Trata-se de um método de classificação dos portos organizados, adequado à realidade portuária, e que poderá oferecer subsídios às decisões relacionadas a investimentos. A carência de investimentos provoca problemas graves como congestionamentos e atrasos no despacho das cargas nos portos marítimos. Além disso, o setor portuário tem enfrentado outros empecilhos como volume de cargas, a burocracia, as greves, o alto valor dos combustíveis. Para a elaboração do método de classificação foram considerados critérios/atributos relacionados à infraestrutura física, atividade econômica, carga, serviços, qualidade ambiental, comunicação e informação. O método foi aplicado no Porto de Santos. Observou-se, por meio da aplicação do método proposto, que o porto de Santos, apesar de ter sido classificado em alguns critérios como porto de 1ª classe, na classificação geral ele classificou-se na terceira classe, necessitando assim, de melhorias nos critérios/atributos relacionados à infraestrutura física e à qualidade ambiental. ______________________________________________________________________________ ABSTRACT / This study focuses primarily on the proposition of a method of classification of 34 maritime organized ports in Brazil. It is a classification model of organized ports, adapted to the Brasil’s reality, and that may provide insight to the decisions related to investments. The lack of investment leads to serious problems such as congestion and delays in clearance of cargo at seaports. In addition, the port sector has faced other obstacles as cargo volume, the bureaucracy, strikes, and the high value of fuel. For the preparation method of classification criteria / attributes related to physical infrastructure, economic activity, cargo services, environmental quality and communication were considered. The model was applied at the Port of Santos. It was observed by applying the proposed method, the port of Santos, despite been classified in some criteria such as port of a first class, but in the overall standings he was ranked in third class, thus requiring, improve the criteria / attributes related to physical infrastructure and environmental quality.
