Nuevas competencias y perfeccionamiento profesional de los Oficiales de Armas PNP egresados de la Segunda Especialidad en Comando y Asesoramiento en Estado Mayor – Promoción 2015Arredondo Ramos, César Augusto 06 September 2017 (has links)
La tesis tiene como objetivo determinar los problemas existentes en el programa de perfeccionamiento Segunda Especialidad en Comando y Asesoramiento en Estado Mayor (SECOEM), que administra la Escuela de Posgrado de la Policía Nacional del Perú; para ello, fue necesario conocer, analizar y evaluar los procesos de selección, plan de estudios y perfiles de egreso; con la finalidad de proponer alternativas de solución para la mejora continua del programa de perfeccionamiento SECOEM.
El SECOEM permite al Oficial de Armas PNP en el grado de comandante o mayor, adquirir nuevas competencias, destrezas, habilidades, conocimientos, valores y actitudes, con fines de realizar con eficiencia y eficacia las funciones policiales; sin embargo, los perfiles de egreso no se ajustan a la realidad y necesidad del servicio policial; además, las nuevas capacidades y competencias desarrolladas no se relacionan con las especialidades funcionales. Ante los problemas observados se recomienda accionar a través de una política pública, atender la necesidad funcional de comando operativo y asesoramiento policial, considerando las especialidades funcionales y los cargos establecidos en la estructura orgánica de la PNP. / The thesis aims to determine the problems in the Second Specialization Program in Command and Advisory Staff (SSPCAS), which manages the Postgraduate School of the National Police of Peru; for this, it was necessary to know, analyze and evaluate the selection processes, curriculum and egress profiles; with the aim of proposing alternative solutions for the continuous improvement of the SSPCAS improvement program. SSPCAS allows the PNP Officer in the commander or senior degree to
acquire new competencies, skills, knowledge, values and attitudes, in order to
efficiently and effectively carry out the police functions; however, the exit profiles do not fit the reality and need of the police service; in addition, the new skills and developed competences are not related to the functional specialties. In view of the problems observed, it is recommended to act through a public policy, to address the functional need for operational command and police advice, considering the functional specialties and the positions established in the organizational structure of the PNP. / Tesis

The present research contains the proposal of Innovation on a prototype of
Project for the "Restructuring of the management commission of own resources and
productive and entrepreneurial activities of the PNP educational institutions" facing the
ineffective administrative management in the PNP educational institutions in Lima during
the period 2017-2018, whose objective is to answer the question In what way the
Administrative Management has been ineffective in the PNP Educational Institutions in
the Lima Region, during the period 2017 - 2018? From the approach of Education, the
methodology of analysis has been developed structurally carrying out the research,
through the evidence described and explained, applying the statistical operational
method of descriptive analysis, complying with the methodological process of research
for the survey of the administrative part, parents and teachers, whose result will facilitate
the existence of the facts enunciated through the study.
Concluding the research process through the descriptive method and
explanations, it has been described in detail with evidence and the systematization of
data from the method that the commissions of Management of own resources, and
productive and entrepreneurial activities of the educational institutions of the National
Police of Peru have demonstrated an inefficient administration of economic resources by
those responsible, generating a situation of social conflict among the actors of the
