PolÃtica PÃblica de ComunicaÃÃo e DivulgaÃÃo CientÃfica: AvaliaÃÃo do emprego do portal de periÃdicos da CAPES pelos docentes da Universidade Federal do CearÃ

nÃo hà / O presente trabalho versa sobre a avaliaÃÃo de polÃticas pÃblicas no campo da comunicaÃÃo e divulgaÃÃo cientÃfica. Seu objetivo à examinar a utilizaÃÃo e alcance do Portal de PeriÃdicos da CAPES no Ãmbito da Universidade Federal do Cearà (UFC), em uma investigaÃÃo que enfoca especificamente os docentes dos cursos de pÃs-graduaÃÃo. No Brasil, o acesso e a divulgaÃÃo da produÃÃo cientÃfica tornaram-se um importante instrumento de polÃtica pÃblica do Governo Federal, e dentro desta linha de aÃÃo, o Portal de PeriÃdicos da CAPES ganha forte destaque. Criado no final do ano de 2000, o Portal de PeriÃdicos veio atender Ãs instituiÃÃes de todo o PaÃs que nÃo tinham acesso à produÃÃo cientÃfica nacional e estrangeira, por meio de uma base de dados e documentos referenciais em todas as Ãreas do conhecimento. No contexto desta investigaÃÃo, de natureza descritiva e de abordagem quali-quantitativa, avalia-se, o Portal de PeriÃdicos da CAPES segundo a metodologia de anÃlise desenvolvida pela Information Literacy Competency Standards for Higher Education da Association of College and Research Libraries (ACRL), procurando estabelecer uma relaÃÃo dos objetivos propostos e a efetiva utilizaÃÃo desta ferramenta. O universo da pesquisa, com o uso de questionÃrio online e entrevista semiestruturada, abrangeu 1.310 docentes dos cursos de pÃs-graduaÃÃo da UFC, contemplando todos os centros acadÃmicos nos trÃs campi situados na cidade de Fortaleza. Os resultados apresentados nos dois instrumentos de coleta de dados (atravÃs das 117 respostas dos questionÃrios e das 10 respostas das entrevistas) mostraram consenso quanto ao acesso e uso da ferramenta. A conclusÃo, que foi possÃvel alcanÃar, indica a necessidade de correÃÃes quanto à simplificaÃÃo da interface do Portal para uma melhor interatividade e atratividade na exploraÃÃo pelos beneficiÃrios, alÃm de aÃÃes como a educaÃÃo continuada e a divulgaÃÃo sistemÃtica no Ãmbito da Biblioteca UniversitÃria. / This paper deals with the evaluation of public policies in the communication and scientific dissemination areas. Its goal is to examine the use and scope of the Periodical Portal available through CAPES-MEC within the scope of the Federal University of Cearà (UFC), in an investigation that focuses specifically on the postgraduate professor. In Brazil, the access to and dissemination of scientific production has become an important public policy instrument of the Federal Government and within this line of action, the CAPES Periodicals Portal gains strong prominence. Created at the end of the year 2000, the Periodicals Portal came to serve institutions throughout the whole country. It did not have access to national and foreign scientific production, by means of a database and reference documents in all areas of knowledge. In the context of the research, of a descriptive and quali-quantitative approach, the CAPES Periodicals Portal was evaluated according to the methodology of analysis developed by the Information Literacy Competency Standards for Higher Education of the Association of College and Research Libraries (ACRL), attempting to stablish a relation from proposal goals and the effective use of this tool. The research universe, with the use of online questionaries and semistructured interviews, has covered 1310 teachers from UFC pos-graduate courses, approaching all academic fields in three campi located on Fortaleza city. The results exposed in both data collecting tools (through 117 answers from questionaries and 10 interview answers) presented consensus regarding the access and use of the tool. Nevertheless, the conclusion indicates the need for corrections regarding the simplification of the Portal interface for a better interactivity and attractiveness in the exploitation by beneficiaries, as well as actions such as continuing education and systematic dissemination within the scope of the University Library.
