Nesta relação, o global influencia o municipal que, ao mesmo tempo, alimenta o global. No espaço municipal, muitas vezes, é preciso encontrar respostas para as ações que vêm de fora. Neste contexto, o ator-prefeito, um dos atores do espaço municipal, tenta, na sua gestão, influenciado ou não pelas ações externas do espaço municipal, desenvolver estratégias políticas para implantar seu projeto de Governo. Estamos propondo que o Orçamento Participativo pode ser uma estratégia de cooperação estabelecida entre Governo municipal e população, desta forma, trazendo benefícios para a população, que acabaria sendo um dos elementos de adesão do Governo, logo, dando-lhe sustentação. O apoio da população para com o Governo é uma forma de garantir suas expectativas atendidas. Nesta parceria, Governo e população formam uma co-gestão. Our proposal is that the Participative Budget may be a strategy of collaboration established between the Municipal Government and the city population, bringing benefits to the population, which would become one of the Government adhesion elements, giving it support. The support the population gives to the government is a way to guarantee their accomplished expectations. In this partnership, government and population become a co-management. Addressing "Wicked Problems" through Governance for Sustainable Development - A Comparative Analysis of National Mineral Policy Approaches in the European Union

The achievement of sustainable development (SD) in the supply of minerals poses significant challenges for governments and public administrations on all levels, because ensuring a sustainable supply constitutes a "wicked" problem that has no clear set of alternative solutions due to its social, institutional and scientific complexities. This paper explores how this problem is addressed through "governance for SD" principles (horizontal policy integration and participation; long-term vision/short-term action; and reflexivity and learning) in the design and delivery of national mineral policy strategies (NMS) in five EU Member States (Austria, Finland, Greece, Portugal and Sweden). Following a grounded theory approach on data collected through document analysis and complementary qualitative interviews, the author identified several analytical categories for the selected governance for SD' principles. Although no "one-size-fits-all" recipe for best practice on governance for SD exists in the five NMS, Finland, Portugal and Sweden meet high standards: These NMS display practical examples of governance for SD integration and, thus, lay the foundations for achieving policy outcomes in the sectoral policy strategies of the mineral supply.

Final Master Thesis report EGI 2010-2013   Thesis Title: The Role of Renewable Energies in Energy supply Planning and   Management for Sustainable    Development “Case of Rwanda”. ABSTRACT   This report provides an overview of the main results from the scenarios analysed in the Rwanda energy policy strategy, planning and prospective energy initiatives and alternatives (Hydropower, Biomass, Solar, Methane, Peat, etc.) as well as other Government Development Frameworks meant for poverty reduction strategies and economic development. Under this context, the report attempts to assess the role of renewable energies particularly micro hydropower in solving Rwanda energy supply and management issues for sustainable development. The main conclusion is that renewable energies (micro hydropower) substantially contribute to reducing greenhouse gas emissions and improving diversification of the energy production and supply into the national grid as well as independent off-grid systems particularly in rural based areas that are far from the grid. This becomes even more significant and relevant when considering that electricity access in the country stands at about 14% leaving about 86% of the population especially in rural areas without power supply. Although other technologies are still used to meet urgent and pressing power demand, Renewable energy sources are well placed in offering medium and long term solution in a sustainable manner. To this effect therefore, the report has tried to outline the impacts, costs and benefits of ambitious renewable energy targets for Rwanda in the medium and long term perspectives.

The diploma thesis Formation of the Health Policy in Vysočina Region is interested in the development of the health policy of the Vysočina Region and the creation and utilization of policy documents aimed at the health care. The constitution of regional public administrations in 2000, the abolition of districts in 2003 and the transfer of hospitals to the region brought new competences to regions. One of them is the health care administration. Originally, in cooperation with the Ministry of Health, and later self Vysočina Region decided to prepare a conceptual document, which would describe the current situation of the regional health service, define objectives and goals for its future direction. Vysočina Region authority started with arrangements of regional health care strategy in 2003 and finished 2007 with Zdravotní plán kraje Vysočina, which was not fully completed. Program Zdraví 21 pro kraj Vysočina and Koncepce eHealth Kraje Vysočina were presented later focused on other areas of health and health care. This thesis is interested by the formation of health care policy in Vysočina Region. The most important questions are how Vysočina Region authority prepared the strategic papers, how are these strategies applied and how is used the feedback in a renewal of the plans. Access, assurance and acceptance: investigating the African aspect of China's emerging foreign policy strategy

China’s renewed engagement in Africa is shaped by an ever more coherent and multi-faceted African strategy which is informed by and supportive of Beijing’s emerging foreign policy strategy in general. Through an investigation into economic, political and military dimensions of this relationship, it is apparent that China’s interests in Africa are not confined to the continent nor simply a patch work of ad hoc relations of economic opportunism, but rather Africa is seen as playing a vital role in furthering China’s three foreign policy objectives of 1) access to economic and political resources both on the continent and internationally; 2) assurance of China’s rise as peaceful and beneficial; 3) and acceptance of China’s ascendance and growing influence internationally as legitimate. While economic interests, particularly resource extraction, remain paramount, Africa is becoming an important political ally in supporting Chinese efforts towards creating a more conducive international environment for its domestic development and rise to great power status. Military relations in Africa, though growing, remain limited and play an assisting role to China’s greater economic and political interests. While this developing African strategy has so far been largely successful in securing economic resources and generating backing for Chinese interests internationally, concerns and criticisms stemming both from Western states and increasingly within the continent itself over issues such as development, economic exploitation, human rights and governance, and support for pariah regimes remain central challenges. China’s African strategy, therefore, while informed by a number of strategic interests and practices, remains highly contingent as Beijing attempts to constantly balance interests and relationships on the continent with those internationally, including both of a short and long term nature.

