the State of Cearà in the last fifty years and primarily through economic analysis individual one of them search the common characteristics that perhaps may exist between them. To achieve the proposed focus was carried out a search that defines itself as to its nature as qualitative, and in relation to procedures used as case study, since it deals with the experience of the State of CearÃ. For the case study were collected various types of data and information both bibliographic and documentary as in digital format on websites of the Ministry of planning, the Government of the State of CearÃ, the Secretariat of Planning and Managementâ SEPLAG and the Institute of Economic Research and strategy of Cearà â IPECE about the Governmental Plans, in order to understand the dynamics of these in context in which they occurred. The texts obtained from the data collection have been subjected to comprehensive analysis, specifically the so-called content analysis. As part of the result identified that the common feature is the search plans of full development of the State of Cearà in a process that evolves from creating the necessary infrastructure to develop projects that promote the distribution of income to the reduction of inequalities in the State in relation to Brazil. It was found that in the State of Cearà Government plans, projects are geared to both the infrastructure and social aspects; and suffered influence of historic moment in which they were developed and implemented. / No intuito de entender o processo de planejamento pÃblico do Estado do Cearà concretizou-se esta pesquisa cujo foco principal se constitui em fazer uma retrospectiva dos planos de governo do Estado do Cearà nos Ãltimos cinquenta anos e, principalmente, por meio da anÃlise econÃmica individual de cada um deles pesquisar as caracterÃsticas comuns que porventura possam existir entre eles. Para atingir o foco proposto foi realizada uma pesquisa que se define quanto à sua natureza como qualitativa, e em relaÃÃo aos procedimentos utilizados como estudo de caso, uma vez que trata da experiÃncia do Estado do CearÃ. Para o estudo de caso foram coletados vÃrios tipos de dados e informaÃÃes tanto documentais como bibliogrÃficas e no formato digital, em sites do MinistÃrio de Planejamento, do Governo do Estado do CearÃ, da Secretaria do Planejamento e GestÃo â SEPLAG e do Instituto de Pesquisa e EstratÃgia EconÃmica do Cearà â IPECE sobre os Planos Governamentais, de modo a entender a dinÃmica desses no contexto em que ocorreram. Os textos obtidos a partir da coleta de dados foram submetidos à anÃlise compreensiva, especificamente a denominada anÃlise de conteÃdo. Como parte do resultado identificou-se que a caracterÃstica comum aos planos à a busca do desenvolvimento pleno do Estado do Cearà num processo que evolui da criaÃÃo da infraestrutura necessÃria ao desenvolvimento de projetos que promovam a distribuiÃÃo da renda à diminuiÃÃo das desigualdades do Estado em relaÃÃo ao Brasil. Verificou-se que no Estado do Cearà os projetos dos planos de governo sÃo voltados tanto para a infraestrutura como para aspectos sociais; e que sofreram influÃncia do momento histÃrico no qual foram desenvolvidos e implementados.
