Defesa: Curitiba, 26/04/2017 / Inclui referências fls. 117-120 / Resumo: A partir de 2010, ganha destaque no Brasil um novo fluxo migratório, havendo um aumento na chegada de imigrantes inédito desde a década de 1970. O repentino aumento da visibilidade do assunto das migrações na mídia e nos espaços de discussão institucional levantou o questionamento sobre como o Estado, e, particularmente, o estado do Paraná, estava preparado para receber as diferentes ondas migratórias, e também sobre como ocorreu a organização nos últimos sete anos para a tarefa de recepção, acolhida e assistência à população estrangeira que aqui chegou. A chegada de quantidades cada vez mais expressivas de migrantes revelou a fragilidade da política migratória brasileira até então. Foi preciso inovar e criar mecanismos institucionais específicos para acolher as novas demandas. As iniciativas do Estado foram, no entanto, insuficientes para promover a acolhida e amparo, e a participação de instituições não governamentais num trabalho em rede mostrou-se essencial. O presente trabalho investiga essa questão a partir de entrevistas semiestruturadas, realizadas entre 2015 e 2017, com atores institucionais, governamentais ou não, que trabalham com o tema da migração no estado do Paraná. Palavras-chave: Migração; Políticas Públicas; Política Migratória; Conselho / Abstract: Since 2010, a new migratory flux gains highlights in Brazil, with an increase in the arrival of immigrants unprecedented since the decade of 1970. The sudden increase in visibility of the issue of migration in the media and in institutional spaces of discussion raised questions about how the state, and particularly the state of Paraná, was prepared to receive the different migratory waves, as well as how was the organization in the last seven years to the receiving task, welcome and assistance to foreign population that arrived here. The arrival of quantities increasingly expressive of migrants revealed the fragility of the Brazilian immigration policy so far. It was necessary to innovate and create specific institutional mechanisms to accommodate the new demands. The state initiatives were, however, insufficient to promote acceptance and support, and participation of nongovernmental institutions in networking proved essential. This paper investigates this issue from semi-structured interviews conducted between 2015 and 2017, with institutional actors, governmental or not, working with migration issues in the state of Paraná.
