Privatization and its labor consequences in developing countries : a case study of the Brazilian banking industry privatization processChapoval, Iêda. January 2001 (has links)
Research on the labor impact of privatization usually equates the process to other types of restructuring processes, such as downsizing, mergers or acquisitions. It is argued that not unlike other restructuring processes, privatization is likely to generate organizational changes that may lead to major alterations in employment quality. Few studies, however, have investigated the labor effects of privatization and other restructuring processes in a comparative manner, especially in developing countries. The overall purpose of this dissertation is to contribute to the understanding of the labor consequences of privatization in developing countries. This objective is undertaken through an exploration of the association between privatization and other restructuring processes occurring within the Brazilian banking industry and changes in employment quality, i.e., fluctuations in wages, non-wage benefits and job security. The most basic premise guiding this study's comparative framework is that the process of privatization is likely to affect labor in unique ways, that is, generating employment quality changes unlike those occurring at other sectors undergoing alternative restructuring processes. / The sample consists of 476 respondents: employees (survivors) and ex-employees (retrenched) of public, privatized and private banks. Data were collected in 1998 by using a method of triangulation, i.e., surveys and in-depth semi-structured interviews. The principal results for this study confirm that changes in employment quality are more significant for workers associated with the privatized sector when compared to workers affiliated with other sectors of the Brazilian banking industry. Both quantitative and qualitative data for this study suggest that significant transformations in employment quality occurred as a result of privatization. It is further argued that the decline in employment quality after privatization can be conversely understood as a negative commitment on the part of Brazilian employers. This lack of commitment can be ultimately associated with a new developmental model with a particular type of economic orientation and specific form of labor organization based on flexibility.

Previous issue date: 2007 / Resumo: Este estudo visou analisar o processo de reformas e reestruturação do setor elétrico brasileiro, cuja finalidade era compreender o porquê da incorporação e implantação das orientações econômicas voltadas para o mercado, às propostas
liberalizantes. Tais reformas se inseriram num bojo maior e mais complexo de Reformas do Estado no Brasil, enquanto tais se inseriram numa discussão sobre que tipo de Estado e quais funções o mesmo deveria possuir neste século que se inicia marcado por processos de ocorrências globais, embora, ainda se mantenham as especificidades locais na forma de excussão e implantação desses processos. Neste sentido, a compreensão do como setor se organizou no passado, mediante quais escolhas e sob quais influências (exógenas e
endógenas) é de fundamental importância para inteligibilidade das transformações ocorridas na década de 1990 e, em seguida em 2004, já no governo do presidente Lula. A partir de pesquisa bibliográfica, documental e de campo, adquirimos as informações necessárias para, numa perspectiva sociológica e política (em diálogo interdisciplinar), compreender o processo de reestruturação setorial e das novas formas de regulação que o setor elétrico brasileiro passou nos últimos anos / Abstract: This study it aimed at to analyze the process of reforms and reorganization of the Brazilian electric sector, whose purpose was to understand the reason of the incorporation and implantation of the economic come back directed toward the market, to the liberalization proposals. Such reforms if had inserted in bulge big and more complex of Reforms of State in Brazil, while such had been inserted in a quarrel on that type of State and which functions the same would have to still possess in this century that if it initiates marked for processes of global occurrences, even so, if they keep the local specificities in the excursion form and implantation of these processes. In this direction, the understanding of as sector if organized in the past, by means of which choices and under which influences (exogenous and endogenous) it is of basic importance for knowledge of the occurred transformations in the decade of 1990 e, after that in 2004, no longer government of president Lula. Na década de 1990, as estatais foram classificadas como o grande mal de que padecia a economia brasileira. E contra ele, havia um antídoto: a privatização. Em Volta Redonda, “cidade da Companhia Siderúrgica Nacional (CSN)”, este antídoto foi intensamente discutido, questionado, combatido e defendido. Por agentes distintos em um mesmo momento. Em momentos distintos por um mesmo agente. Visando a compreensão das ações tomadas por um desses agentes, o Sindicato dos Metalúrgicos, o presente estudo buscou na literatura os preceitos da perspectiva de dependência de recursos, difundida por Pfeffer; Salancik (1978). Após a revisão de literatura, foi realizado um estudo de caso histórico, baseado em investigações bibliográfica e documental, onde é descrita a trajetória da entidade desde a sua criação, enfatizando o período da privatização e seus reflexos. Ao confrontar o estudo de caso histórico com a teoria apresentada, pode ser concluído que a perspectiva de dependência de recursos se mostrou eficaz em explicar grande parte das interações do Sindicato com a CSN. Tal eficácia pode ser verificada, especialmente, durante os períodos em que a relação Sindicato-CSN sofreu importantes mudanças, como a entrada da Central Única dos Trabalhadores (CUT) no Sindicato, o processo de privatização e o processo de reestruturação da CSN em 1996. / In the 1990s, state owned companies were identified as the Brazilian economy's greatest evil, and the antidote against it was privatization. In Volta Redonda, "the city of the Companhia Siderúrgica Nacional (CSN)", this antidote was strongly discussed, questioned, opposed, and supported, by different agents in a same moment, by the same agent in different moments. In order to understand the behavior of one of these agents – the ironworkers' trade union – this study used the principles of the resource dependence perspective, spread by Pfeffer; Salancik (1978). Firstly, the literature about the topic was reviewed, followed afterwards by a historical case study - developed based on the bibliography found and also documented investigations - describing the history of the trade union since its foundation, and giving emphasis to the privatization's period and its results. The conclusion shows that the resource dependence perspective was effective in explaining most of the trade union's interactions with CSN. This efficacy can be verified specially during the period that the relationship between the trade union and the CSN went through important changes, like for example the ingress of the Central Única dos Trabalhadores (CUT) in the trade union, the privatization process and CSN's downsizing in 1996. / Dissertação (mestrado) - Universidade Federal do Rio de Janeiro.
