Effectiveness of an agricultural technology research and development project for increasing sustainability of cropping systems in upland areas of Yunnan Province, China

Continued increase in population and escalating environmental degradation have changed the priorities of agricultural development projects in developing and emerging countries towards both increasing production or productivity and improving sustainability. The long-term success of these development projects, especially in terms of improving sustainability, depends on how widely those improved practices which are shown to be effective in achieving the technical objectives, are adopted/adapted by farmers in the targeted region. In these terms, many projects in recent years may be considered to be relatively unsuccessful. This study aimed to investigate the factors contributing to the effectiveness of agricultural technology research and development projects in improving the sustainability of cropping systems in upland areas of China, together with the factors that might limit their effectiveness. This has involved both a review of recent projects carried out in the region and detailed monitoring and evaluation of one such project carried out in South West China – the SHASEA project. The SHASEA Project was implemented in Wang Jia catchment in Yunnan Province using holistic and multi-disciplinary approaches to address the twin objectives of increasing productivity of maize, wheat and soybean in a more sustainable and environmentally-friendly way. It introduced into the catchment a range of novel or modified cropping practices, which had been evaluated in plot studies over the preceding six years, together with biological and engineering measures designed to stabilise large scale soil movements in lateral gullies and the main stream. The SHASEA Project was successful in achieving its short-term scientific and technical objectives, but was too short to determine the level of adoption by farmers in the locality. The present study has used a range of approaches to evaluate the effectiveness of this Project, to monitor the biological, environmental and socio-economic impacts and investigate the perceptions of the farmers about the Project and the likelihood of their adoption of the recommended practices. Participatory approaches were used wherever possible, including detailed household surveys, PRA workshops and discussions with Key Informants. Field surveys and direct observations were also made, together with a limited economic analysis of the modified cropping practices introduced into the catchment. It was found that the farmers had different perceptions about the range of practices introduced into the catchment. Some were clearly preferred, such as contour cultivation and were likely to be adopted, while others were seen as inappropriate, such as straw mulching and intercropping, and were unlikely to be adopted. The benefits of an innovative, integrated cropping system, INCOPLAST, were not fully appreciated by the farmers. Other practices would only be adopted if the financial returns were favourable, such as the use of polythene mulch. Longer-term measures, such as tree planting schemes, were regarded favourably, but adoption would still depend on economic returns and related issues such as land security. An irrigation scheme was suggested by the farmers, but after installation it was not used extensively for the staple crops in the catchment. It was found that farmers planned to use the irrigation for higher value crops such as tobacco, after the end of the Project. It has been concluded that, despite the technical and scientific success of the Project, long-term adoption of many of the practices introduced into the catchment will be low, unless considerable incentives are used or much more effective dissemination techniques employed. It is considered that the outcomes would have improved considerably if participatory approaches had been used from the outset, to engage farmers more fully with the project, to ensure that the practices introduced were as appropriate as possible, to achieve greater ownership of the objectives and outcomes, leading to higher adoption rates. More emphasis should have been given to the dissemination of the outcomes at farmer level outside the catchment of study and there should have been more involvement with the regional policy makers and extension officials throughout the programme. Longer-term improvements in sustainability at the catchment level have not yet been demonstrated. These outcomes are discussed within the context of other agricultural projects carried out in South East Asia and other developing regions. Based on the outcomes and conclusions from this study, a series of recommendations are made which are presented as good practices for future agricultural development projects in South East Asia.

Participation and project sustainability : Participatory Integrated Development in Rain-fed Areas (PIDRA) project in East Java-Indonesia : a thesis presented in partial fulfilment of the requirement for the degree of Master of Philosophy in Development Studies at Massey University, Palmerston North, New Zealand

