Thesis (M.Dev.) --University of Limpopo, 2011 / Poverty among communities is not a static condition. There are many factors which contribute to its causes and depth. In South Africa, the economic gaps imposed by the previous apartheid government aggravated economic inequalities and caused considerable disparities, which resulted in the high unemployment rates. This led to a call for pro-active initiatives by post 1994 democratic government to remedy the living condition of the previously disadvantaged people. As part of its poverty relief drive, the South African government has embarked on a series of developmental initiatives to bring services to the poor and to reduce enormous prevailing backlogs, with the aim of increasing community participation and improving the lives of the poor. This study evaluates the egg layers project as a poverty alleviation effort within Blouberg Municipality of the Limpopo Province to respond to the prevailing poverty and underdevelopment among the poor communities. This study revealed from the observations, interviews conducted and questionnaires administrated to sampled beneficiaries of Blouberg Municipality who faces poverty. The study formulated strategies and made recommendations regarding the impact and implementation of the egg layers on poor people.

Socio-economic impact of Agricaltural food security and poverty alleviation programs in Mopani District, of Limpopo Province

Thesis (M.Dev.) --University of Limpopo, 2013 / The objective of the study is to evaluate the socio-economic impact of poverty alleviation and food security projects implemented by the Department of Agriculture in Limpopo Province. Data were collected from beneficiaries, stakeholders and literature. The analysis is based on the status of the projects before the intervention and the present status after the implementation of the programme. In most instances the beneficiaries and stakeholders were not part of the plenary for the programme. Observations also show that it seems interest and ability in agricultural activities was not tested before implementing the programme. Sustainability of a project depends on the involvement of all relevant key players, stakeholders and beneficiaries, from the initial stage through monitoring and evaluation stages, to closure of the project.

The impact of training of extension officers on poverty alleviation agricultural projects in Lepelle-Nkumpi Local Municipality of Capricorn District Municipality in Limpopo Province, South Africa

Thesis (M.Dev.) --University of Limpopo, 2011 / The aim this study was to assess the impact of training of Extension Officers on poverty alleviation agricultural projects in Lepelle-Nkumpi Municipality. It aimed to assess if the skills that the Extension Officers acquired from the training offered to them did have a positive impact on the farmers and their projects. The objectives of the study thus, were: to identify and describe the nature and relevance of the training programs offered to the Extension Officers; to assess the impact of training and development on service delivery; and to suggest appropriate actions or interventions as may be necessary to improve the impact on service delivery. The study was qualitative in design and it sampled 10 projects. Data was gathered from Extension Officers attached to the 10 projects, famers, key informants consisting of community leaders and headmen and Deputy Managers. The study used focus group discussions, semi-structured interviews and a questionnaire to collect data. The key findings from this study are: computer literacy skills training seems to be the most popular one among the Extensions Officers. Some of them have never been given the opportunity to attend agricultural-related training. The study recommends that the computer literacy should be combined with the technical agricultural subjects so that the Extension Officers could be equipped with more information which will assist them to search for information from the internet and to impart the agricultural information to the farmers so that they could improve their productivity and income. Training in marketing and financial management is imperative for farmers to enhance their productivity and to manage their finances. The study also found out that the Extension Officers are not receiving adequate posttraining supervision in the form of evaluation. The frequent project visits and supervision of the extension officers’ daily duties by their superiors can improve their commitments to their work as well as increase the farmers’ productivity. Farmers lament the fact that they are offered the training theoretically and none of the extension officers make an effort to demonstrate to them practically. The work-related training which the Extension Officers have attended have improved service delivery at their work place because some of the beneficiaries since they started working in their projects, they have been getting their salary every month and their secret is that they cultivate the correct vegetables at the right time and this helps them to manage the three months waiting period easily. The Limpopo Provincial Department of Agriculture should extend the number of the extension officers in their municipality so that they could be available when they need them. The study adds to the knowledge base on the impact of training of extension officers on poverty alleviation agricultural projects.

Sustainability of poverty alleviation projects : a case study of the Apel area, Fetakgomo Municipality of the Greater Sekhukhune District in Limpopo Province

Thesis (M.Dev) --University of Limpopo, 2010. / This study focuses on the poverty alleviation projects established in Fetakgomo Municipality which forms part of the Sekhukhune District in the Limpopo Province. The aim is to assess whether or not these projects are sustainable. The objectives of the study are: to find out how the projects are designed and implemented; to examine project resources used for sustainability; to establish the extent of the benefits which members derive from the projects and to recommend measures which could improve the manner in which the projects are managed. Sustainability concept is seeking more attention throughout the world today. Sustainable development is crucial if the world hopes to use the natural resources in a manner that future generations will also have these resources to fulfil their own demands. This study focuses on the assessment of the sustainability of Poverty Alleviation Projects because they play an important role in job creation and provide food security. It is, therefore, imperative to assess the sustainability of these projects. Furthermore it is important to promote awareness and implementation of sustainable development. The consequences of unsustainable development have a social, economical and environmental negative impact. Primary data was collected through the use of questionnaires, and interviews. The findings in the study indicate that most poverty alleviation projects are not sustainable. Sustainability and sustainable development need skilled and well trained project coordinators. Most projects are managed by unskilled or semi skilled project co-ordinators because there is no proper recruitment of these coordinators. Furthermore there are no properly trained Financial Officers who can manage the finance and donations of the projects effectively and efficiently. Some of the projects do not have a Financial Officer (treasurer) whereby every project member is responsible for the collection of the money for the sales. The level of education of most project members is low, some of them are illiterate. Crime is another challenge as most projects do not have security. Some of the agricultural implements and projects properties are stolen. Water shortage is another challenge faced by most projects in Fetakgomo. Naturally the area is hot and dry. There is not even a single dam, except Flag Boshielo which is in Makhuduthamaga Municipality. 4 Other findings include poor road infrastructure which makes marketing difficult because of inaccessible roads. Funding for the projects is limited as well as shortage of agricultural extension officers. In conclusion an integrated developmental strategy is needed if the government hope to promote sustainable development. Sustainability of the Poverty Alleviation Projects remains a challenge in Fetakgomo Municipality.

