The question posed for reflection is: What are the challenges and the prospect of social integration of young people and declared effective by the documents Programa Ação Jovem/SP? It is observed the Programa Ação Jovem/SP as a strategy to face the consequences imposed by the poverty, the academic performance of students as well as answer an improved educational conditions. This research is of great importance, as the study addresses the challenges and prospects of the program linked to education in search of further analysis about its real effectiveness. In this sense, the general objective of this research is to reflect the implications of the Programa Ação Jovem/SP as a means of social inclusion through access to work and encouraging the return, staying in school and encouraging the completion of high school. And therefore, the specific objectives are intended to be: to analyze the planning process Programa Ação Jovem/SP, given its multisectoral nature and resources for its operation; analyze the access indicators and permanence of young people in the program; identify educational activities, modalities and characteristics of the training offered under the program; assess the number of young people excluded from the program for non-compliance with conditionality’s; check on the official program, the proposed professionalization of youth and their integration into the labor market and identify youth inclusion indicators in the world of formal employment and through other ways, such as in associations and cooperatives. The research used qualitative methodology; the data source is the literature and documents of the main authors who discuss the issue, documents relating to the laws, resolutions relevant to the topic, sites and monographs. For this, it addresses the concept and state settings, neoliberalism and its effect on public social policies in Brazil, especially in education and social assistance. The study includes a reflection on the social processes of youth constitution, such as the vulnerable youth, the process of implementing public policies for young people in Brazil and the challenges the Brazilian youth. Finally analyzes the document creation Programa Ação Jovem/SP, contextualizes the youth policy of the São Paulo state government and the region of Presidente Prudente, relating to federal actions for social inclusion of young people in the implementation period of the Programa Ação Jovem/SP. The results show little investment the State of São Paulo government for the youth policy, lack of integration between departments involved in the implementation of the program, young difficulty in entering the labor market, structural unemployment crisis. / O presente estudo está ligado à Linha de Pesquisa 1 - Instituição Educacional: Organização e Gestão, do Programa de Mestrado em Educação da Universidade do Oeste Paulista (UNOESTE), de Presidente Prudente – SP. O foco desta pesquisa é o Programa Ação Jovem/SP como possiblidade de inserção social de jovens na faixa etária dos quinze aos vinte e quatro anos, utilizando como estratégia de inclusão o retorno e/ou permanência na escola, o estímulo à conclusão do Ensino Médio, a promoção de ações complementares, o acesso a cursos profissionalizantes e a iniciação no mercado de trabalho. A questão posta para reflexão é: Quais são os desafios e a perspectiva de inserção social dos jovens declarada e efetivada por meio dos documentos do Programa Ação Jovem/SP? Observa-se o Programa Ação Jovem/SP enquanto estratégia para enfrentar as consequências, impostas pela situação de pobreza, ao desempenho escolar dos alunos, bem como atenda uma melhoria das condições educacionais. Esta pesquisa é de grande relevância, visto que o estudo aborda os desafios e perspectivas do Programa vinculado à educação em busca de uma análise mais aprofundada acerca de sua real efetividade. Neste sentido, teve por objetivo refletir as implicações do Programa Ação Jovem/SP como forma de inclusão social por meio do acesso ao trabalho e incentivo ao retorno, permanência na escola e estímulo à conclusão do Ensino Médio. A pesquisa utilizou-se da metodologia qualitativa, a fonte de dados é a análise documental dos principais autores que discutem a problemática, documentos atinentes às legislações, resoluções pertinentes ao tema, sites e monografias. Para isso, aborda o conceito e as configurações de Estado, neoliberalismo e sua repercussão nas políticas públicas sociais no Brasil, em especial na educação e assistência social. O estudo traz ainda, uma reflexão acerca dos processos sociais de constituição da juventude, tais como: a juventude vulnerável, o processo de implementação das políticas públicas para os jovens no Brasil e os desafios impostos à juventude brasileira. E por último analisa os documentos de criação do Programa Ação Jovem/SP, contextualiza a política de juventude do governo do Estado de São Paulo e da região de Presidente Prudente, relacionando às ações federais de inclusão social de jovens no período de implantação do Programa Ação Jovem/SP. Os resultados apontam pouco investimento do governo do Estado de São Paulo destinado à política de juventude, falta de integração entre as secretarias envolvidas na execução do Programa, dificuldade de inserção no mercado de trabalho do jovem e crise do desemprego estrutural. E ainda, observou-se no estudo, que a educação e o trabalho são eixos centrais na formulação de políticas públicas para a juventude brasileira nos dias de hoje.