This thesis examines the relationships between participation and project sustainability. By using the Participatory Integrated Development in the Rain-fed Areas (PIDRA), an integrated rural development project, in three districts of East Java, Indonesia, as a case study, it addresses the question about what kind of participation will lead the intended beneficiaries to continue to use and benefit from the services that remain beyond the project period. The research found that the project mostly targeted the poor, marginalised, and vulnerable people, and widows as household heads. However, some high school graduates and wealthy villagers were also included as target beneficiaries. Most participants were actively involved and participated in the project implementation activities, but rarely participated in project planning and design as well as monitoring and evaluation. The results also show that factors influencing participation of the intended beneficiaries of the PIDRA Project in the target areas were: the responsibility of the beneficiaries to the groups as members and as leaders part of the management team; the level of education, knowledge, and skills of participants; incentives provided to access credits; the availability and use of sanctions; the geographical situation; poverty; age; support from the government; and the role of facilitators. Analysis of the case study shows that the PIDRA Project in East Java will likely have some sustainable activities and benefits in the short term. Furthermore, participation is likely lead to the project sustainability of some project elements when participation is not only used as a means but also as an end. However, the results also suggest the increasing cooperation and collaboration of government and the NGOs, and defining participant groups based on similar educational background and socio-economic situation will enhance participation and project sustainability. This study would also raise the attention of development practitioners of the dangers of the participatory approach in their practice because it could be manipulative, harm people who are supposed to be advantaged, and hence create “new tyranny” in development interventions.

A sustentabilidade é um valor que esses designers-empreendedores frequentemente compartilham. Não se trata de empreendedorismo por necessidade (não são obrigados a empreender para sobreviver) ou por oportunidade (não empreendem em uma oportunidade de mercado cuja relação entre risco e retorno seja claramente vantajosa). Trata-se de um empreendedorismo por engajamento, pois as empresas são criadas por acreditarem na causa da sustentabilidade. Inicialmente, de fato, a sustentabilidade é uma vocação de seus negócios, sendo característica dos projetos que elaboram e implementam e, assim, identificamos o conceito de projeto sustentável. Logo, porém, eles entendem a dificuldade de sustentar seus negócios em um sistema socioeconômico que atribui uma importância secundaria à sustentabilidade. Se torna necessária uma elaboração estratégica que permita uma sustentabilidade projetual, na qual a sustentabilidade compõe um par com o projeto, não exatamente como sua vocação, mas como característica substantiva que garanta sua possibilidade. O objetivo da dissertação é compreender a sustentabilidade projetual nos processos elaborados pelos designer-empreendedores. Para tanto, a presente pesquisa exploratória realizou entrevistas em profundidade com designers-empreendedores. Além de identificar e definir os conceitos citados, a pesquisa descreve as características desses empreendimentos e dos designer-empreendedores. / The designers are performing on several fronts and undertaking the search for world transformation. Sustainability is a value that these entrepreneurial designers often share. They are not entrepreneurship by necessity (they are not obliged to undertake to survive) or by opportunity (they do not engage on a market opportunity whose relationship between risk and return is clearly advantageous). This is an entrepreneurship through engagement, because companies are created because they believe in the cause of sustainability. Initially, in fact, sustainability is a trend of its business, being characteristic of the projects elaborated and implemented, and thus we identify the concept of sustainable project. Soon, however, they understand the difficulty of sustaining their business in a socioeconomic system that attaches secondary importance to sustainability. It becomes necessary a strategic elaborateness that allows a project sustainability, in which sustainability works with the project, not exactly as its trend, but as a substantive characteristic that guarantees its possibility. The objective of the dissertation is to understand the sustainable project in the processes elaborated by the designer-entrepreneurs understand the articulation of the processes of strategic design and entrepreneurship, in the scope of sustainability, elaborated by the entrepreneur-designers. To this end, the present exploratory research conducted in-depth interviews with designers-entrepreneurs. In addition to identifying and defining the aforementioned concepts, the research describes the characteristics of these enterprises and entrepreneur-designers.

The objective of the work is the preparation of the project "Revitalization of the Václav Volf residential building 1379/21" to ensure the regeneration of this panel house with the use of money from the structural fund as part of the 1st closed call as declared by the statutory town of České Budějovice on the topic of the Integrated Municipal Development Plan České Budějovice, Máj Housing Estate. A partial objective of the work is an assessment of expected benefits in the field of financing the housing fund as part of the Integrated Municipal Development Plan České Budějovice. The practical part of the essay is focused on an analysis of the possibilities of drawing finances for the regeneration of the housing fund. Using calculations, I use the method of comparing financial returnability IPRM with the subsidy title PANEL, and the regeneration program known as "Green to Savings" (Zelená úsporám). The administrative process of the project is carried out in mutually interconnected activities. The conclusion shows the realization of work actually carried out with practical examples and an assessment of expected benefits in the housing fund.