To Tame a Dragon : A qualitative content analysis of Germany's China Strategy after 'Zeitenwende'

The Russian invasion of Ukraine constituted a turning point (Zeitenwende) for the German foreign policy tradition in that it thoroughly discredited Germany’s ‘change through trade’ approach to Russia. This approach has also historically been applied to China, whose foreign policy behavior is regarded as increasingly aggressive. This paper uses manifest content analysis to investigate to what extent the security-political realizations from Zeitenwende are reflected in Germany’s new China strategy. It argues that, while Zeitenwende has contributed to cognizance about the need to ‘de-risk’ economic relations with China and strengthen capacity within the EU, Germany remains fundamentally committed to its foreign policy tradition as well as the belief that China can be changed and integrated into the rules-based international order. It demonstrates the persistence of the ‘change through trade’ approach in a different form based on the strategy’s emphasis on dialogue and multilateralism as Germany’s preferred methods of conflict resolution.

В большинстве своем в научной сфере разработаны вопросы исторического развития процесса реализации государственной молодежной политики в России, реализации ее отдельных направлений, таких как добровольчество, профилактика экстремизма, социальное партнерство, работа с талантливой молодежью, гражданская позиция молодежи, вопросы нормативного и кадрового обеспечения государственной молодежной политики. В рамках диссертационного исследования проведён анализ практик муниципальных образований Свердловской области по реализации молодёжной политики, в том числе ее нормативного, кадрового, методического обеспечения, технологий работы с молодежью, результаты социологических исследований среди молодежи Свердловской области, предложена стратегия развития молодежной политики в МО «Городе Богдановиче» Свердловской области, план реализации данной стратегии на предстоящие пять лет. / For the successful implementation of the state youth policy in the Russian Federation, it is necessary to strengthen and improve this direction at the municipal level of government. For the most part, the scientific field has developed issues of the historical development of the process of implementing state youth policy in Russia, the implementation of its individual areas, such as volunteerism, prevention of extremism, social partnership, work with talented youth, the civic position of youth, issues of normative and personnel support of state youth policy. Within the framework of the dissertation research, the analysis of the practices of municipalities of the Sverdlovsk region on the implementation of youth policy, including its normative, personnel, methodological support, technologies for working with youth, the results of sociological research among the youth of the Sverdlovsk region, a strategy for the development of youth policy in the City of Bogdanovich of the Sverdlovsk region, a plan for the implementation of this strategy for the next five years is proposed.

Strategic intent and the management of infrastructure systems

Infrastructure is presenting significant national and global challenges. Whilst often seen as performing well, infrastructure tends to do so against only limited terms of reference and short-term objectives. Given that the world is facing a new infrastructure bill of ~£40T, improving the benefits delivered by existing infrastructure is vital (Dobbs et al., 2013). This thesis investigates strategic intent and the management of infrastructure systems; how factors such as organisational structure and business practice affect outcomes and the ways in which those systems — not projects — are managed. To date, performance has largely been approached from the perspective of project investment and/or delivery, or the assessment of latent failures arising from specific shocks or disruptive events (e.g. natural disaster, infrastructure failures, climate change). By contrast, the delivery of system-level services and outcomes across the infrastructure system has been rarely examined. This is where infrastructure forms an enduring system of services, assets, projects, and networks each at different stages of their lifecycle, and affecting one another as they develop, then age. Yet system performance, which also includes societal, organisational, administrative and technical factors, is arguably the level relevant to, and the reality of, day-to-day public infrastructure management. This research firstly investigated industry perceptions in order to test and confirm the problem: the nub of which was the inability to fully deliver appropriate and relevant infrastructure outcomes over the long term. Three detailed studies then explored the reasons for this problem through different lenses; thereby providing an evidence-base for a range of issues that are shared by the wider infrastructure industry. In confirming its hypothesis that “the strategic intent and the day-to-day management of infrastructure systems are often misaligned, with negative consequences for achieving the desired long-term infrastructure system outcomes”, this research has increased our understanding of the ways in which that misalignment occurs, and the consequences that result. It found those consequences were material, and frequently not visible within the sub-system accountable for the delivery of those outcomes. That public infrastructure exists, not in its own right, but to be of benefit to society, is a central theme drawn from the definition of infrastructure itself. This research shows that it is not enough to be focused on technical outcomes. Infrastructure needs to move beyond how society interacts with an asset, to the outcomes that reflect the needs, beliefs, and choices of society as well as its ability to respond to change (aptitude). Although the research has confirmed its hypothesis and three supporting propositions, the research does not purport to offer ‘the solution’. Single solutions do not exist to address the challenges facing a complex adaptive system such as infrastructure. But the research does offer several system-oriented sense-making models at both the detailed and system-level. This includes the probing methodology by way of a diagnostic roadmap. These models aim to assist practitioners in managing the transition of projects, assets, and services into a wider infrastructure system, their potential, and in (re)orienting the organisation to the dynamic nature of the system and its societal imperative.
