No. of bitstreams: 1 72070100757.pdf: 3812882 bytes, checksum: ee6cd8a929bd2a2f1dcfd248d5a62308 (MD5) Previous issue date: 2011-02-21 / This thesis analyses the decision‐making process of Programa Nacional de Produção e Uso do Biodiesel (PNPB), highlighting its two main characteristics: (1) PNPB’s goals, that aim to promote sociaThis  thesis analyses  the  decision‐making  process  of  Programa Nacional de Produção e Uso do Biodiesel (PNPB), highlighting its two main characteristics: (1) PNPB’s goals, that aim to promote social inclusion – a new content in the agro‐energy policy environment – and  (2)  its  innovating  decision  process,  which  brought  to  negotiation  actors  whose interests  are  historically  divergent  –  biodiesel  producers,  agribusiness  and  family farming  representatives.  The  research,  based  on  institutional  analysis  of  Brazilian political system in association with theoretical approaches of public policies focused on the  role  of  the  actors,  built  the  hypothesis  that  the  specificities  of  PNPB’s  decision - making  process  are  explained  not  only  by  the influences  of  the  institutional  structure introduced with the Federal Constitution of 1988 but also by the political context. PNPB was  formulated during  the presidency of Lula, whose government  strategy was guided by  the  combination  social  inclusion/  participation.  The  thesis  used  the  controlled comparison  method  and  analyzed  two  agro‐energy  policies,  namely  Proálcool  and Probiodiesel,  both  formulated  before  PNPB,  in  different  institutional  and  political environments. / Esta Tese tem por objetivo analisar o processo decisório do Programa Nacional de Produção e Uso do Biodiesel (PNPB), destacando duas especificidades: o PNPB traz entre suas diretrizes o componente social – algo até então inédito entre as políticas agroenergéticas – e o seu arranjo decisório inovou ao trazer para o processo de formulação atores com interesses historicamente opostos – representantes dos produtores de biodiesel, da agricultura empresarial e da agricultura familiar. O estudo, que combinou a análise institucional do sistema político brasileiro com abordagens teóricas de políticas públicas focadas no papel dos atores, foi guiado pela hipótese que as especificidades do processo decisório do PNPB devem-se tanto às influências da estrutura institucional introduzida com a Constituição de 1988, como do contexto político no qual foi formulado, qual seja, o governo Lula, cuja estratégia governamental esteve pautada no binômio inclusão social/participação orientando suas políticas públicas. Para a condução dessa empreitada, recorreu-se ao método da perspectiva comparada, por meio da análise do Proálcool e do Probiodiesel, políticas públicas federais de fomento à agroenergia anteriores ao PNPB, formuladas em ambientes institucionais e contextos políticos distintos.

From then will be required score the possibilities of legal and political performance of the employees, through union organization, undertake the modifications that result in effective improvement of their living conditions and work. / A pesquisa aborda as relações de trabalho na agroindústria canavieira paulista para identificar as razões políticas e econômicas de sua construção histórica a partir da primeira divisão, ocupação e utilização produtiva de suas terras, encaminhada desde os tempos coloniais em suas imbricações jurídico-legais. Buscar-se-á ainda identificar os limites jurídicos do poder econômico que podem ou não ser revelados nesta relação para a identificação do papel do Estado no desenvolvimento deste processo. A partir de então será ainda necessário pontuar as possibilidades jurídicas e políticas de atuação dos trabalhadores, por meio da organização sindical, empreenderem as modificações que resultem na efetiva melhoria das suas condições de vida e de trabalho.