An investigation into the effects of project management on a rural poverty alleviation project : the case of the Walda small scale sugar cane farming co-operative

Most of the research projects have focused on which extent can lack of resources affect the implementation of projects in developing countries. Little has been said about the relationship between lack of corporate governance and the management of projects for small scale sugar cane farmers. In this study, the researcher focused on the effects of project management on poverty alleviation and sustainable livelihoods. The study used a mixed method research design which equally employed case study and descriptive approaches. From the quantitative perspective, structured questionnaires were administered, while in the qualitative approach semi-structured interviews were conducted to collect data. Results indicated that the success of projects aimed at poverty alleviation and sustainable livelihoods is dependent on the successful implementation of project management skills. The research amongst others recommend that training and financial support be prioritised for the community projects to achieve their intended objectives.

Contribution of community development projects towards poverty alleviation in Thulamela Local Municipality, Limpopo Province

This research study seeks to investigate the factors that hinder community development projects from contributing positively towards the improvement of the lives of rural communities in the area of the study. This study is also concerned with the development of effective strategies that will enhance the capacity of community development project managers and change their perception and that of other stakeholders with regard to the implementation of community development projects. The literature review established the relationship between community development project and project management. In this regard, the study showed that community projects run by project managers with proper knowledge of and skills in project management impact positively on the improvement of the lives of the rural communities. In this study, a mixed research design approach was used in the investigation of the factors that hinder community projects to contribute positively towards poverty alleviation in Thulamela Local Municipality. Questionnaires and structured interviews were used to collect data from the target population. The findings of the study suggest that most managers of the community development projects lack training in project management.They also revealed that there were inadequate resources; there is a lack of community participation in decision-making, and shortage of funds hampered the sustainability of community development projects. To conclude, it is expected that the recommendations of this research study will highlight the strategies that could be put in place to improve the management of community development projects in order to improve the livelihoods of people in the Thulamela Local Municipality.

A survey of the role of Fetakgomo Local Municipality in poverty alleviation in Sekhukhune District Municipality, Limpopo Province

(Development)) -- University of Limpopo, 2013 / The purpose of the investigation is to research the contribution of Fetakgomo Local Municipality in alleviating poverty through poverty alleviation projects. Poverty and inequality have reached unacceptable proportions and the most hit are people living in rural areas and as a results the gap between the rich and the poor continues to widen. Both qualitative and quantitative research methods were used. Eighty respondents filled in the questionnaires. Interviews were conducted with Fetakgomo Local Municipality management and other relevant stakeholders. The research findings indicate that the communities around Fetakgomo Local Municipality specifically Nkwana, Nchabeleng, Strydkraal, Apel, Mohlaletse and Mashilabele are partly benefiting from Fetakgomo Local Municipality. The findings also show that Fetakgomo Local Municipality is partly contributing positively towards poverty alleviation within the municipality. The major findings of this research study are that poverty alleviation projects are partly effective in alleviating poverty, especially among needy families. The final results from the study show that most of the rural poverty alleviation projects are not sustainable. The main reasons leading to poor performance of rural poverty alleviation projects are lack of participation of key stakeholders, lack of financial management, inefficient management and lack of planning. The study recommends that committed stakeholders, individuals and poverty alleviation projects who take part in poverty alleviation projects should be considered for funding and training rather than providing state grants only to groups of people. Resources such as transport should be provided to poverty alleviation projects in local areas to access any type of market. All the local economic development projects should install palisade, surveillance systems and electric security fences around the projects to prevent theft. The study also recommends that a stipend of R1500.00 should be paid to each project member to encourage and attract those who are interested. The research study also recommends that there must be a continuous monitoring and evaluation of poverty alleviation projects on a regular basis by government officials.

Dev.)-- University of Limpopo, 2011. / Sustainability of poverty relief projects: an evaluative case study of Madumeleng community bread making project in Greater Letaba Municipality in Limpopo Province This mini-dissertation was conducted on a community poverty alleviation project that was implemented by government through the Department of Social Development at Madumeleng village. Madumeleng is a village in Bolobedu(Modjadji) under the Greater Letaba Municipality in Mopani District. The Greater Letaba Municipality is one of the rural municipalities in the district of Mopani. The project was identified by the community members as a flagship towards addressing poverty within the village and eventually in the municipal area. The project was initiated by a group of women who started as volunteers. Their objective was to make the project big and viable within the society. The women had wishes also that the project should eventually create more jobs for the community members and thereby contribute in alleviating poverty and unemployment. The above resonates well with the objective of government and in particular the Department of Social Development in funding these projects. The study was ignited by the fact that after all the efforts by government to provide funding and ensure that the project members are capacitated, still the project collapsed. The project could not last longer than it was expected and this was the main reason for the study. The study should contribute in surmounting some factors which might have contributed into the collapse of the project. Government should also be able to draw lessons from the study to improve on the approach when they fund future projects.
